The tracts are part of the overall West Ming Specific Plan which is located in the southwestern portion of the City of Bakersfield and west of Buena Vista Road. The project will be constructed in 4 separate phases along with the Ming Avenue extension per tract for a total of approximately 158.50 acres. They are bound on the south by the Kern River Canal/levee, on the west by the proposed residential development (as part of the West Ming Project), Allen Road to the east, and Ming Avenue on the north. The proposed storm drain system and retention basin will be owned and maintained by the City of Bakersfield. The existing condition is generally flat with a slope to the southwest and towards the Kern River. The current primary land use within the project area is agriculture. Production oil wells exist in the central and southeast portions of the project. The overall existing watershed in bounded by the centerlines of Allen Road and Ming Avenue, the levee to the south and agriculture to the west. Stormwater run-on does not occur from offsite areas due to the topography of the area. 2.0 Purpose This study will present the findings pertaining to the anticipated storm water runoff for the drainage areas tributary to and generated by the contributing areas to the retention basin. The study also provides analysis to size the inlets and pipes by quantifying the flow to each pipe and analyzing the hydraulic grade lines. The study shall use procedures in the reports that are derived from and performed with currently accepted engineering methodologies and practices. In addition, the criterion for this study is designed to conform to the rules and regulations set forth by the regulatory authorities for the project site. 3.0 Design Approach The project site was divided into areas using the anticipated site grading. These areas were used to estimate the anticipated flows. In order to accurately model the site conditions, these areas were split into sub-areas. These sub-areas enabled us to accurately model grade breaks, obtain more accurate time of concentrations, and check the curb capacities for streets having grades that vary. The flows were estimated utilizing the City of Bakersfield Rational Method in accordance with the Subdivision Standards. Flows were computed for both the 5-year and 10-year event using the formula Q = CIA, where Q is the flow in cubic feet per second, C is the runoff coefficient, I is the intensity in inches per hour, and A is the catchment’s area in acres. The 5-year event was used to determine the curb capacities Tracts 7255, 7256, & 7257 Drainage Study 4 and the 10-year event was used to determine the catch basin in each tract (denoted with an “A, B, C, etc.”) and pipe sizes. The procedure used to determine the design flows are outlined in the City of Bakersfield Development Code (hereafter referred to as the Manual). The pertinent parameters are as follows: 1. Using a topographical map, the design grades, and the proposed development layout, determine the sub-basin boundaries within the watershed. Record the sub-basin characteristics in a tabular format similar to the one provided in the Manual. 2. Determine the initial time of concentration, (Tc), based on Section 2.3.2.1 of the Manual by using the roof gutter time and average velocity. 3. Establish the intensity based on the Intensity-Duration curves for a given event using Sheet D-1 in the Manual. 4. Determine the flow to the concentration point. 5. Route the flow to the downstream concentration points and divide the study area into defined subareas that incrementalized all flow contributions to the proposed drainage inlets. 6. Estimate flows utilizing the City’s Rational Method in accordance with the Subdivision Standards 7. Determine the rainfall depth for a 10-year, 5-day event to determine the sump size requirements. 4.0 Assumptions The following information was assumed to apply: 1. SCS Soil Group A applies to the entire watershed. 2. Soils Survey. A map and tables are enclosed with this report. 3. The runoff coefficient: · 0.15 – park site · 0.34 – 10,000 sq. ft. lots · 0.38 – 7,500 sq. ft. lots · 0.42 – 6,000 sq. ft. lots · 0.67 – school site · 0.95 – offsite/onsite roadways 4. Rainfall intensity curves used are those shown on Plate D-1 of the City of Bakersfield, Subdivision & Engineering Manual. 5. Sub-areas using multiple run-off coefficients are given a weighted average based on the area relative to each coefficient. Tracts 7255, 7256, & 7257 Drainage Study 5 5.0 Summary of Results The flows from the 10-year event were calculated and routed. The beginning HGL was estimated to be 4’ above the basin bottom at each outlet structure. All the pipes in this system were sized from 18” RCP to 36” RCP. The HGL is not less than 0.5’ below the existing grade at any manhole. The main objectives of this study were to design an economical storm drain system and meet the design standards set by the City of Bakersfield. The storm drain system will be able to handle a 10-year event. The basin will have a total water depth of 8’ with a minimum of 1’ of freeboard. The basin, located on Tracts 7257 & 7258, will be able to store 12.00 acre-feet of water with a required volume for is 11.88 AF. The depth of the basin is 12 deep with a water surface of 347.0. The sump shall be privately maintained and constructed per the City Standards D-11, D-12, and D-13. These calculations are based on the current grading plans dated July 2013. Most sub- areas within the study area utilize drainage structures to convey the runoff from the streets to the proposed retention basin. Storm drain pipe, catch basins, and retention basin are all going to be used to help convey the runoff from the subdivision. In the north half of the proposed drainage system, the runoff produced from the lots north of Pemberley Passage Avenue and east of Wynyard Drive will be conveyed to a main line storm drain ranging from 18” to 36” size pipes. This storm drain system will be proposed along Pemberley Passage Avenue extending north to Ming Avenue and south to the Grantham Avenue. The flows generated from this watershed comprise of parts of Ming Avenue, Wynyard Drive, a park site, future elementary school (Area 9), and residential lots ranging in size from 6,600 sq ft to 7,800 sq ft. The elementary school site plan has yet to be developed thus an assumed runoff coefficient (0.67) has been developed based on exciting schools within the City. A small portion of the future Tract 7258 will drain to CB #7-b at the intersection of Pemberley Passage Avenue and Rutlin Way. This tract, located west of Tract 7256, will tie into this system via a 36” drain pipe at the manhole north of the basin. The system for Tract 7258 will be designed and analyzed at a later time. The proposed discharge from this tract generates 19.12 cfs assuming it will be zoned R-1 with 6,000 sq ft lots and convey surface runoff from Ming Avenue. The drainage system will enter the retention basin from north via a 36” RCP. In the southern portion of the drainage system, the lots south of Pemberley Passage Avenue and west of Wynyard Drive will be conveyed to a main line storm drain ranging from 18” to 30” size pipes. This storm drain system begins at the intersection of Stonethwaite Lane and Wycombe Place then runs along Faring Ford Lane towards the retention basin. Catch Basins #8-c through #10-c will account for the additional runoff coming from the future residential lots along Upper Sherwood Greens Drive to the south of the tract. A small portion of southwest of the Upper Sherwood Greens Drive Tracts 7255, 7256, & 7257 Drainage Study 6 centerline will drain to Catch Basin #11-c .The drainage system ends with 30” RCP which will drain into the basin at the knuckle of Camerton Way and Faring Ford Lane. Part of the project includes the widening of Allen Road from Ming Avenue to the Kern River Canal. Currently, the drainage along this stretch of the road drains southerly and pond in adjacent agricultural/vacant property. The proposed improvements to the road will have runoff sheet flow to a temporary sump located south of the canal and on the westerly side of Allen Road. These improvements require a volume of 0.24 ac-ft of to be retained. The proposed sump is designed to hold 0.25 ac-ft of runoff. Refer to the Drainage Exhibit – Proposed Condition Attachment for complete details. The storm drain lines were sloped to meet the City minimum requirement and to not exceed the design flow capacity of the pipe. The hydraulic grade lines were calculated for the proposed storm drain pipes using Autodesk Storm and Sanitary Analysis 2014. The proposed pipes were sized to keep the HGL’s within City standards. All storm drain systems within the private tract shall be privately maintained. Refer to the Hydraulic Calculations and Profiles Attachment for the complete results. All of the proposed inlets will be a sag condition with a size of 3.5 feet except for CB #7-a. These two inlets will still be a sag condition but have a length of 7 feet. Using Autodesk Hydraflow Software, it was determined that these will be able to capture 100% of the runoff without over topping the proposed 6” curb. All inlets within the private tract shall be privately maintained. Refer to the Inlet Sizing Calculations Attachment for the complete results.
