PACT IS AN EVIDENCE-BASED RISK NEEDS ASSESSMENT PR< DETERMINES A MINOR'S RISK TO REOFFEND. THIS PROGRAM IS BEING USED IN AND SEVERAL COUNTIES IN CALIFORNIA. HIGHLIGHTS INCLUDE: • 98 DAYS SINCE THE CITY OF BAKERSFIELD LAST SAW A GANG-RELATED I • 47 GANG RELATED SHOOTINGS THIS YEAR; • MOST GANG RELATED SHOOTINGS OCCUR NORTH OF BRUNDAGE, EA ALTHOUGH GANG MEMBERS ARE ACTIVE ALL OVER TOWN; • CALLS TO 325-GANG PROVIDE ANONYMOUS AND CONFIDENTIAL I REGARDING STREET GANGS; • SEIZED 183 GUNS YEAR TO DATE, 32 OF WHICH WERE IN OCTOBER; • GANG MEMBER FILES ARE KEPT CURRENT AND SHARED WITH ENFORCEMENT AGENCIES; AND • COMMUNITY PARTNERS AND THEIR ACTIVITIES WILL HAVE THE MOS' IMPACT ON GANG VIOLENCE. LT. RUSSELL ALBRO OF THE KERN COUNTY SHERIFF'S DEPARTMENT IS THE LIEUTI GANG SUPPRESSION SECTION. HE DELIVERED A POWER POINT PRESENTATION INCLUDE: • THERE ARE 34 GANGS IN KERN COUNTY, NOT COUNTING THE BAKERSFII o MOJAVE HAS ONE PRIMARY GANG WITH 100 GANG MEMBERS; o TEHACHAPI HAS THREE GANGS WITH 100 TOTAL MEMBERS; o WEEDPATCH HAS TWO GANGS WITH 50 TOTAL MEMBERS; o ARVIN HAS TWO GANGS WITH 130 TOTAL MEMBERS; o SHAFTER HAS ONE GANG WITH 150 MEMBERS; o LOST HILLS HAS ONE GANG WITH 20 MEMBERS; o WASCO HAS TWO GANGS WITH 250 TOTAL MEMBERS o MCFARLAND HAS THREE GANGS WITH 200 TOTAL MEMBERS; o DELANO HAS 1,500 MEMBERS; o LAMONT HAS 300 MEMBERS; o RIDGECREST HAS 200 MEMBERS; o ROSAMOND HAS 300 MEMBERS; AND o THE NON-CITY PORTION OF BAKERSFIELD HAS 140 MEMBERS. • MANY OF THE GANGS IN EASTERN KERN COUNTY ARE FROM THE AREA. • GANGS ARE USING MORE TECHNOLOGY; • TAGGERS ARE BECOMING MORE VIOLENT; 5. Gang Membership and Activity Monitoring 11:05:03 AM (Kern County District Attorney's Office) MICHAEL VENDRASCO, SUPERVISOR OF ONE OF THE GANG UNITS IN ATTORNEY'S OFFICE PROVIDED AN ORAL REPORT THAT COVERED TWO AR GANG MEMBERS REPEAT FELONY OFFENDERS? IF SO, WHY, AND WHAT CAN 1 IT? AND, 2) HOW DOES THE DISTRICT ATTORNEY'S OFFICE MONITOR GANG ME • GANG MEMBERS ARE REPEAT FELONY OFFENDERS BASED ON: o EVIDENCE OF PAST OR PRESENT CRIMES; o THEIR ASSOCIATES; o PRIOR PRISON RECORDS; ■ IN JULY, 2009, OF THE 60 DEFENDANTS CHARGED CHARGES, 28� HAD SERIOUS AND VIOLENT FELONI RECORD. OF THE NON-GANG FILINGS FOR SAME MO� HAD SERIOUS OR VIOLENT FELONIES; AND o PRIOR JUVENILE CONVICTIONS. ■ OF THOSE CHARGED WITH MURDER BETWEEN JULY, 201 2009, 8 WERE PROCESSED THROUGH THE JUVENILE JUSTI( HAD PRIOR PRISON RECORDS, AND 14 WERE UNDER THE � • MR. VENDRASCO OPINED THAT THE REASONS INCLUDE: o THE JUVENILE JUSTICE SYSTEM IS NOT DETERRING REPEAT GANG o THERE IS A LACK OF GOOD JUVENILE LAWS; o THE LACK OF HOLDING THE FAMILY FINANCIALLY RESPONSIBLE; o A LACK OF SCHOOL CONTROL, SUCH AS NO DRESS OR CO� AND AN OPEN LUNCH. • RECOMMENDATIONS INCLUDE: o GIVE THE DISTRICT ATTORNEY'S OFFICE MORE CONTROL; o DESIGNATE MORE OFFENSES AS "SERIOUS"; o MAKE PARENTS RESPONSIBLE, FINANCIALLY AND POSSIBLY CRIM o HAVE SCHOOLS HOLD CLASSES ON RESPECT FOR OTHERS AN AND GOOD CITIZENSHIP; AND o ALLOCATE MORE RESOURCES TO JUVENILE PROGRAMS. MR. VENDRASCO SUPERVISES THE GENERAL GANG UNIT WITH SIX DEPUTIES. � SUPERVISES THE UNIT THAT COVERS SOUTH AND EAST KERN COUNTY. THE T� HEADED BY CINDY ZIMMER, AND THEY DEAL WITH THE MOST DANGEROUS A OFFENDERS, ALSO KNOWN AS SHOT CALLERS. • THE TRAGET UNIT SPECIFICALLY: o CHECKS ALL ARRESTS ON A DAILY BASIS; o MONITORS ALL JAIL CALLS; o EACH DEPUTY IS ASSIGNED A SPECIFIC GANG TO WATCH, AN[ ALL CHARGES AGAINST A TARGETED GANG MEMBER. • BETWEEN JULY, 2008 AND JULY, 2009, OF THE 105 TARGETED GANG N OF THE TARGET. 91% ARE OFF THE STREETS. • BEGINNING IN JULY, 2009, A NEW TARGET UNIT WAS FORMED TO WAl OF COLONIA AND OKEY BAKERS. MR. VENDRASCO RECOMMENDS EXPANDING THE LIST OF GANG MEMBE TARGETED AND INCREASING THE PRESENCE OF LAW ENFORCEMENT IN KEY AR COMMITTEE CO-CHAIR CARSON NOTED THAT BOTH THE CITY AND COUNTY A THE ISSUES AND ARE WORKING DILIGENTLY TO TRY TO PREVENT SOME OF THE AS INDICATED IN THEIR REPORTS. THERE HAS BEEN EFFECTIVE COOPERATI COMMUNITY, COMMUNITY ORGANIZATIONS, AND CHURCHES. COMMITTEE MEMBER MAGGARD STATED THAT HE WOULD FOLLOW VENDRASCO ON SCHOOL-RELATED ISSUES. 6. Project 180 Partners - Event Update Report 1 1:28:02 AM (Kern County Department of Human Services) CHIEF DEPUTY DIRECTOR OF THE DEPARTMENT OF HUMAN SERVICES DE� REPORTED THAT THIS DEPARTMENT ADMINISTERS THE PROJECT 180 PARTNERSH OF THE BOARD OF SUPERVISORS. ADVISORY MEMBER STANSBERRY GAVE AN ORAL PRESENTATION THAT ACTIVITIES UNDERTAKEN SINCE SEPTEMBER. THE COLLABORATIVE APPROXIMATELY 8,300 PEOPLE DURING THIS TIME. • ON AUGUST 28, 2009, EBONY COUNSELING CENTER HELD A COMMI "STANCE AGAINST VIOLENCE," AT CAIN AME MEMORIAL CHURCH, AT 400 PEOPLE PARTICIPATED. • APPROXIMATELY 7,000 PEOPLE WERE SERVED AT A ONE-BY-ONE R� MANUEL CARRISALEZ OF STAY FOCUSED MINISTRIES AT EAST HIGH SC WAS GIVEN AWAY. EACH PROJECT 180 MEMBER ATTENDED A� SERVICE; • ON NOVEMBER 6, 2009, EBONY COUNSELING CENTER, IN COOPERAT KERN COUNTY SUPERINTENDENT OF SCHOOLS, SPONSORED A CE� REGIONAL TEEN PREGNANCY PREVENTION MEETING; AND • ON NOVEMBER 11, 2009, EBONY COUNSELING CENTER HELD A COMM LEAD BY DR. JOSEPH MARSHALL FROM THE OMEGA BOYS CLUB. POPULAR OF AN EVENT, THAT THE ORGANIZERS WILL ENCOURAGE DR. RETURN FOR ANOTHER FORUM. 7. Q& A/ Discussion 1 1:40:05 AM CONSTRUCTED WITH THE CITY'S OR COUNTY'S OWN WORK FORCE. HE PROP( WORKERS BE HIRED AS EXTRA HELP, NOT ON A PERMANENT BASIS. COMM SULLIVAN RECOMMENDED THAT THE GROUP BE ABLE TO MEET WITH CITY S ISSUE. COMMITTEE MEMBER MAGGARD THANKED EVERYONE FOR COMING. HE RI ASSEMBLYMEMEBER DANNY GILMORE HAD BEEN IN ATTENDANCE. STEVE W MR. GILMORE'S OFFICE WAS AVAILABLE, IF ANYONE NEEDED TO BRING AN` THE ATTENTION OF THE STATE. ADVISORY MEMBER STANSBERRY REPORTED THAT STOP THE VIOLENCE ACTIVITIES, SUCH AS GRAFFITI REMOVAL, FAMILY FUN FISHING DAY, AND � SAFE NIGHT, THAT SERVED OVER 550 PEOPLE. COMMITTEE MEMBER SULLIVAN STATED THAT IT WAS AN EXCELLENT M EVERYONE IS VERY INTERESTED AND CONCERNED. SHE ASKED IF THE OPEN F CAMPUSES ARE A DETRIMENT OR BENEFIT. ALAN PARADISE OF THE KERN HIGH SCHOOL DISTRICT REPORTED THAT THEI CODES IN EFFECT ON ALL HIGH SCHOOL CAMPUSES. STUDENTS ARE NOT WEAR GANG-AFFILIATED ATTIRE. THE DISTRICT WORKS CLOSELY WITH LAW ENF COMMITTEE MEMBER SULLIVAN REITERATED HER DESIRE TO RECEIVE A REPOI TATTOO REMOVAL PROGRAM. RICHARD SALAZAR FROM SET FREE MINISTRIES AND GANGS TO GRACE OVERVIEW OF THEIR OBJECTIVES. HE WOULD LIKE TO PROVIDE A PRESENTATION AT THE NEXT MEETING. COMMITTEE CO-CHAIR CARSON THANKED EVERYONE FOR COMING. SHE A COMMITTEE CO-CHAIR RUBIO, COMMITTEE MEMBER MAGGARD, AND TH SUPERVISORS FOR FUNDING PROJECT 180.
