Notable Items
Yesterday, we had some rain and light snow activity in the Kern River water shed in
the Sierra Nevada’s. There wasn’t enough to change the recent snow melt forecasts,
but the City did receive .26 inches of rain. Hopefully, we will continue to get more
today. The photos below were taken two days apart.
Below is an update regarding the county-wide oil drilling activity as it pertains to
monitoring local oil industry trends and the relationship to the budget process.
The Oilfield service company Baker Hughes releases weekly “active rig counts” for
major oil producing areas across the United States. These reports are referred to
frequently by the petroleum industry and provide insight as to the level of demand for
products and services associated with drilling activity. They also provide historical trend
information.
Compared to the same week last year, the active rig count in Kern County is down
approximately 71%. In the first full week in May 2014, there were 21 active rigs,
compared to a total of 6 last week. Since March 2015, the weekly rig counts have
remained consistent at 6 or 7.
The table below provides a year to year comparison, by week, of the active rigs
throughout Kern County. Although activity was up significantly year over year
between June and mid-December 2014, the chart shows a significant drop in active
rigs in correlation with the drop in oil prices beginning in late December 2014.

Budget Referrals
The following referral is in response to budget-related requests and questions posed to
staff since the May 6th, 2015 City Council Meeting.
• Councilmember Rivera
o Requested the Dollar Value of the Proposed Rate Increases for Refuse
and Sewer Services
TRIP
Upcoming Geo-technical Work for Centennial Corridor
The consultant for the Centennial Corridor Project’s preliminary design will continue
conducting geo-technical work in various locations next week, beginning May 18th,
2015. This work entails drilling a small diameter hole within the right-of-way, collecting
samples, and restoring the surface to pre-existing conditions.
Geo-technical crews will be working at the following locations next week. All work is
expected to be completed between the hours of 8:30 a.m. and 4:30 p.m.
o Laverne Street, approximately 100 feet east of Seville Street
o Wood Lane, approximately 1,000 feet east of South Real Road
Shoulder closures will be required at these locations while work is underway.

Three locations on Marella Way, between Fallbrook Street and La Mirada Drive
The work on Marella Way will require a single-lane closure and flaggers will be
conducting traffic control during the operations.
State Route 178 Ramp Closures and Traffic Control
Motorists are advised to allow extra time to reach their destinations next week,
Tuesday, May 19th through Friday, May 22nd, when traveling on State Route 178 in the
vicinity of Morning Drive and Fairfax Road.
The contractor for the State Route 178/Morning Drive Interchange Project will be
performing drilling operations for sign structure footings in this area, which will require
the closure of the Fairfax Road eastbound on-ramp and westbound off-ramp.
The work will also require traffic control and intermittent flagging on State Route 178
while work is underway. Both directions of travel will be affected and delays could last
up to five minutes between the hours 7 a.m. and 4 p.m. Council Referrals

Value Of The Proposed Rate Increases For Refuse And Sewer Services
Rivera
During the FY 2015-16 Proposed Budget Overview presentation on May 6, 2015,
Councilmember Rivera requested staff provide the dollar value of the proposed
rate increases for City refuse and sewer services.
Background Refuse and sewer functions operate independently of the City’s General Fund
and costs to provide those services have increased steadily over the previous
fiscal years. As a result, staff is proposing rate increases due to increased
operating costs to provide both services. There has not been a refuse rate
increase in 6 consecutive fiscal years and there has not been a sewer rate
increase in 3 consecutive fiscal years.
Refuse
The total additional revenue associated with the proposed 4.8 percent increase
is projected to be $1,621,776 in FY 2015-16. Under staff’s proposal, the refuse rate
for a single-family residence would increase from $181.32 to 190.02 annually. The
residential fee includes tan trash container, green waste container, blue
recycling container, bulky item collection, curbside motor oil collection, a free
greenwaste drop off and street sweeping.

Sewer
The total additional revenue associated with the proposed 2.4 percent increase
is projected to be $600,000 in FY 2015-16. Under staff’s proposal, the sewer rate
for a single-family residence would increase from $205 to $210 annually. Rate
increases are required to recover increasing electrical costs and to continue to
meet bond covenant requirements for the bonds used to expand Wastewater Treatment Plant 3. Sewer connection fees are not proposed to increase in FY
2015-16.
Pursuant to Proposition 218, notices have been mailed to affected refuse and
sewer users. A public hearing before the City Council has been set for June 3,
2015. As part of the public hearing, staff will provide a detailed overview of the
proposed rate increases and related factors.

Total monthly attendance for all programs, reservations and volunteers combined for
the month of April totaled 83,763 as compared to last year’s total of 86,548.
ADMINISTRATION
o Silver Creek and Yokuts Park Playground Rehabilitation Project – Yokuts
Park playground installation and inspection are complete. This area is
open to the public. Silver Creek installation is complete. However, the
safety inspection of the play surface under the 2-5 swing set failed. Staff is
working with our vendor to bring the play surface to specifications. The 5-12 playground equipment passed inspection and is open to the public. Agreements:
o Parks Security: staff met with Protection Force Private Security, Inc. and has come to a mutual agreement on terms of the extended agreement,
which includes extending through December 31, 2015 and will add $50,000.
o Assistant Director, Darin Budak, met with Solid Waste and finalized a project to use Bakersfield’s Homeless Shelter employees to assist with trash
cleanup on WSP.
o Parks staff met to discuss viable options for conserving water in upcoming
median landscape designs.
o Attended a walkthrough and follow-up with PG&E at Uplands of the Kern
River Parkway regarding tree removal request.
o Assistant Director, Darin Budak, met with Public Works, Planning and
Recreation and Parks to discuss updating Landscape Standards

Aquatic Maintenance:
o Due to current drought conditions, the City’s nine (9) spray parks will
be closed during the 2015 summer season.
o Staff prepared for the closure of the City’s various fountains, to
include, the Amtrak’s Kugel and dancing fountains, Riverlakes
Ranch at Fruitvale and Hageman, and the Sister City’s Fountain.
o Secured fencing was installed inside the Sumner warehouse facility
to store materials specific to aquatics maintenance.
o The removal/ replacement of (4) deck drains along the east side of
the McMurtrey competition pool are scheduled for replacement.

• Overall Aquatic Attendance:
o Total attendance for Aquatics was 13,327 compared to April 2014 of 14,057.
o Total attendance for the City Aquatic programs decreased by 5.2% as compared to the same time last year. This was due to having the
Underwater EGGStravaganza in March this year compared to April of last
year. Also, having three (3) days of Spring break in April lowered the high
school attendance numbers.

• McMurtrey Aquatic Center:
o Monthly attendance at the McMurtrey Aquatic Center was 7,509
compared to last year’s 8,245. This decrease was due to not holding the Underwater EGGStravaganza event this month and having three
(3) days of Spring break for the high schools. Both impacted the over-all-attendance figures.
• 100 Mile Club
o The 100 Mile Lap Swim Club is currently made up of 415 active
members that swam 14,259.42 miles this month. The club has swum a combined total of 146,322 miles.
• Jefferson Pool
o Foothill and Mira Monte High School’s Swim Teams attendance at
Jefferson Pool for the month of April was 1,575. Four high school swim
meets were also hosted this month.
• Silver Creek Pool:
o Stockdale and Ridgeview High School’s Swim Teams attendance at
Silver Creek Pool for April was 3,175. There were also 6 swim meets at
the pool this month.
• First 5 Kern Make A Splash Program
o On April 9th, the annual First 5 Kern Program Administrative Review visit
for the Make A Splash Grant was held. Staff successfully achieved all
the milestones for the 2013-2014 year and is on target to achieve all
the milestones for the 2014-2015 year which ends June 30th. Staff also
presented “Stewie the Duck” Water Safety Presentations to 1,068
children at 21 different schools this month.
o Donation Total: $407.20 Athletics
• Total Attendance:
o Adult, Youth, Fitness and Adaptive Programs total attendance for the
month of April was 30,367 as compared to last year’s total of 29,908.
• Athletic Programming:
o Adult Softball:
o The Spring Adult Softball League continued this month with 166
teams participating.
• Softball Tournaments:
o Relay 4 Life slow pitch tournament was held on April 18th & 19th.
Fourteen teams participated in the tournament.
o 7 Men’s Teams on April 18th
o 7 Coed Teams on April 19th
o A National Softball Association (NSA) youth fast pitch tournament
was held on April 25th & 26th. A total of 11 teams participated in the tournament.

• Pee Wee T-Ball and T-Ball League
o There are 28 volunteer coaches working in this program.
o The parent meeting was held on April 7th
o The coaches meeting was held on April 14th
o The 1st practice was held on April 21st at Silver Creek Park
• Adaptive Programming:
o Adaptive Softball Spring League ended on Thursday April 30th with each team receiving a trophy and championship t-shirts.
o The Fall League will begin in mid-October.
League of Dreams-Adaptive T-ball
o League of Dreams did not have to charge anyone to participate in t-ball
for a third year in a row due to their fund raising efforts. The participation
level increased again this year growing from 242 participants last year to
271 this year.
o 345 “Angel” Volunteers donated 1,035 hours this month for a total value of
$9,936.
o Donation Total: $12,264.20
Dr. Martin Luther King, Jr. Community Center
• Total Attendance:
o Overall attendance for the month was 5,230, as opposed to last year’s
total of 4,522. Attendance was up due to an increase in the basketball
program and afternoon snack. Free Breakfast, Lunch & Snacks
o We are working with the Superintendent of Schools to provide free food to
children 2 to 17 years old.
o The center started a free snack program and are feeding between 20
and 30 snacks a day to our participants.
o We will also be providing free breakfast and lunch to the community
children this summer. Springtime Egg Hunt
o The Springtime Egg Hunt was held in conjunction with Stay Focused
Ministries on Saturday, April 4th.
o We had over 2,000 participants and gave away over 7,000 stuffed eggs.
We also gave out several Easter Baskets, 2 bikes, and 60 other various gifts.
o Stay Focused Ministries served over 1,500 meals during the event.
o Assemblyman Rudy Salas provided baskets for our give away as prizes
and helped make announcements in Spanish at the event. Spring Camp
o The center had approximately 50 children a day attend the Spring Camp.
o Campers were fed at 12:00 pm and then we conducted activities such as
dodge ball, sports activities and a variety of craft projects.
o Stay Focused Ministries conducted several contests and games for our
participants.
• Donation Total: $620.00

PARKS All Parks & Streetscape Areas
• All irrigation was adjusted to water restriction schedule this month. Backflow Preventer Testing
• Craftworker Frank Thomas completed annual testing of city backflow
preventers this month.
McMurtrey
• Annual fire extinguisher inspection was held on 4/15/15. Fire extinguishers
from Lowell shop and Jefferson pool room were taken by staff for inspection
and coordinated by General Services.
Mesa Marin
• Area staff treated areas with P.E.R.C machine for rodent control on 4/27/15
and 4/29/15. Westside Parkway
• Area staff assisted with weed removal and the Spray Rig Operator assisted
with spraying for weed control on 4/14/15. Craftworker Division Aera Park
• On 4/18/15 staff installed a replacement leg press at the exercise area. April Backflow Testing
• During the month of April, the annual back flow device testing was completed on 4/21/15. San Miguel Grove
• On 4/21/15 staff assisted the City Electricians by trenching for installation of
electrical conduit for the addition of lighting in the parking lot. Saunders Park
• On 4/18/15 staff installed a replacement bearing to the whirllywig spinner in the playground. Siemon Park
• On 4/18/15 staff installed a replacement activity panel in the playground. Tree Division
• The Annual Tree Contractor, General Tree, removed 244 dead trees
throughout town during the month of April.
• Tree staff removed dead trees along the Bike trail between Coffee
and Truxtun Lake. A total of 32 dead trees were removed.
• Tree staff removed trash from 24 homeless encampments and
multiple trash sites in the Kern River. This took staff two (2) days to
accomplish. Work was completed on April 22nd and 23rd.

• City Tree staff delivered and set up Mobile stage for two events.
Ribbon cutting of the West Side parkway and The Great American
Clean-up.
• Tree Staff removed debris from the future park site located on
McClintock and Chisholm Trail. Staff took 11,100 pounds of trash and tumbleweeds to Bena Landfill. This took staff two (2) days to
complete.
• Tree Staff delivered 2 portable Restrooms and the ticket booth to the
Park at Riverwalk for a concert on April 24th.
