Notable Items
On Monday April 20th, Superior Court Judge David Lampe ruled that the City’s
prior statement of decision adequately stated and fairly disclosed the court’s
ruling in favor of the City in the validation action. The final statement of decision
and judgment in the case was prepared and lodged with the court this morning.
A final judgment in the case will enable the City to move forward with the court-
approved financing transaction to fund capital improvements associated with
the City’s roads program.
The Western Street Nationals Plus returns to the Kern County Fairgrounds this
weekend. This will be the event’s 29th year in Bakersfield. Once again the CVB
hosted a “Welcome to Bakersfield” barbecue for participants at Stramler Park Thursday evening. The CVB has done this for several years, and it is an example
of Bakersfield hospitality that helps to set us apart from many of the other
communities that host similar events.
As a reminder, all City residents are now required to restrict daily outdoor
watering based on the address of the property being irrigated. If the property
address is an even number, outdoor irrigation is allowed on Sunday, Wednesday
and Friday. If the property address is an odd number, outdoor irrigation is allowed
on Tuesday, Thursday and Saturday only. Watering is advised to take place prior
to 9 a.m. and after 6 p.m. to reduce evaporation.
If you have citizens that have questions regarding the new City outdoor watering
restrictions or that would like more information on conservation-related programs
and rebates within the City, please encourage them to contact the City Water

Given the recent construction bidding information now available as a result of
the Rosedale Highway and SR 178 widening project awards, staff will be updating
the project construction cost estimates for both the 24th street widening and the

Centennial Corridor projects. The Centennial Corridor design will be at 30% in July.
The information on projected cost will then be updated and integrated with
recent bid information on Rosedale and 178 to provide a comprehensive update
on TRIP cost projection for the balance of the program. There will be a slight delay
from the quarterly updates to get the most current and accurate information.
Staff will provide a financial update on the TRIP program to the full Council when
the new cost estimates are completed. We anticipate this item will be on your
August agenda.
TRIP
Traffic Control on State Route 178 Near Morning Drive
Motorists should anticipate delays for construction activities while traveling on
State Route 178 near Morning Drive next week. The contractor for the State Route
178/Morning Drive Interchange Project plans to begin paving operations on the
westbound freeway lanes and this operation will require traffic control for both
directions of travel. Motorists should anticipate stopping for up to five minutes
between the hours of 6 a.m. and 4 p.m., Monday, April 27th through Friday, May
1st.
The traffic control, with intermittent flagging, will be in place to allow large trucks
to safely enter and exit the State Route 178/Morning Drive Interchange project
site. Motorists are reminded to pay close attention and obey flagging personnel
and construction signs at all times. Please watch for construction personnel and
vehicles while traveling through this area.
Geotechnical Work Planned Along Wible Road
The consultant for the Centennial Corridor Project’s preliminary design plans to
perform geo-technical work along southbound Wible Road, just north and south
of Belle Terrace Avenue, from April 27th, through May 8th. This work entails drilling a
small diameter hole within the right-of-way, collecting samples, and restoring the
surface to pre-existing conditions.
This work is expected to take place between the hours of 8:30 a.m. and 4:30 p.m.
and will require the closure of the southbound outside lane while work is
underway. One southbound lane will remain open to traffic while this work is
performed.

martial arts by instructors from the Recreation and Parks Department.
Councilmember Terry Maxwell will be accepting recognition for the City’s
support of Tai Chi. There will be free demonstrations and participation.
Delegation from our Sister City of Cixi, China will be touring the gardens and
presenting a gift to the City for supporting the Sister City program
