Notable Items
Today, the Bakersfield Police Department re-opened the Southside Police Substation
(attached to Fire Station #5) as a police officer reporting area in Southeast Bakersfield.
As a commitment to provide excellent public safety services, this facility establishes an
added police presence in the community and an effort to further reduce response
times in the southeast area. The Southside Police Substation is re-opened on a trial
basis; staff will evaluate its impact of the community in the future. Attached are
pictures of the event.
The City has been notified that the State Route 99 Auxiliary Lane/Rosedale Highway
Off-ramp Improvements Project has been programmed into the State Highway
Operation and Protection Program (SHOPP). This project was expected to be financed
by federal TRIP earmark dollars, but the City and Caltrans had delayed bidding due to
the potential of funding it through the SHOPP. This State funding saves nearly $7.5
million of federal and local funds, which can now be used on other eligible TRIP
projects. The State Route 99 Auxiliary Lane/Rosedale Highway Off-ramp Improvements
Project is expected to be advertised for construction this summer.
Attached you will find the monthly TRIP Status Report for the month of May. The report
gives a summary of each TRIP project in construction, in design, and under review.
Completion percentages and pictures of projects are also included.
National Peace Officer Memorial Week will be held May 10th through the 16th. The
Bakersfield Police Department will honor police officers who died in the line of duty
during a special memorial ceremony on Tuesday, May 12th at 7:00 a.m. The ceremony
will be held in front of the Police Department Memorial at 1601 Truxtun Avenue; it is
expected to last approximately 30 minutes. Please see the attached memo for
additional information.
Through coordinated outreach efforts of City Departments, we are pleased to note
that water conservation-related posts on the City’s social media pages have reach
over 7,800 people since the emergency ordinance was approved by the City Council
on April 22nd. The posts have provided information on the odd/even water day
restrictions, how to obtain water conservation kits, rebates and sprinkler nozzles and
other tips on how to conserve water daily. As part of the outreach process, staff has

been fielding and responding to questions regarding the drought via social media,
phone and through e-mail.
In addition to the ongoing social media effort, staff has developed a web
page, http://www.bakersfieldcity.us/drought, to provide users with the latest
information on the drought, including information on all state and local watering
restrictions, as well as information on how to report water waste, obtain conservation
kits and sprinkler nozzles, and other drought-related information.
Staff will continue to coordinate outreach efforts through all available channels in an
effort to meet state water mandates.
In an effort to comply with the Emergency Drought Ordinance, Recreation and Park
staff will immediately begin to implement multiple water changes to parks, medians,
parkways, streetscapes, fountains, dog parks and turfed sumps. To see those changes
in detail, please see the attached memo.
TRIP
Traffic Control on State Route 178/Fairfax Road Continues through Monday
Traffic control on State Route 178 in the vicinity of Morning Drive is expected to
continue next week Monday, May 4th through Friday, May 8th. The traffic control will
affect both directions of travel and motorists should anticipate delays of up to five
minutes between the hours of 6:30 a.m. and 4 p.m. The traffic control and intermittent
flagging are needed for the paving operations on State Route 178.
The westbound off-ramp from State Route 178 to Fairfax Road is also expected to be
closed next week, while paving operations are underway.
Motorists are reminded to stay alert to changing conditions and to obey flagging
personnel and construction signs at all times while traveling through this area.

TRIP projects are moving rapidly through the various stages of project development. This
report is to provide a periodic up-to-date snapshot of each project’s recent major
activities and progress. If you have questions, or need additional information, please

MILESTONES
Bakersfield’s newest freeway has been completed and is open to traffic! The City of Bakersfield held a Ribbon
Cutting Ceremony on April 15th to officially open the final two miles of the Westside Parkway between Allen
Road and Stockdale Highway/Heath Road. The Westside Parkway Project, which began construction in 2009
with the Mohawk Street Extension, has added more than eight miles of new roadway to metropolitan
Bakersfield’s transportation network. Mohawk Street opened to traffic in June 2011, providing another much-
needed river crossing between Rosedale Highway and Truxtun Avenue. The first five miles of freeway opened in
August 2013, and changed the daily commutes for thousands of local residents. The final phase not only extends
the freeway for two miles, but provides a direct connection to and from Interstate-5 via Stockdale Highway.

from the Beltway Operational Improvements bid costs had been identified as the funding source for this project,
but the City and Caltrans had delayed bidding due to the potential of funding it through the SHOPP. This State
funding saves nearly $7.5 million of federal and local funds, which can now be used on other eligible TRIP
projects. The State Route 99 Auxiliary Lane/Rosedale Highway Off-ramp Improvements Project is expected to be
advertised for construction this summer.
The City opened bids for the State Route 178 Widening Project on Wednesday, April 8th. Granite Construction
submitted the low bid of $22,254,803.10. City Council approved the construction contract at their April 22nd
meeting. Utility relocations for the project are underway and construction is expected to begin this summer.
Permanent striping for the State Route 58 Gap Closure Project has been completed and the new lanes have
opened to traffic. Signage and temporary striping are also in place for the Beltway Operational Improvements
Project’s construction activities. The striping shifts traffic to the inside, which will allow for three lanes of traffic
to be maintained while work takes place along the outside of the roadway. This area is once again a construction
zone and drivers are reminded to stay alert and watch for changing conditions while traveling through this area.
Parsons Chief Architect Roland Genick provided a 24th Street Improvement Project landscape design
presentation to City Council on April 22nd. The presentation included additional renderings for the landscape
design concept and showed four alternatives for soundwalls. City Council voted to accept “Plant Palette A”. This
option features drought tolerant plants with a blue and white color scheme. Selection of a soundwall design
alternative was deferred to allow for more input from area residents on a soundwall design preference.

A new project has been added to this report. Because this project is basically an extension of the Westside
Parkway Phase 4 improvements, which included the widening of Truxtun Avenue from the freeway east to State
Route 99, TRIP will also be managing the Truxtun/Oak Intersection Operational Improvements Project. This
project will widen Truxtun Avenue from the State Route 99 overcrossing to east of Oak Street, and expand and

improve the operations of the Oak Street and Truxtun Avenue intersection. The project will also modify the
curve at the Westwind Drive intersection and provide a right-turn deceleration lane for westbound traffic
turning north onto Westwind Drive. The project is currently under design and construction is anticipated to
begin in mid- to late 2016, depending upon environmental permits and right-of-way acquisitions.
PROJECTS UNDER CONSTRUCTION
The Westside Parkway and the State Route 58 Gap Closure projects have been completed and are open to traffic.
State Route 178/Morning Drive Interchange
Contractor: Granite Construction
71% complete; anticipated completion: July 2015
All of the sub-base material has been removed from beneath the Morning Drive Bridge and placed along the
alignment for the new freeway lanes. The first two lifts of asphalt have been placed on westbound State Route
178 in the vicinity of the interchange and on the westbound on-ramp. In April, the contractor also worked on the
installation of the bridge barrier rail, Morning Drive sidewalk and stamped concrete median, and the
foundations for street lights.
Anticipated work for May includes completing the stamped concrete median on Morning Drive, completing
the soundwall adjacent to the Canyon Hills Church residential units, placing the final lift of asphalt on Morning
Drive, working on overhead sign structures, and paving the eastbound section of the freeway, in the vicinity of
the interchange. Work on the project’s irrigation system continues.
State Route 99/Hosking Avenue Interchange
Contractor: Granite Construction
25% complete; anticipated completion: early 2016
The bridge abutment on the west side of the future bridge has been constructed and the contractor has
begun backfill operations. On the east side, the footing is complete and crews are placing rebar and forms for
the abutment. Footings for the center bridge columns have also been completed and the contractor is placing
the rebar and concrete forms for the columns. The bridge’s east abutment and center columns are expected to
be completed in May. The contractor will begin erecting falsework (temporary support for bridge construction)
once the abutments and columns are complete. Nighttime freeway closures will be required while falsework is
placed over the freeway.
Work continues on the drainage systems and the roadway and ramp embankments. The contractor has been
importing dirt from the State Farm Sports Village to the construction site and this operation is expected to
continue through May, with up to 600 truck trips occurring each day.
Beltway Operational Improvements
Contractor: Security Paving Company
0% complete; anticipated completion: summer 2017
The Beltway Operational Improvements Project includes various improvements along State Route 58, from
east of State Route 99 to Cottonwood Road, and on State Route 99 from Wilson Road to north of Ming Avenue.
Construction signage was installed and temporary striping for the first stage of construction was completed in
April. The contractor is currently in the process of providing submittals for the schedule and materials, and field
construction activities will soon be underway.

Rosedale Highway Widening
Contractor: Teichert Construction
1% complete; anticipated completion: mid-2016
Construction is underway on the Rosedale Highway Widening Project. The contractor is currently working on
the segment between Gibson Street and Patton Way, and crews recently began the process of removing the
median and installing temporary paving to allow two lanes to remain open for daytime traffic.
The contractor is performing the median removal work at night, but other work may be conducted during
daytime hours and drivers should stay alert to changing conditions while driving through this area. The night
work requires closures of the inside lanes, in both directions, while work is underway. These closures are
expected to be in effect Sunday through Thursday nights between 8 p.m. and 6 a.m. for the next two months.
The City has possession of all of the right-of-way necessary to construct the project; 96 ownerships have been
acquired, and three ownerships are currently in the condemnation process.
State Route 178 Widening
Contractor: Granite Construction
0% complete; anticipated completion: mid-2017
The State Route 178 Widening Project will widen the highway from two to six lanes from Canteria Drive to
Masterson Street, and from two to four lanes from east of Masterson Street to Miramonte Drive.
Construction bids were opened April 8th, and City Council awarded a $22 million construction contract on
April 22nd. Significant utility relocations are required for the project and this work is currently underway. This
utility work will continue through the summer months. Roadway construction will begin in late summer.
The City has possession of all of the right-of-way necessary to construct the project; 26 ownerships have been
acquired and three ownerships are in condemnation.
PROJECTS IN DESIGN AND RIGHT-OF-WAY

The project provides operational and safety improvements along southbound State Route 99 and at the

Subject: Peace Officer Memorial Ceremonies
National Peace Officer Memorial Week is May 10-16, 2015.
The Bakersfield Police Department will honor police officers who died in the line of duty during
a special memorial ceremony on Tuesday, May 12th at 7:00 a.m. The ceremony will be held in
front of the Police Department Memorial at 1601 Truxtun Avenue; it is expected to last
approximately 30 minutes.
In addition, the California Highway Patrol will host the county-wide memorial ceremony in
honor of National “Peace Officers’ Memorial Week” on Thursday, May 14th. The ceremony will
commence at noon at the Kern County Peace Officers’ Memorial located at 1415 Truxtun
Avenue, and is expected to last approximately 30 minutes.
Mayor Hall will attend and present a proclamation in recognition of Peace Officer Memorial
Week, and I would like to extend an invitation to City Council members, and all City staff who
would like to attend as we honor law enforcement officers who have made the ultimate
sacrifice while serving their community.

SUBJECT: Regulations for Urban Water Conservation to Limit Irrigation of Turf
and Landscaping
In an effort to comply with the Emergency Ordinance adding Chapter 14.02 to the
Municipal Code approved at the April 22, 2015 Council Meeting, Recreation and Park
staff will immediately begin to implement the following guidelines:
Parks
• Will be watered by address on a three day schedule as required by the
ordinance.
• Irrigation in active use turf areas, such as softball fields, will be applied as
necessary for safety.
• Irrigation in passive use turf areas will be applied to sustain trees.
• Open passive use turf area with no trees will receive further irrigation
reductions.
Medians
• North/south aligned medians will be watered on even days.
• East/west aligned medians will be watered on odd days.
• Areas with turf only, (no trees), will have the irrigation shut down.
• Areas with turf and trees will have irrigation reduced to sustaining the trees.
Parkways/Streetscapes
• North/south aligned parkways will be watered on even days.
• East/west aligned parkways will be watered on odd days.
Dog Parks/Turfed Sumps
• Will irrigate the same day as the adjacent Park.
• Dog Parks with turf only, (no trees) will have the irrigation shut down.
• Dog parks with turf and trees will have irrigation reduced to sustaining the trees.

Fountains
• Sister City fountain will be shut down and brass nozzles removed. A sign will be posted to inform the public of temporary closure due to drought restrictions.
• Amtrak kugel and arrival fountains will be shut down.

Recreation and Park staff will make every effort to adhere to the ordinance. Some of
the challenges we will face as we continue are the following:
• Traditional water window has been from 10:00 PM to 5:00 AM.
• Changing from a traditional six days down to three will increase the amount of
time needed to apply the full water cycle.
• It is inevitable that overlap will occur at midnight resulting in going into the
following day and some inconvenience may occur to our users from watering
beyond 5:00 AM.

SUBJECT: Street Improvements: 23rd/24th Couplet & H Street

Staff has scheduled to blade seal* on both 24th and 23rd Streets between “M” and “C”
Streets starting the weekends of May 2nd and May 9th. This is a temporary measure until
these road segments are reconstructed as part of the 24th Street Improvement project.
Maintenance grind and pave work on “H” Street will occur in July 2015, once the FY
2015/16 budget is adopted. To minimize disruption to the traveling public and to
businesses in the area, this maintenance work will be performed on weekends and in
the evenings.
*Blade sealing work consists of applying a cold-mix asphalt that is bladed in to seal
cracks and potholes. This method is best applied in warm and dry weather conditions to
allow for proper curing of the materials in the roadway.
Councilmember Maxwell requested that staff improve the 23rd and
24th Streets couplet and H Street areas with asphalt, due to the
deterioration in those areas.

SUBJECT: Uses for Tertiary Treated Water Referral No. 590
Wastewater Treatment Plant No. 3 (WWTP3) currently has the capacity to produce up
to 2 million gallons per day of tertiary treated water. The current use of tertiary water is
limited to water needed to run WWTP3 treatment processes and the irrigation needs for both the landscaping around the plant and at the State Farm Sports Village. This use is
limited based on the City’s approved operating permits provided by the State Water Resources Control Board and the Department of Health Services.
The City is currently performing a study that will provide recommendations for the
expansion of wastewater treatment for tertiary water production at WWTP3. The Study will also provide information on the modifications needed to our current operating
permits to allow a wider variety of uses of tertiary treated water. The Study will include a discussion of potential cost of expansion for multiple scenarios of increased production.
Other points to be discussed in the report include: Engineering Reports required prior to increased production of tertiary treated water; advantages/disadvantages of potential
disinfection requirements for the tertiary water; Capital Equipment Costs; Operating Costs for expanded facility; Project Financing Alternatives; and potential revenue from
possible sale of tertiary treated water.
Parsons Corporation, who designed the WWTP3 expansion including the existing 2
million gallon per day tertiary treatment facility, was retained to complete the Study. It is
anticipated that Parsons will be submitting a progress draft version of the study to the
City for review by the end of next week. A final version of the Study is anticipated to be
ready no later than June 30, 2015.
Councilmember Maxwell requested that the Water Board discuss Wastewater Treatment Plant #3’s tertiary water capacity, and how it
can be put to additional use by the City.
