Summer is here and school is out! All City pools will be open for general swim beginning Monday, June 1st, and Movies in the Park will start this Friday, June 5th. The first movie being shown at the Bright House Networks Amphitheatre is “Big Hero 6.” All movies are free and begin at dusk. For a complete list of events, please see the Recreation and Parks brochure at http://www.bakersfieldcity.us/flipbooks/rec_parks_brochure/index.html Even though the local economy has struggled due to what’s occurring in the Oil industry, building activity is continuing to move in the right direction. Total building permits issued for the first four months of the year have increased by 25%. Compared to the same period in 2011, building permits issued have increased by 125%. A good deal of the increase is due to continued strong growth in electrical permits, which are primarily from solar energy projects. Electrical permits issued increased by 41% between the first four months of 2014 and 2015. A summary chart of building activity is attached. TRIP  UPDATE: Full Nighttime Closures on State Route 99 for Hosking Avenue Bridge Work The contractor for the State Route 99/Hosking Avenue Interchange plans to begin setting falsework for the new Hosking Avenue Bridge on Tuesday night, June 2nd. Falsework is a temporary structure that provides support for the bridge components during construction. The falsework will span State Route 99 and will require full freeway closures, between Panama Lane and State Route 119 (Taft Highway), while the support structure is put in place. General Information May 29, 2015 Page 2 This work will be completed during nighttime hours, between the hours of 11 p.m. and 5 a.m., but the contractor will begin the process of closing the freeway around 9 p.m. Work will begin on the west side of the bridge, so motorists should anticipate the closure of all southbound lanes while work on Tuesday night and continuing on Wednesday night, June 3rd, if necessary. During the closures, southbound traffic will exit State Route 99 at Panama Lane and continue southbound on South H Street. Traffic can re-enter the freeway at State Route 119. The scheduled work is subject to change due to inclement weather or other unforeseen conditions. The placement of falsework over the northbound lanes will follow within the next two weeks.  Traffic Shift for Westbound State Route 178 Traffic Motorists are advised to anticipate an alignment shift for westbound traffic on State Route 178 on Tuesday, June 2nd. Westbound traffic, which has been using the bypass for the State Route 178/Morning Drive Interchange project, will begin using the newly- paved westbound freeway lanes. The traffic shift will take place between the hours of 10 a.m. and 2 p.m. The contractor will make the shift using traffic control on State Route 178 between Fairfax Road and Canteria Drive. Motorists may be stopped for up to 10 minutes during the process. There will be no access to or from Morning Drive at this point in time. It is anticipated that eastbound traffic will be moved onto the freeway mainline within the next couple of weeks. McMurtrey is $4 per person or $13 for groups of four. Silver Creek is $1.00 per person. Jefferson and Martin Luther King Pools are free admission for the entire summer. Season passes are also available at discounted prices. o Camp Silver Creek begins Monday, June 1st, and includes supervised fun with each week featuring a different theme. Prices are $105 a week for full day campers or $66 a week for half day campers. o Camp King at the Dr. Martin Luther King Center begins Monday, June 1st with fun- filled activities to keep the children busy all summer. Prices are $44 for all seven weeks for children, ages 6 – 12. o Beale Park Band concerts, performed by members of the Bakersfield Symphony, will begin Sunday, June 7th at 7:00 p.m. They are Free every Sunday for the month of June. DEPARTMENT OF RECREATION & PARKS DIANNE HOOVER, DIRECTOR Department of Recreation and Parks Date: May 28, 2015 To: Alan Tandy, City Manager From: Dianne Hoover, Director of Recreation & Parks Subject: Field Management at State Farm Sports Village Council Referral No. 601 The City of Bakersfield has entered into three separate contracts for the maintenance and operation of State Farm Sports Village approved by City Council. Two contracts are with American Youth Soccer Organization (AYSO) due to the separate phasing of Sports Village, and one is with Golden Empire Youth Football. (GEYF) All three contracts are similar in that the contracted agencies are responsible for the maintenance and operation of the playing fields, restrooms and concessions. They are permitted to lease the fields to other groups for use of the fields. These agreements are a win-win to the city as well as the agencies and they each serve over 2000 children in their respective programs. AYSO, Region 73, State Farm Sports Village Phase I AYSO Region 73 received notice from Cal State Bakersfield in late 2009 that the soccer fields were no longer going to be available to them due to new student housing being constructed on the previous fields. State Farm Sports Village was under construction and the City began negotiating the contract with AYSO Region 73. With over 1600 youth enrolled in the program at the time, they had no other place to call home. The license agreement stipulates that AYSO maintains and operates the eight lighted soccer fields in Phase I. In addition, AYSO was required to supply the goals, corner flags and painted lines for games and practice. In addition, they had to purchase, install and maintain the concession equipment necessary for concession operations. They must secure the proper health permits for concessions at all times. This agreement was approved by City Council in November, 2010 for five years, and they have the option to renew for two additional five year terms at the end of 2015. Councilmember Maxwell requested that staff provide information related to the management of the fields at the State Farm Sports Village, such as how it works and who runs it. City of Bakersfield · Department of Recreation & Parks · 1600 Truxtun Avenue, 3rd Floor Bakersfield · California · 93301 (661) 326-3866 · Fax (661) 852-2140 AYSO, Region 73, State Farm Sports Village, Phase II Due to the success of managing Phase I and continued growth of the soccer programs, the City of Bakersfield entered into a license agreement with AYSO, Region 73 for four additional fields in Phase II. The Phase II agreement was similar to the Phase I agreement, and was approved by City Council in April of 2012. The 2012 agreement was for a 10 year period, and can be renewed for two consecutive 10 year periods. None of the fields in Phase II are lighted. With these agreements in place, AYSO Region 73 has experienced an increase in sign-ups for their respective seasons; they anticipate 1900 – 2000 children ages 5-16 this fall to sign up for soccer. In addition, Region 73 subleases the fields that they do not use to other groups, including several adult leagues, youth leagues and travel teams. GEYF, State Farm Sports Village, Phase II Golden Empire Youth Football serves over 3000 children ages 6 – 15 which includes youth tackle football and cheerleading. Their agreement was approved by City Council in March of 2012 for a term of ten years. Similar to the AYSO Region 73 agreement, GEYF maintains and operates the football fields year round. During their season, they are permitted to contract with an approved concessionaire due to the high demand for concessions on busy Saturdays in the fall. GEYF is responsible for restroom maintenance as well. GEYF closes the fields from mid-December to March due to field maintenance. Then, in late April through July, football groups use the fields for light practices. From August through December, the four designated football fields are heavily used for the Golden Empire Youth Football program. Benefits to the City Both of these non-profit groups do an excellent job in maintaining, operating and scheduling the fields on a year round basis. They are able to serve thousands of children and adults at a minimal cost to the City of Bakersfield. Each group pays for a contractor to maintain the fields on a regular basis, thus saving thousands of tax dollars. Volunteers from AYSO Region 73 and Golden Empire Youth Football schedule the fields and work with additional groups who want to sublease the fields as much as possible. In each of these license agreements, the City retains ownership along with the right to schedule and use the fields for special circumstances with reasonable notice to the contracted parties. The City of Bakersfield recognizes the high demand for playing field space in this fast growing community. The city has taken steps to accommodate this high demand while at the same time remaining fiscally responsible to the citizens. The existing lease agreements work very well and have become a model for other cities struggling to keep their playing fields operational.
