ROLL CALL Present: Councilmember, Irma Carson - Chair Councilmember, Jacquie Sullivan Councilmember, Mike Maggard Absent: Advisory members present: Stephanie Campbell, Conorstone; Pastor Jordan, Stop the Violence; Walter Williams, GBLA; Wesley Crawford, SCLC; David Strong ADOPTION OF THE JUNE 15, 2006 AGENDA SUMMARY REPORT Adopted as submitted. 3. PUBLIC STATEMENTS Police Chief Rector spoke regarding the issue of truancy. There are different ways truancy is handled, including intervention by school resource officers and truancy sweeps where kids are picked up, eventually serving the weekend in Juvenile Hall. The Kern County Probation Department also has officers on campuses who work to prevent truancy, in conjunction with the District Attorney's office and Sheriff's Departments. Update regarding Gang and Graffiti Enforcement (Police Chief Rector) Police Chief Rector thanked the community members here today and Pastors for what they are doing for the City and everybody else because I think it's a critical component that we all work together. Police Chief Rector gave an overview of the Gang and Graffiti violence. There have been 83 arrests, 62 of which were juveniles. Approximately 144 cases have been cleared. The Surveillance Operations Unit is also providing the Department with information. For the first 6 months, the Gang Enforcement Unit has made a total of 1,023 arrests, seized 70 firearms, and conducted almost 1,600 probation/parole searches. Shooting comparisons for 2006 to date 24, 2005 shootings to date were 41. IYs about a 35 to 40% drop in shootings. The Department has received 19 secret witness graffiti. He encouraged the public to continue calling in to the secret witness hot line to report crime. b. Discussion regarding joint City/County Committee on Gang Violence Committee Chair Carson said that a joint City and County project would have to be approved at the next joint City/County meeting. She also mentioned how every department would have to come together to make this plan work. Advisory member Walter Williams stated how important it is to have funding for the City/County Committee. Follow-up meetings on gang violence need to be continued. Sarah Moffat, with for grants that ar� assistance. Senator Dianne Feinstein's Office, explained the different types of funds available through their office. Discussion regarding development plan for State of Emergency to Stop the Violence Committee Chair Carson stated that it was time to make a serious commitment to reduce crime in the community. Churches, community organizations, law enforcement, and City and County Governments need to all work together to make it successful. Those who are serious about making a change would come together for a day to draft the plan. This would then need to be approved by the City Council. d. Discussion regarding Resolution for Safe Parks Police Chief Rector stated that people are scared to attend movies in the park, and a change needs to be made to make everyone feel safe. Committee Chair Carson said that Councilmember Couch has a suggestion for a parallel program to neighborhood watch, called Park Watch. Discussion regarding Amending the Committee Calendar The meetings for the remainder of 2006 were rescheduled for the second Thursday of each month. 5. NEW BUSINESS No Items 6. This strategic plan will be submitted to the City Council for approval and implementation. PROCESS: The following individuals have volunteered to write the plan: Beverly Johnson, Director of DHS Mark Stansbury, Ebony Counseling Center Karen Goh, Director Garden Pathways, Inc. Sheryl Barbich, President Vision 2020 ➢ Others are encouraged and invited to participate ➢ The Advisory Committee to the Safe Neighborhoods Committee should review the work of 2002 Ad-Hoc group that made specific recommendations. A report was made to the City Council Members at that time: (see attached) ➢ Timeline: A draft Strategic Plan by December 2006 is the goal. ➢ A five step strategy will be developed to address the objectives adopted the committee; they are as follows: 1. 2. Intervention Prevention 1 3. Community Involvement 4. Job creation 5. Suppression The five-point "Peacekeeper" strategy used in Boston, Stockton and San Joaquin appears to be a comprehensive community approach which should be followed: 1. Assemble a partnership of local, State and Federal law enforcement agencies, community groups and social service agencies to provide a coordinated approach to gang related and other community violence and vandalism. ✓ We already established a community advisory group that will increase in number by the City and County joint committee. 2. Analyze information received from community meetings, as well as data on community violence and other criminal offenses from law enforcement, adult and juvenile probation 3. Develop a communication network to be used from elementary to high school and out-school young adults. Out constant theme should be subject specific to reduce violence, valuing our community. Our message should be clear that we are serious about taking back our community and making it safe for all. ✓ Continued activities by community groups and faith-based organizations promote this theme. Groups like Stop the Violence, Mask, Stay Focus and Victory Outreach, and continued family activities in our park are positive events that promote our mission to reduce crime in our community by working together. 4. The implementation of a"well-coordinated and intensive law- enforcement effort." ✓ This addresses suppression. Both City and County have increased their gang task force providing intense coverage in targeted areas. In addition, City police have received a grant to use cameras in targeted crime areas, City will be increasing patrol in the parks, and Councilman Couch has suggested a volunteer park program for our City Parks. 2 5. Identify all of the services available to assist youth, parents, schools and churches to help also in the creation of jobs. The message to the community will be want total buy in that it is important that it is clear we want help our youth in becoming self-sufficient. Finally, City and County will consider the adoption of a joint standing committee at its Sept. 18`� Joint City/County Meeting. The above Strategic Plan will be submitted to this Committee, if formed, and create more resources to address the goal and make it a permanent agenda item for both legislative bodies to consider.
