Service shall be 120v/240v Type III -BF, furnished and installed by contractor. Pull box in front of Controller shall be #6. Pull box adjacent to PG &E electrical service point shall be PG &E #043459. Contractor shall install conduit from electrical service point to pull box at the type III BF service pedestal. Location to be confirmed with PG &E. M All new circular and arrow signal indications shall be 12 inch "LED" Red, Green, and Yellow indications per specifications. ® Luminaries shall meet Caltrans Roadway 2 per ES -10A, 2010 Standard plans. 0 All pedestrian indication modules shall be new, LED "UPRAISED HAND" combo "WALKING PERSON ", international symbol types, detailed in the specifications. All pedestrian push buttons shall be ADA and placed at a height of 3'. Pedestrian indication module shall include countdown timer. © Location of the standards shall be 5' behind the flow line where applicable or as directed by the Engineer at the site. ❑ 7 All utility locations shown are approximate only and represent the best information supplied by the various utility companies. Final responsibility for locating utilities in the field is the Contractors. ® Install Contractor furnished Opticom 711 pre - emption devices where indicated. The Contractor shall furnish and install all cables and mounting hardware (PELCO AB -121). The Opticom 754 phase selector unit will be in the cabinet by the Contractor. Exact hardware mounting placement shall be determined by the Traffic Engineer in the field. Contractor shall provide for an Opticom Technician with DDL Inc. prior to signal turn on. A Opticom Rep. shall be contacted 48 hrs. prior to turn on. 9❑ Contractor shall supply and install overhead mast arm street name signs and mounting brackets. 10 Loop Detectors shall be centered in lanes as directed by the engineer. Type E and D loops shall be as shown in Caltrans Standard Plans ES -513. In case of conflict between the Standard Specifications and these special provisions, the special provisions shale take precedence over and be used in lieu of such conflicting portions. 7 -2.01 FOUNDATIONS. Foundations shall conform to the provisions in Section 86 -2.03, "Foundations ", of the 2010 Standard Specifications, 2010 Standard Plans as applicable, and these special provisions. When foundations are to be abandoned as shown on the plans the last paragraph of Section 86 -2.03, "Foundations" of the 2010 Standard Specifications shall be amended to read: When a foundation is to be abandoned, the top of foundation, anchor bolts, and conduits shall be removed to a depth of not less than three (3) feet below surface of sidewalk or unimproved ground. The resulting hole shall be backfilled with material equivalent to the surrounding material. All pull boxes and signal standard foundations where the signal standard is to be installed in an un- improved or landscaped area shall be provided with a concrete pad having a minimum of 6" clearance from the edge of the pull box and CIDH foundation. 7 -2.02 CONDUIT. Conduit shall conform to the provisions in Section 86 -2.05, "Conduit ", of the Standard Specifications and these special provisions. Conduits may be installed by either jacking /drilling or open trench methods unless otherwise shown on the plans. Installation using jacking or drilling shall conform to Section 86- 2.05C, "Installation ", of the Standard Specifications. Open trench installation in pavement shall conform to the following specifications: a. Conduit shall be rigid non - metallic type. Conduit shall be placed under existing pavement in a trench not to exceed six (6) inches in width. Trench shall be cut using a rock saw and all loose uncompacted material shall be removed from the bottom of the trench prior to placement of conduit. The top of the installed conduit shall be a minimum of eighteen to a maximum of twenty -one (18 -21) inches below finished grade. b.The conduit shall be placed in the bottom of the trench and the trench shall be backfilled with a two (2) sack slurry cement backfill. Slurry cement backfill shall be placed to within 0.20 feet of the pavement or open ground surface. The top 0.20 feet shall be backfilled with asphalt concrete produced from commercial quality paving asphalt and aggregates. Conduit placed in a trench outside pavement or sidewalk areas shall be backfilled with a two (2) sack slurry cement backfill. c. Prior to spreading asphalt concrete, paint binder shall be applied as specified in Section 39- 04.02, "Prime Coat and Paint Binder ", of the Standard Specifications. Spreading and compacting of asphalt concrete shall be performed by any method which will produce an asphalt concrete surface of uniform smoothness, texture, and density. d. All excavated areas in the pavement shall be backfilled except for the top 0.20 foot, by the end of each work day. The top 0.20 foot shall be placed within three (3) working days after trenching. Temporary roadmix or other acceptable temporary surface will be allowed on the top 0.20 feet until such a time as the permanent asphalt surface is placed. Dependent upon adverse soil conditions or other circumstances encountered at the time of construction, the Engineer may specify which of the above methods may be used. A detectable pull tape shall be installed in all signal conduits new or existing. The detectable pull tape shall be polyester with a minimum tensile strength of 1250 pounds. At least 2 feet of detectable pull tape shall be doubled back into the conduit at each termination. The detectable pull tape shall be pulled within each signal standard to the Luminaire most arm and doubled back at least 12 feet at the Luminaire connection to the signal standard. 7 -2.03 PULL BOXES. Pull boxes shall conform to the provisions in Section 86 -2.06, "Pull Boxes ", of the Standard Specifications and these special provisions. Recesses for suspension of ballasts will not be required. All pull boxes shall be No. 5 with a 6" minimum concrete apron if pull boxes are not located within sidewalk. Except for the following: No. 6 pull boxes shall be used where 4" conduits enter the box. 7 -2.04 CONDUCTORS AND WIRING. Conductors and wiring shall conform to the provisions in Section 86 -2.08 "Conductors ", and Section 86 -2.09, "Wiring", of the Standard Specifications and these special provisions. Conductors - The Contractor shall use multi- conductor electrical cables for all circuits All signal faces shall be provided with 12 "" sections and red, amber, green and respective arrow , LED module type indications. Tunnel visors shall be installed on all signal heads. The fourth sentence of the first paragraph of Section 86 -4.08, "Signal Mounting Assemblies ", of the Standard Specifications, shall be amended to read as follows: Post top slip- fitters and terminal compartments shall be cast bronze or hot -dip galvanized ductile iron. 7 -2.07A LIGHT EMITTING DIODE SIGNAL MODULES This specification is for the purchase of light emitting diode (LED) Traffic Signal Modules (herein referred to as modules) in the following configurations: the 300 mm circular sections, the 200 mm circular sections, the 300 mm arrow sections, bicycle sections, programmable visibility sections, and lane control sections. All devices must meet the general specifications of the Transportation Electrical Equipment Specifications (TEES), Chapter 1 - General Specifications, as well as the following specification. In case of conflict, this specification shall govern over the TEES, Chapter 1. 7- 2.07A.1 General 1.1 Each module shall consist of an assembly that utilizes LEDs as the light source in lieu of an incandescent LED for use in traffic signal sections. 1.2 The LEDs utilized in the modules shall be AIInGaP technology for red, amber and yellow indications, or GaN for green indications, and shall be the ultra bright type rated for 100,000 hours of continuous operation from -40'C to +74' C. 1.3 The modules shall be rated for a minimum useful life of 48 months. All modules shall meet all parameters of this specification during this period. 1.4 The individual LEDs shall be wired such that a catastrophic loss or the failure of one or more LED will not result in the loss of the entire module. 1.5 Electrical 1.5.1 Power Consumption 1.5.1.1 Maximum power consumption requirements for the modules are as follows (in Watts): 1.5.1.2 LED modules will have EPA Energy Star compliance ratings, if applicable to that shape, size and color. 1.5.2 Operation Voltage 1.5.2.1 The modules shall operate from a 60 HZ k3 HZ AC line over a voltage ranging from 95 volts to 135 volts. The fluctuations of line voltage shall have no visible effect on the luminous intensity of the indications. 1.5.2.2 Operating voltage of the modules shall be 120 VAC. All parameters shall be measured at this voltage. 1.5.3 Power Factor The LED signal module shall have a power factor of 0.90 or greater. 1.5.4 THD Total harmonic distortion (current and voltage) induced into an AC power line by an LED signal module shall not exceed 20 percent. 1.5.5 Surge Suppression The signal module onboard circuitry shall include voltage surge protection to withstand high repetition noise transients as stated in Section 2.1.6 of NEMA Standard TS -2, 1992. 1.5.6 The LED circuitry shall prevent perceptible flicker to the unaided eye over the voltage range specified above. 1.5.7 All wiring and terminal blocks shall meet the requirements of Section 13.02 of the ITE Publication: Equipment and Material Standards, Chapter 2 (Vehicle Traffic Control Signal Heads). except lighting, video power and between the service point and controller cabinet. 1.5.8 Compatibility Conductors shall be spliced by the use of "C" shaped compression connectors as shown on The modules shall be operationally compatible with currently used controller assemblies Standard Plan ES -13. (solid state load switches, flashers, and conflict monitors). Review TEES Chapters 3 and 6 for specifications on these devices. Splices shall be insulated by "Method B" The optical detector cable (3 -M Opticom Model 138 or equal) shall have four conductors of AWG #20 (7X28) standard individually tinned drain wire to provide signal integrity and transient protection. The individually tinned copper, color -coded insulation shall be as follows: a. Orange for delivery of optical detector power ( +) b. Negative return wire for optical detector power (-) c. Yellow for optical detector signal #1 d. Blue for optical detector signal #2 The Contractor shall arrange for a qualified Opticom technician to be present at each signal turn on. The insulation for all conductors shall be type THW polyvinyl chloride. 7 -2.05 SERVICE. Service shall conform to the provisions in Section 86 -2.11, "SERVICE ", of the Standard Specifications and these special provisions. Unless otherwise noted, service shall be as shown on the plans. The installation shall be furnished with 70 amp, 120 volt, 3 pole. 7 -2.06 TESTING. Testing shall conform to the provisions in Section 86 -2.14, "Testing ", of the Standard Specifications and these special provisions. The signals shall not be placed in flashing mode, with signal faces uncovered, prior to Functional Testing. FUNCTIONAL TESTING. All functional testing shall conform to the provisions in Section 86 2.14C "Functional Testing ", of the Standard Specifications and the following paragraphs: Functional test periods are included in the number of working days to complete the project as described in Section 4, "BEGINNING OF WORK, TIME OF COMPLETION AND LIQUIDATED DAMAGES" of these special provisions. The fourth paragraph of Section 86 -2.14C "Functional Testing" of the Standard Specifications shall be amended to read as follows: Turn on of new or modified traffic signals shall be made only after all traffic signal circuits, including signal interconnect circuits, have been thoroughly tested as specified above. 7 -2.07 SIGNAL FACES AND SIGNAL HEADS. Signal faces, signal heads and auxiliary equipment, as shown on the plans, and the installation thereof shall conform to the provisions in Section 86 -4.01, "Vehicle Signal Faces ", Section 86 -4.03, 'Directional Louvers ", Section 86 -4.04, "Backplates ", and Section 86 -4.08, "Signal Mounting Assemblies ", of the Standard Specifications and these special provisions. 1.5.8.1 When a current of 20 mA AC (or less) is applied to the unit, the voltage read across the two leads shall be 15 VAC or less. 1.5.9 The modules and associated onboard circuitry must meet Class A emission limits referred in Federal Communications Commission (FCC) Title 47, Subpart B, Section 15 regulations concerning the emission of electronic noise. 1.6 Photometric Requirements 1.6.1 The minimum initial luminous intensity values for the modules shall be as stated in Table 2 -2 and /or Table 2 -4 at 25'C. 1.6.1.1 The modules (excluding yellow) shall meet or exceed the illumination values as shown in Table 2 -3 and /or Table 2 -5, throughout the useful life based on normal use in a traffic signal operation over the operating temperature range. 1.6.1.2 Yellow modules shall meet or exceed the illumination values as shown in Table 2 -3 and /or Table 2 -5, throughout the useful life based on normal use in a traffic signal operation at 25'C. 1.6.2 The measured chromaticity coordinates of the modules shall conform to the chromaticity requirements of Table 2 -6, throughout the useful life over the operating temperature range. 1.7 Physical and Mechanical Requirements LED traffic signal modules shall be designed as retrofit replacements for existing optical units of signal indications and shall not require special tools for installation. See appropriate sections for Type 1 and Type 2 modules. 1.8 Environmental Requirements 1.8.1 The LED signal module shall be rated for use in the operating temperature range of - 40- C( -40-F) to +74'C ( +165'F). The modules shall meet all specifications throughout this range. 1.8.2 The LED signal module shall be protected against dust and moisture intrusion per the requirements of NEMA Standard 250 -199 1 for Type 4 enclosures to protect all internal components. 1.9 Construction 1.9.1 The LED signal module shall be a single, self contained device, not requiring onsite assembly for Installation into an existing traffic signal housing. The power supply for the module shall be integral to the unit. 1.9.2 The circuit board and power supply shall be contained inside the module. Circuit boards shall conform to Chapter 1, Section 6 of the "Transportation Electrical Equipment Specifications ". 1.9.3 The assembly and manufacturing process for the LED signal assembly shall be signed to assure all internal components are adequately supported to withstand mechanical shock and vibration from high winds and other sources. 1.10 Materials 1.10.1 Material used for the lens and signal module construction shall conform to ASTM specifications for the materials. 1.10.2 Enclosures containing either the power supply or electronic components of the signal module shall be made of UL94VO flame retardant materials. The lens of the signal module is excluded from this requirement. 1.11 Module Identification 1.11.1 Each module shall have the manufacturer's name, trademark, model number, serial number, date of manufacture (month - year), and lot number as identification permanently marked on the back of the module. 1.11.2 The following operating characteristics shall be permanently marked on the back of the module: rated voltage and rated power in Watts and Volt- Ampere. 1.11.3 Each module shall have a symbol of the type of module (i.e. circle, arrow, etc.) in the color of the module. The symbol shall be one inch (25.4 mm) in diameter. Additionally, the color shall be written out in 1h" letters next to the symbol. 1.11.4 If a specific mounting orientation is required, each module shall have prominent and permanent marking(s) for correct indexing and orientation within a signal housing. The markings shall consist of an up arrow, or the word "UP" or "TOP ". 7- 2.07A.2 Type 1 Traffic Signal Module The following specification requirements apply to the Type 1 module only. All general specifications apply unless specifically superceded in this section. white 2.1 Type 1 modules can be manufactured under this specification for the following faces: 2.1.1 12" (300 mm) circular I brown 2.1.2 8" (200 mm) circular Uv 2.1.3 12" (300 mm) arrow L 2.1.4 Bicycle indication (future) 2.1.5 Lane Control (future) UU I 2.2 Physical and Mechanical Requirements -te r! o � n 2.2.1 The module shall fit into existing traffic signal section housings built to the specifications detailed in ITE Publication: Equipment and Material Standards, Chapter 2 (Vehicle Traffic Control Signal Heads). - 0 cv0 � 2.2.2 Each Type 1 module shall be designed to be installed in the doorframe of a standard traffic signal housing. The Type 1 module shall be sealed in the doorframe with a one -piece EPDM (ethylene propylene rubber) gasket. �dV- 2.2.3 The maximum weight of a Type 1 module shall be a 1.8 kg (4 Ibs.). 2.2.4 Each Type 1 module shall be a sealed unit to include all parts necessary for operation (a printed circuit board, power supply, a lens and gasket, etc.), and shall be weather proof after installation and connection. 2.2.5 Conductors Two secured, color coded, 600 V, 20 AWG minimum, jacketed wires, conforming to the National Electric Code, rated for service at +105' C, are to be provided for electrical connection for each Type 1 LED signal module. Conductors for Type 1 modules shall be 1M in length, with quick disconnect terminals attached and shall conform to Section 86-4.01C, Electrical Components ", of the Standard Specifications. 2.2.6 If specified in the purchase order, the module will be equipped with an adapter that will screw into the medium base, LED socket. The adapter shall be able to accept the quick disconnect terminals at the end of the conductors for the module. The electrical contacts of the adapter shall be made of brass. 2.3 Lens 2.3.1 The lens of the Type 1 module unit shall be convex with a yp shall be integral to the , smooth outer surface and made of plastic or of glass. 2.3.2 The lens may be tinted or may use transparent film or materials with similar characteristics to enhance ON /OFF contrasts. 3.3.2.1 The use of tinting or other materials to enhance ON /OFF contrasts shall not affect chromaticity and shall be uniform across the face of the lens. 2.3.3 The LED signal module lens shall be W stabilized and shall be capable of withstanding ultraviolet (direct sunlight) exposure for a minimum period of 60 months without exhibiting evidence of deterioration. 2.3.4 If a polymeric lens is used, a surface coating or chemical surface treatment shall be used to provide front surface abrasion resistance. 7- 2.07A.3 Type 2 Traffic Signal Module The following specification requirements apply to the Type 2 module only. All general specifications apply unless specifically superceded in this section. 3.1 Type 2 modules can be manufactured under this specification for the following faces: 3.1.1 300 mm circular 3.1.2 200 circular 3.1.3 300 mm arrow 3.1.4 Programmed Visibility (red, yellow, green) 3.2 Physical and Mechanical Requirements 3.2.1 The module shall fit into existing traffic signal section housings built to the specifications detailed in the ITE Publication: Equipment and Material Standards, Chapter 2 (Vehicle Traffic Control Signal Heads), with the existing lens, reflector and LED socket remaining in place, and without modification to the housing. 3.2.2 Each Type 2 module shall be designed to mount in the standard LED socket normally used with an incandescent LED. 3.2.3 The maximum weight of a Type 2 module shall be 1.4 kg (3lbs). 3.2.4 Type 2 modules shall be a sealed unit containing all components necessary for operation. 3.3 The installation of a Type 2 module shall not require any removal of, or modification to the standard LED socket or reflector. The installation of a Type 2 module shall not require special tools. 7- 2.07A.4 300 mm Arrow The following specification requirements apply to the 300 mm arrow module only. All general specifications apply unless specifically superceded in this section. 4.1 The arrow module shall meet specifications stated in Section 9.01 of the ITE Publication: Equipment and Material Standards, Chapter 2 (Vehicle Traffic Control Signal Heads) for arrow indications. 4.2 The LEDs shall be spread evenly across the illuminated portion of the arrow area. 7- 2.07A.5 300 mm Bicycle The following specification requirements apply to the 300 mm bicycle module only. All general specifications apply unless specifically superceded in this section. 5.1 The bicycle module shall approximate shape and size specifications as shown in Figure 6 -1 for bicycle signal face. Caltrans shall make the final determination as to the conformance to the intent of the specification. 5.2 The LEDs shall be spread evenly across the illuminated portion of the bicycle area. 7- 2.07A.6 300 mm Programmed Visibility (PV) The following specification requirements apply to the 300 mm PV module only. All general specifications apply unless specifically superceded in this section. 6.1 The module shall be a type 2 module designed and constructed to be installed in a programmed visibility (PV) signal housing without modification to the housing. 6.2 The LEDs shall be spread evenly across the module. 7- 2.07A.7 300 mm Lane Control The following specification requirements apply to the 300 mm lane control module only. The lane control module is a single, combination module with both a red X and green arrow. All general specifications apply unless specifically superceded in this section. 7.1 The lane control module shall approximate shape and size specifications as shown in Figures 8 -1 and 8 -2 for lane control modules. The QA rogrom shall include two types of quality assurance: (1) design quality assurance and (2� production quality assurance. The production quality assurance shall include statistically controlled routine tests to ensure minimum performance levels of LED signal modules to meet this specification, and a documented process of how problems are to be resolved. 8.2 QA process and test results documentation shall be kept on file for a minimum period of seven years. 8.3 LED signal module designs not satisfying design qualification testing and the production quality assurance testing performance requirements described below shall not be labeled, advertised, or sold as conforming to this specification. 8.4 Design Qualification Testing 8.4.1 Design Qualification Testing shall be performed by the manufacturer or an independent testing lab hired by the manufacturer on new LED module designs, and when a mayor design change has been implemented on an existing design. A major design change is defined as a design change (electrical or physical) which changes any of the performance characteristics of the module, results in a different circuit configuration for the power supply, or changes the layout of the individual LEDs in the module. 8.4.2 A quantity of two units for each design shall be submitted for Design Qualification Testing. 8.4.2.1 Test Units shall be submitted to Caltrans Translob, Electrical Testing Branch after the manufacturer's testing is complete. 8.4.2.2 Manufacturer's testing data shall be submitted with test units for Caltrans verification of Design Qualification Testing data. 8.4.3 Burn In. The sample modules shall be energized for a minimum of 24 hours, at 100 percent on -time duty cycle, at a temperature of +74 -C ( +165' F), before performing any design qualification testing. 8.4.4 Any failure of the module, which renders the unit non - compliant with the specification after burn in, shall be cause for rejection. 8.4.5 For Design Qualification Testing, all specifications will be measured including, but not limited to: 8.4.5.1 Rated Initial Luminous Intensity, measured at +25 °C. 8.4.5.2 Chromaticity (Color), measured at +25° C. 8.4.5.3 Electrical All specified parameters shall be measured and used for quality comparison of production quality assurance on production modules (rated power, etc). 8.4.5.4 Equipment Compatibility. Modules shall be tested for compatibility with the controller unit, conflict monitor, and load switch. Each signal module shall be connected to the output of a standard load switch in the off position. The AC voltage developed across each LED signal module so connected shall not exceed 10 V rms as the input AC voltage is varied from 95 V rms to 135 V rms. (n c°o 0 ' N n g" 44 ETA w z v Uv Q. The loosening of the lens, or of any internal components, or other physical damage shall be cause for rejection. 8.4.5.6 Temperature cycling shall be performed as per MIL - STD -883, Test method 1010. The temperature range shall be per "Environmental Requirements ". A minimum of 20 cycles shall be performed with a 30 minute transfer time between temperature extremes and a 30 minute dwell time at each temperature. Module(s) being tested shall be energized and functioning throughout the duration of the test. Failure of a module to function properly or any evidence of cracking of the module lens or housing after temperature cycling shall be cause for rejection. 7- 2.07A.9 Production Quality Control Testing. 9.1.1 The following Production Quality Assurance tests shall be performed on each new module prior to shipment. Failure to meet requirements of any of these tests shall be cause for rejection. Test results shall be retained by the manufacturer for seven years. 9.1.2 Burn -in period shall consist of each signal module being energized at rated voltage for a 30 minute stabilization period before the measurement is made (except for yellow modules). 9.1.3 Each module shall be tested for rated initial intensity after burn -in. 9.1.3.1 A single point measurement, with a correlation to the intensity requirements of Table 2 -2 for circular modules, may be used. 9.1.3.2 The ambient temperature for this measurement shall be +25'C ( +777). 9.1.3.3 Each module not meeting minimum luminous intensity requirements per Table 2 -2 or Table 2 -4 shall be cause for rejection. 9.1.4 Each module shall be tested for required power factor after burn -in. 9.1.5 Each module shall be measured for current flow in amperes after burn -in. The measured current values shall be compared against rated values resulting from design qualification measurements under "Design Qualification Testing ". The current flow shall not exceed the rated value. 9.1.6 Each module shall be visually inspected for any exterior physical damage or assembly anomalies. Careful attention shall be paid to the surface of the lens to ensure there are no scratches (abrasions), cracks, chips, discoloration, or other defects. Any such defect shall be cause for rejection. The Contractor shall provide the Engineer a Certificate of Compliance from the manufacturer in accordance with the provisions of Section 6 -1.07, "Certificates of Compliance," of the Standard Specifications. The certificate shall certify that the LED signal modules comply with the requirements of these specifications. Said certificate shall also certify the LED signal modules conform to the pre - qualified and testing approval of CalTrans and was manufactured in accordance with the CalTrans quality control program. The certificate shall also include a copy of all applicable test reports on the LED signal modules. 7- 2.07A.11 MAINTENANCE PERIOD AND REPLACEMENT MODULES. Three extra modules of each size and type that are furnished for this project shall be delivered to the Engineer for use as replacements for modules that may fail. 7- 2.07A.12 GUARANTEE. LED signal modules shall be guaranteed by the Contractor by supplying the City with the original manufacturer's warranty after the project is accepted by the Engineer. The warranty duration shall be as outlined under the following warranty section. 7- 2.07A.13 WARRANTY. The manufacturer shall provide a written warranty against defects in materials and workmanship for the LED signal modules for a period of 36 months after installation of the modules. Replacement modules shall be provided promptly after receipt of modules that have failed at no cost to the City except cost of shipping of the failed modules. All warranty documentation shall be given to the Engineer prior to installation. 7- 2.08A.1 LIGHT EMITTING DIODE COUNTDOWN PEDESTRIAN SIGNALS Standard: All pedestrian signal heads used at crosswalks where the pedestrian change interval is more than 7 seconds shall Include a pedestrian change interval countdown display in order to inform pedestrians of the number of seconds remaining in the pedestrian change interval. Option: Pedestrian signal heads used at crosswalks where the pedestrian change interval is 7 seconds or less may include a pedestrian change interval countdown display in order to inform pedestrians of the number of seconds remaining in the pedestrian change interval. Standard: Where countdown pedestrian signals are used, the countdown shall always be displayed simultaneously with the flashing UPRAISED HAND (symbolizing DONT WALK) signal indication displayed for that crosswalk. Countdown pedestrian signals shall consist of Portland orange numbers that are at least 6 inches in height on a black opaque background. The countdown pedestrian signal shall be located immediately adjacent to the associated UPRAISED HAND (symbolizing DONT WALK) pedestrian signal head indication. The display of the number of remaining seconds shall begin only at the beginning of the pedestrian change interval (flashing UPRAISED HAND). After the countdown displays zero, the display shall remain dark until the beginning of the next countdown. The countdown pedestrian signal shall display the number of seconds remaining until the termination of the pedestrian change interval (flashing UPRAISED HAND). Countdown displays shall not be used during the walk interval or during the red clearance interval of a concurrent vehicular phase. Guidance: If used with a pedestrian signal head that does not have a concurrent vehicular phase, the pedestrian change interval (flashing UPRAISED HAND) should be set to be approximately 4 seconds less than the required pedestrian clearance time (see Section 4.5.06) and an additional clearance interval (during which a steady UPRAISED HAND Is displayed) should be provided prior to the start of the conflicting vehicular phase. For crosswalks where the pedestrian enters the crosswalk more than 100 feet from the countdown pedestrian signal display, the numbers should be at least 9 inches in height. Because some technology includes the countdown pedestrian signal logic in a separate timing device that is independent of the timing in the traffic signal controller, care should be exercised by the engineer when timing changes are made to pedestrian change intervals. If the pedestrian change interval is interrupted or shortened as a part of a transition into a preemption sequence (see Section 4E.06), the countdown pedestrian signal display should be discontinued and go dark immediately upon activation of the preemption transition. 1.5.3 Power Factor The LED signal module shall have a power factor of 0.90 or greater. 1.5.4 THD Total harmonic distortion (current and voltage) induced into an AC power line by an LED signal module shall not exceed 20 percent. 1.5.5 Surge Suppression The signal module onboard circuitry shall include voltage surge protection to withstand high repetition noise transients as stated in Section 2.1.6 of NEMA Standard TS -2, 1992. 1.5.6 The LED circuitry shall prevent perceptible flicker to the unaided eye over the voltage range specified above. 1.5.7 All wiring and terminal blocks shall meet the requirements of Section 13.02 of the ITE Publication: Equipment and Material Standards, Chapter 2 (Vehicle Traffic Control Signal Heads). 1.5.8 Compatibility The modules shall be operationally compatible with currently used controller assemblies (solid state load switches, flashers, and conflict monitors). Review TEES Chapters 3 and 6 for specifications on these devices. 1.5.8.1 When a current of 20 mA AC (or less) is applied to the unit, the voltage read across the two leads shall be 15 VAC or less. 1.5.9 The modules and associated onboard circuitry must meet Class A emission limits referred to in Federal Communications Commission (FCC) Title 47, Subpart B, Section 15 regulations concerning the emission of electronic noise. 1.6 Environmental Requirements 1.6.1 The LED signal module shall be rated for use in the operating temperature range of -40'C (N40- F) to +74 -C ( +1 657). The modules shall meet all specifications throughout this range. 1.6.2 The LED signal module shall be protected against dust and moisture intrusion per the requirements of NEMA Standard 250 -1991 for Type 4 enclosures to protect all internal components. 1.7 Construction 1.7.1 The LED signal module shall be a single self contained device, not requiring onsite assembly for Installation into an existing traffic signal housing. The power supply for the module shall be integral to the unit. 1.7.2 The circuit board and power supply shall be contained inside the module. Circuit boards shall conform to Chapter 1, Section 6 of the "Transportation Electrical Equipment Specifications ". 1.7.3 The assembly and manufacturing process for the LED signal assembly shall be designed to assure all internal components are adequately supported to withstand mechanical shock and vibration from high winds and other sources. 1.8 Materials 1.8.1 Material used for the lens and signal module construction shall conform to ASTM specifications for the materials. 1.8.2 Enclosures containing either the power supply or electronic components of the signal module shall be made of UL94VO flame retardant materials. The lens of the signal module is excluded from this requirement. 1.9 Module Identification 1.9.1 Each module shall have the manufacturer's name, trademark, model number, serial number, date of manufacture (rnonth - year), and lot number as identification permanently marked on the back of the module. 1.9.2 The following operating characteristics shall be permanently marked on the back of the module: rated voltage and rated power in Watts and Volt- Ampere. 1.9.3 If a specific mountin orientation is required, each module shall have prominent and permanent marking(s� for correct indexing and orientation within a signal housing. The markings shall consist of an up arrow, or the word "UP" or "TOP ". 7- 2.08A.2 Type A Pedestrian Signal Face (Countdown Pedestrian Signal per MUTCD 4E.07) The following specification requirements apply to the walking person section only. All general specifications apply unless specifically superseded in this section. 2.1 General 2.1.1 Pedestrian signal face modules shall be designed to mount behind or replace the existing face plate of existing Type - "A" housing as specified by the requirements in the ITE Publication: Equipment and Material Standards, Chapter 3 (Pedestrian Traffic Control Signal Indications). 2.1.2 The design of the modules shall require a specific mounting orientation. 2.2 Photometric Requirements 2.2.1 Each module shall provide an average luminous intensity of at least 3,750 candela /m* for "Hand" and 5,300 candela /m* or "Walking Person" symbol throughout the useful life over the operating temperature range. 2.2.2 The uniformity ratio of an illuminated symbol shall not exceed 4 to 1, between the highest luminance area and the lowest luminance area in the module. 2.2.3 The color output of the module shall conform to the requirements of Section 5.3 in the ITE Publication: E ui ment and Material Standards Chapter 3 (Pedestrian Traffic Control Signal indications). 2.2.3.1 "Hand" shall be Portland orange. Not greater than 0.390, nor less than 0.331, nor less than 0.997 -x. 2.2.3.2 Walking person shall be lunar white. x: not less than 0.290, nor greater than 0.330 y. not less than 1.5x -- 0.175, nor greater than 1.5x -0.130 2.3 Physical and Mechanical Requirements 2.3.1 The module shall be designed to be used in the pedestrian signal section as retrofit replacement for existing signal LEDs and shall not require special tools for installation. 2.3.1.1 The module shall fit into existing pedestrian signal section housings built to the PTCSH specifications without modification to the housing. 2.3.2 The height of each symbol on the module shall be not less than 250 mm and the width of each symbol on the module s all not be less than 165 mm. 2.4 Construction The modules shall be a single, self- contained device, not requiring on -site assembly for installation into an existing Type A " housing. 7- 2.08A.3 Quality Assurance 3.1 The modules shall be manufactured in accordance with a manufacturer quality assurance (QA) program. The QA program shall include two types of quality assurance: (1) design quality assurance and (2) production quality assurance. The production quality assurance shall Include statistically controlled routine tests to ensure minimum performance levels of LED signal modules built to meet this specification, and a documented process of how problems are to be resolved. 3.2 QA process and test results documentation shall be kept on fille for a minimum period of seven years. 3.3 LED signal module designs not satisfying design qualification testing and the production quality assurance testing performance requirements described below shall not be labeled, advertised, or sold as conforming to this specification. 3.4 Design Qualification Testing 3.4.1 Design Qualification Testing shall be performed by the manufacturer or an independent testing lab hired by the manufacturer on new LED module designs, and when a major design change has been implemented on an existing design. A major design change is defined as a design change (electrical or physical) which changes any of the performance characteristics of the module results in a different circuit configuration for the power supply, or changes the layout of the individual LEDs in the module. 3.4.2 A quantity of two units for each design shall be submitted for Design Qualification Testing. 3.4.2.1 Test Units shall be submitted to Caltrans Laboratory, Electrical Testing Branch, after the manufacturer's testing is complete. 3.4.2.2 Manufacturer's testing data shall be submitted with test units for Caltrans verification of Design Qualification Testing data. 3.4.3 Burn In The sample modules shall be energized for a minimum of 24 hours, at 100 percent on - -time duty cycle, at a temperature of +74° C( +165° F), before performing any design qualification testing. 3.4.4 Any failure of the module, which renders the unit non - compliant with the specification after burn in, shall be cause for rejection. 3.4.5 For Design Qualification Testing, all specifications will be measured including, but not limited to: 3.4.5.1 Rated Initial Luminous Intensity, measured over the operating temperature range. 3.4.5.2 Chromaticity (Color), measured over the operating temperature range. 3.4.5.3 Electrical. All specified parameters shall be measured and used for quality comparison of production quality assurance on production modules (rated power, etc.). 3.4.5.4 Equipment Compatibility. Modules shall be tested for compatibility with the controller unit, conflict monitor, and load switch. Each signal module shall be connected to the output of a standard load switch, connected to an AC voltage supply between the values of 95 and 135 VAC, with the input to the load switch in the "off" position. The AC voltage developed across each LED signal module so connected shall not exceed 10 V rms as the input AC voltage is varied from 95 V rms to 135 V rms. 3.4.5.5 Mechanical vibration testing shall be as per MIL - STD -883 Test Method 2007, using 3 four minute cycles along each x, y, and z axis at a force of 2.5 Gs, with a frequency sweep from 2HZ to 120 HZ. The loosening of the lens, or of any internal components, or other physical damage shall be cause for rejection. 3.4.5.6 Temperature cycling shall be performed as per MIL - STD -883, test method 1010. The Temperature range shall be per 'Environmental Requirements ". A minimum of 20 cycles shall be performed with a 30 minute transfer time between temperature extremes and a 30 minute dwell time at each temperature. Modules being tested shall be energized and functioning throughout the duration of the test. Failure of a module to function properly or any evidence of cracking of the module lens or housing after temperature cycling shall be cause for rejection. 3.4.5.7 Moisture resistance shall be performed on all modules mounted in a standard type "A" pedestrian housing per NEMA Standard 250 -1991 for Type 4 enclosures. Any evidence of internal moisture after testing shall be cause for rejection. 7- 2.08A.4 Production Quality Control Testing. 4.5.1 The following Production Quality Assurance tests shall be performed on each new module prior to shipment. Failure to meet requirements of any of these tests shall be cause for rejection. These results shall be retained by the manufacturer for seven years. 4.5.2 Burn -in period shall consist of each signal module being energized at rated voltage or a 30 minute stabilization period before the measurement is made. 4.5.3 Each module shall be tested for rated initial intensity after burn -in. 4.5.3.1 A single point measurement, with a correlation to the intensity requirements of Section 1.04 of the VTCSH for circular modules, may be used. 4.5.3.2 The ambient temperature for this measurement shall be a +25' C ( +77' F). 4.5.3.3 Each module not meeting minimum luminous intensity requirements of 3,750 cd /m* for Hand and 5300 cd /m2 for Walking Person Symbol shall be cause for rejection. 4.5.4 Each module shall be tested for required power factor after burn -in. 4.5.5 Each module shall be measured for current flaw in amperes after burn -in. The measured current values shall be compared against rated values resulting from design qualification measurements under Design Qualification Testing". The current flow shall not exceed the rated value. 4.5.6 Each module shall be visually inspected for any exterior physical damage or assembly anomalies. Careful attention shall be paid to the surface of the lens to ensure there are no scratches (abrasions), cracks, chips, discoloration, or other defects. Any such defect shall be cause for rejection. 7- 2.08A.5 Maintenance Period and Replacement Modules Three extra modules of each size and type that are furnished for this project shall be delivered to the Engineer for use as replacements for modules that may fail. 7- 2.08.6 Guarantee Pedestrian Signal Face (Countdown Pedestrian Signal per MUTCD 4E.07) section modules shall be guaranteed by the Contractor by supplying the City with the original manufacturer's warranty after the project is accepted by the Engineer. The warranty duration shall be as outlined under the following warranty section. 7- 2.08A.7 Warranty. The manufacturer shall provide a written warranty against defects in materials and workmanship for the Pedestrian Signal Face (Countdown Pedestrian Signal per MUTCD 4E.07) modules for a period of 60 months after installation of the modules. All warranty documentation shall -be given to the Engineer prior to installation. Three extra modules of each size and type that are furnished for this project shall be delivered to the Engineer for use as replacements for modules that may fail. 7- 2.08A.8 Pedestrian Push Buttons Pedestrian push buttons shall conform to the provision in Section 86 -5.02 "Pedestrian Push Buttons" of the Standard Specifications and these special provisions. Pedestrian push button signs shall be fastened with tamper proof L.H. Dottle Co., stainless steel button head star pin fasteners, 8/32" x 1/2" T832121 T or equal. 7- 2.08A.09 Guarantee Pedestrian Signal Face (Combination Raised Hand /Walking Person) section modules shall be guaranteed by the Contractor by supplying the City with the original manufacturer's warranty after the project is accepted by the Engineer. All warranty documentation shall be given to the Engineer prior to installation. 7 -2.09 LIGHT EMITTING DIODE LUMINAIRES 7 -2.09A General 7- 2.09A(1) Summary This work Includes installing Light Emitting Diode (LED) luminaires. Comply with Section 86, "Electrical Systems," of the Standard Specifications 7- 2.09A(2) Definitions CALIPER: Commercially available LED product evaluation and reporting. A United States Department of Energy (US DOE) program for the testing and monitoring of commercially available LED luminaires and lights. Correlated Color Temperature: The absolute temperature in kelvin of a blackbody whose chromaticity most nearly resembles that of the light source. House Side Lumens: Lumens from a luminaire directed to light up areas between the fixture and the pole(e.g., sidewalks at intersection or areas off of the shoulders on freeways). Junction Temperature: The temperature of the electronic junction of the LED device. The junction temperature Is critical in determining photometric performance, estimating operational life, and preventing catastrophic failure of the LED. L70: The extrapolated life in hours of the luminaire when the luminous output depreciates 30 percent from initial values. Power Factor: Ratio of the real power component to the complex power component. Street Side Lumens: Lumens from a luminaire directed to light up areas between the fixture and the roadway (e.g., traveled ways, freeway lanes). Surge Protection Device (SPD): A subsystem or component that can protect the unit against short duration voltage and current surges. Total Harmonic Distortion: The ratio of the root - mean - square (rms) value of the sum of the squared individual harmonic amplitudes to the rms value of the fundamental frequency of a complex waveform. International Electrotechnical Commission (IEC): The organization that prepares and publishes International Standards for all electrical, electronic and related technologies. 7- 2.09A(3) Submittals Product submittals must include the following: 1. LED luminaire checklist. 2. Product specification sheets, including: 2.1. Maximum power in watts. 2.2. Maximum designed junction temperature. 2.3. Heat sink area in square inches. 2.4. Designed junction to ambient thermal resistance calculation with thermal resistance components clearly defined. 2.5. L70 in hours when extrapolated for the average nighttime operating temperature. 3. IES LM -79 and IES LM -80 compliant test reports from a CALiPER- qualified or NVLAP- approved testing laboratory for the specific model submitted. 4. Photometric file based on LM -79 test report. 5. Initial and depreciated isofootcandle diagrams showing the specified minimum illuminance for that particular application. The diagrams must be calibrated to feet and show a 40 by 40 foot grid. The diagrams must be calibrated to the mounting height specified for that particular application. The depreciated isofootcandle diagrams must be calculated at the minimum operational life. 6. Test report showing SPD performance as tested under ANSI /IEEE C62.41.2 and ANSI /IEEE C62.45. 7. Test report showing mechanical vibration test results as tested under California Test 611 or equal. 8. Datasheets from the LED manufacturer that include information on life expectancy based on junction temperature. 9.Datasheets from power supply manufacturer that include life expectancy information. 7- 2.09A(4) Quality Control and Assurance 7- 2.09A(4)(a) General Production quality assurance must be performed by the luminaire manufacturer and must include statistically - controlled routine tests to ensure minimum performance levels of the modules built to comply with this specification and a documented process for resolving problems. The manufacturer must keep the process and test results documentation on file for a minimum of 7 years. 7- 2.09A(4)(b) Warranty Provide a 7 -year replacement warranty from the manufacturer of the luminaires from the date of installation against any defects or failures. Replacement luminaires must be provided within 10 days after receipt of the failed luminaire at no cost to the Department. All warranty documentation must be submitted to the Engineer before installation. Replacement luminaires must be delivered to General Services, City Corporation Yard located at 4101 Truxtun Avenue, Bakersfield, California. 7 -2.09B Materials 7- 2.09B(1) General The City of Bakersfield has approved the following LEDs for use on City Projects: • Holophane -LVUI Series • LeoTek- GCI Series • Cree -XSP Series The luminaire includes an assembly that uses LEDs as the light source. The assembly includes a housing, an LED array, and an electronic driver (i.e., power supply). The luminaire must comply with the following requirements: 1. UL listed under UL 1598 for luminaires in wet locations or an equivalent standard from a recognized testing laboratory 2. Have a minimum operational life of 63,000 hours 3. Expected to operate at an average operating time of 11.5 hours per night 4. Designed to operate at an average nighttime operating temperature of 70 degrees F 5. Have an operating temperature range from -40 to +130 degrees F. 6. Rated wattage 10.Rated power in VA 7- 2.09B(3) Electrical The luminaire must operate from a 60 f3Hz AC power line over a minimum voltage range of 95 to 250 V(oc). The fluctuations of line voltage must have no visible effect on the luminous output. The standard operating voltages are 120 and 240 V(ac). The power factor of the luminaire must be 0.90 or greater. Total harmonic distortion, current and voltage, induced into an AC power line by a luminaire must not exceed 20 percent. The maximum power consumption allowed for the luminaire depends on the application and is as shown in the following table: Application M Maximum wattage Roadway 1 1 165 Roadway 2 2 235 Roadway 3 2 235 7- 2.09B(4) Surge Suppression and Electromagnetic Int The luminaire on -board circuitry must include an SPD to withstand high repetition noise transients because of utility line switching, nearby lightning strikes, and other interference. The SPD must protect the luminaire from damage and failure for transient voltages and currents as defined in ANSI /IEEE C64.41.2 (Tables 1 and 4) for Location Category C -High. SPD must comply with UL 1449 depending on the components used in the design. SPD performance must be tested under ANSI /IEEE C62.45 based on ANSI /IEEE C62.41.2 definitions for standard and optional waveforms for Location Category C -High. The luminaires and associated on -board circuitry must comply with the Class A emission limits provided in FCC title 47, subpart B, section 15 regulations concerning the emission of electronic noise. 7- 2.09B(5) Compatibility The luminaire must be operationally compatible with currently used lighting control systems and photoelectric controls. 7- 2.09B(6) Photometric Requirements The luminaire must maintain a minimum illuminance level throughout the minimum operating life. The L70 of the luminaire must be the minimum operating life or greater. The measurements must be calibrated to standard photopic calibrations. The luminaire must have a correlated color temperature range of 3,500 to 6,500 K. The color rendering index must be 65 or greater. The luminaire must not allow more than: 1.10 percent of the rated lumens to project above 80 degrees from vertical. 2.2.5 percent of the rated lumens to project above 90 degrees from vertical. 7- 2.09B(7) Thermal Management The thermal management of the heat generated by the LEDs must be of a sufficient capacity to assure proper operation of the luminaire over the minimum operation life. The LED maximum junction temperature for the minimum operation life must not exceed 221 degrees F. The junction -to- ambient thermal resistance must be 95 degrees F per watt or less. Thermal management must be passive by design. The use of fans or other mechanical devices is not allowed. The heat sink material must be aluminum or other material of equal or lower thermal resistance. The luminaire must contain circuitry that will automatically reduce the power to the LEDs to a level that will insure the maximum function temperature is not exceeded, when the ambient outside air temperature is 100 degrees F or greater. 7- 2.09B €8) Physical and Mechanical Requirements I The luminaire must be a single, self- contained device, not requiring on site assembly for installation. The power supply for the luminaire is integral to the unit. The maximum weight of the luminaire must not exceed 35 lb. The maximum effective projected area when viewed from either side or either end must be 1.4 sq ft. The housing must be a light to medium gray color within the Federal- Standard -595 range of 36250 to 36500 for flat sheen. The housing must be fabricated from materials designed to withstand a 3,000 -hour salt spray test under ASTM B 117. All aluminum used in housings and brackets must be of a marine grade alloy with less than 0.2 percent copper. All exposed aluminum must be anodized. Each refractor or lens must be made from UV- inhibited high impact plastic €e.g., acrylic or polycarbonate) or heat- and impact- resistant glass, and be resistant to scratching. Polymeric materials of enclosures containing either the power supply or electronic components of the luminaire must be made of UL94VO flame retardant materials. The lenses of the luminaire are excluded from this requirement. Paint or powder coating of the housing must comply with section 86. A chromate conversion undercoating must be used underneath a thermoplastic polyester powder coat. Each housing must be provided with a slip fitter capable of mounting on a 2 -inch pipe C. This slip fitter must fit on most arms with outside diameters from 1 -5/8 to 2 -3/8 inches. The slip fitter must be capable of being adjusted a minimum of t5 degrees from the axis of the tenon in a minimum of five steps: +5, +2.5, 0, -2.5, -5. The clamping brackets of the slip fitter must not bottom out on the housing bosses when adjusted within the designed angular range. No part of the slip fitter mounting brackets on the luminaires must develop a permanent set in excess of 1/32 inch when the two or four, 3/8 -inch diameter cap screws used for mounting are tightened to 10ft -lb. Two sets of cap screws may be supplied to allow the slip fitter to be mounted on the pipe tenon in the acceptable range without the cap screws bottoming out in the threaded holes. The cap screws and the clamping brackets must be made of corrosion resistant materials or treated to prevent galvanic reactions, and be compatible with the luminaire housing and the mast -arm. The assembly and manufacturing process for the LED luminaire must be designed to assure internal components are adequately supported to withstand mechanical shock and vibration from high winds and other sources. When tested under California Test 611, the luminaire to be mounted horizontally on the most arm must be capable of withstanding the following cyclic loading for a minimum of 2 million cycles without failure of any luminaire parts: CYCLIC LOADING Plane Power Supply Minimum peak acceleration level (G= acceleration due to gravity) Vertical Installed 3.0 G peak -to -peak sinusoidal loading some as 1.5 G peak) Horizontal Installed 1.5 G peak -to -peak sinusoidal loading same as 0.75 G peak) Perpendicular to direction of mast arm The housing must be designed to prevent the buildup of water on top of the housing. Exposed heat sink fins must be oriented to allow the water to freely run off of the luminaire and carry dust and other accumulated debris away from the unit. The optical assembly of the luminaire must be protected against dust and moisture intrusion to at least NEMA rating IP66. The power supply enclosure must be protected to at least NEMA rating IP43. Each mounted luminaire must be furnished with a photoelectric unit receptacle and a rain tight shorting cap must be provided and installed. The receptacle must comply with Section 86- 6.07B, "Types, of the Standard Specifications. Each luminaire must be furnished with a weather - tight, 2 position circular connector. The connector must be compatible with MIL -DTL- 26482, Series 1, with a shell size 8, and 2 position sockets in the standard orientation. The connector must satisfv level of protection aaainst dust and moisture ingress to at least NEMA rating IP66 in the mated state. A weather tight connector cap conforming to at least NEMA rating IP66 must be installed. The dimming control leads from the PEU control wires must be installed into the connector. The grey lead must be in position 1 and the violet lead must be in position 2. When the components are mounted on a down - opening door, the door must be hinged and secured to the luminaire housing separately from the refractor or flat lens frame. The door must be secured to the housing so to prevent its accidental opening. A safety cable must mechanically connect the door to the housing. Field wires connected to the luminaire must terminate on a barrier type terminal block secured to the housing. The terminal screws must be captive and equipped with wire grips for conductors up to No. 6. Each terminal position must be clearly identified. The power supply must be rated for outdoor operation and have at least NEMA rating IP65. The power supply must be rated for a minimum operational life equal to the minimum operational life of the luminaire or greater. The power supply case temperature must have a self -rise of 77 degrees F or less above ambient temperature in free air with no additional heat sinks. The power supply must have two leads to accept standard 0- 10V(dc). Dimming control must be compatible with IEC 60929. If the control leads are open or the analog control signal is lost, the circuit must default to 100% power. Conductors and terminals must be identified. An in -line fuse shall be located in the pull box. 7 -1.10 DETECTORS. Detectors shall conform to the provisions in Section 86_5, "Detectors ", of the Standard Specifications and these special provisions. Location and layout of detector loops shall be as directed by the Engineer. CONSTRUCTION MATERIALS: Loop detector lead-in cables shall conform to the provisions in Section 86_5.01A (4), "Construction Materials ", of the Standard Specifications and these special provisions. Loop detector lead -in cables shall be Type B, and shall conform to the following: Loop wires in the pull box shall be twisted at a minimum rate of five (5) turns per foot, and the splice must be soldered and completely waterproof. Connect one end of the shield to earth ground (at cabinet) and insulate the other end with no possible path to earth ground. All spade connectors used to attach to terminals inside the controller cabinet shall be crimped and soldered to the conductor. INSTALLATION DETAILS: Installation details shall conform to the provisions in Section 86-5.01A (5), "Installation Details ", of the Standard Specifications and these special provisions. Slots cut in the pavement shall be blown out and dried before installing inductive loop detectors. After conductors are installed in slots cut in the pavement, the slots shall be filled with epoxy„ sealant conforming to the requirements in Section 95_2.09, "Epoxy Sealant for Inductive Loops, to within one - eighth (1/8 ) inch of the pavement surface. The sealant shall be at least one -half (1/2) inch thick above the top conductor in the saw cut. Before setting, surplus sealant shall be removed from the adjacent road surfaces without the use of solvents. In lieu of the epoxy sealant specified above, slots may be filled with either of the following materials: a. An elastomeric sealant conforming to Section 86 -5.01A (5), "Installation Details ", of the Standard Specifications. b. Asphaltic Emulsion Inductive Loop Sealant conforming to Section 86 -5.01A (5), "Installation Details", of the Standard Specifications. Identification of each conductor pair shall consist of labeling the phase and detector slot number (e.g. _ 6J2L, 8J8U, 315U, etc.) in permanent ink on a tag suitable for such purposes (Stuart Electric Ty Rap, Catalog No. TY5532 or approved equal). Detector loops in concrete pads shall be sealed with epoxy sealant. 7 -2.11 STATE OF CALIFORNIA SPECIFICATION ASPHALTIC EMULSION INDUCTIVE LOOP SEALANT 1.0 SCOPE. This specification covers a one component, pourable sand filled, asphaltic emulsion for use in sealing inductive wire loops and leads imbedded in asphalt and Portland cement concrete. This sealant is suitable for use in freeze -thaw environments. 2.0 APPLICABLE SPECIFICATIONS. The following specifications, test methods and standards in effect on the opening date of the Invitation to Bid form a part of this specification where referenced: American Society for Testing and Materials D2939, D2523 California Test Method No. 434 California Department of Transportation Standard Specifications 1988 State of California Specification 8010_XXX_99 Inspection, Testing and Other Requirements for Protective Coatings Code of Federal Regulations, Hazardous Materials and Regulations Board, Ref. 49CFR. 3.0 REQUIREMENTS. 3.1 Composition The composition of the loop sealant shall be a sand filled, pourable, water emulsified bitumen. It will be the manufacturers responsibility to produce a one-component product to meet the properties specified herein. 3.2 Characteristics of the Sealant 3.2.1 Residue by evaporation, weight percent 70 minimum Use ASTM D2939 3.2.2 Ash content, weight percent 50 to 65 Use ASTM D2939 3.2.3 Firm set time, hours, 4 maximum test at one (1) hour intervals, use ASTM D2939 3.2.4 Brookfield viscosity, Poise 50 to 125 RVT Spindle #3, 10 RPM at 75 + 2" F. 3.3 Properties of the Dried Film 3.3.1 Flexibility No full depth use ASTM D2939, except air dry specimens to cracks constant weight at 75 +/- 5 deg. F. and 50 +/- ten percent (10 %) relative humidity. Condition mandrel and specimens two (2) hours at 75 +/- 2 deg. F. before test. Use aluminum panels, 0.03 inches thick (Q panel or equal) 3.3.2 Tensile Strength, Psi, 20 minimum cast sheets 0.25 inches thick and air dry at 75 / -+ 5 deg. F., 50 +/- ten percent (107.) relative humidity for minimum of sixteen (16) hours. Load rate 0.05 inches /minute, use ASTM D2523. 3.3.3 Elongation, % 2.0 minimum Some conditions as 3.3.2 use ASTM D2523 3.3.4 Slant -shear strength to concrete, psi, 150 minimum Use California Test Method No. 434, Part VIII. Space damp blocks with no loss with 0.25 inches between slant faces, seal sides and bottom with tape of adhesion and fill with the well stirred sample, strike off the excess. Dry in 140 to concrete deg. F. oven to constant weight and condition one (1) day at 75 +/- 2 deg. F. before testing. Load rate to be 5000 Ibs /minute. 3.3.5 Resistance to water, No blistering,re- Use ASTM D2939, Alternative B emulsification or loss of adhesion 3.4 Workmanship 3.4.1 The sealant shall be properly dispersed and any settling shall be easily redispersed with minimum resistance to the sideways manual motion of a paddle across the bottom of the container. It shall form a smooth uniform product of the proper consistency. If the material cannot be easily redispersed due to excessive settlement as described above or due to any other cause, the sealant shall be considered unfit for use. 3.4.2 The sealant shall retain all specified properties under normal storage conditions for twelve (12) months after acceptance and delivery. The vendor shall be responsible for all costs and transportation charges incurred in replacing material that is unfit for use. The properties of any replacement material, as specified in Paragraph 3.0, shall remain satisfactory for twelve (12) months from date of acceptance and delivery. 3.4.3 The sealant shall comply with all air pollution control rules and regulations within the State of California in effect at the time the sealant is manufactured. 4.0 QUALITY ASSURANCE PROVISIONS. 4.1 Inspection This material shall be inspected and tested in accordance with State of California Specification 8010_XXX -99, or as otherwise deemed necessary. 4.2 Sampling and Testing Unless otherwise permitted by the Engineer, the material shall be sampled at the place of manufacture and application will not be permitted until the material has been approved by the Engineer. 5.0 PREPARATION FOR DELIVERY. 5.1 Packaging The sealant shall be prepared in a one package system ready for application. The material shall be furnished in container size as specified in the purchase order or contract. If ordered in five (5) gallon size the containers shall be new, round standard full open head with bails, shall be nonreactive with the contents, and shall have compatible gaskets. The containers shall comply with the U.S. Department of Transportation or the Interstate Commerce Commission regulations, as applicable. 5.2 Marking All containers of material shall be labeled showing State specification number manufacturers name, date of manufacture and manufacturers batch number. The manufacturer shall be responsible for proper shipping labels as outlined in Code of Federal Regulations, Hazardous Materials and Regulations Board, Reference 49 CFR. 6.0 NOTES. 6.1 Directions for Use Saw cuts shall be blown clean with compressed air to remove excess water and debris. The sealant must be thoroughly stirred before use and hand poured into the slots. Due to the sand content of this material, pumping is not recommended. Any clean up of road surface or tools can be done with water, before the sealant sets. 6.2 Patents The Contractor shall assume all costs arising from the use of patented materials, equipment, devices, or processes used on or incorporated in the work, and agrees to indemnify and save harmless the State of California, and its duly authorized representatives, from all suits at law or action of every nature for, or on account of, the use of any patented materials, equipment, devices or processes. 6.3 Certificate of Compliance The manufacturer shall furnish a Certificate of Compliance with each batch of sealant, in accordance with the provision of Section 6_1.07, of California Department of Transportation Standard Specifications, January 1988. End A. 7 -2.12 GUARANTEE. The Contractor shall furnish a written guarantee to the City on the form attached, guaranteeing all systems installed under this contract for a period of one (1) year from the date of acceptance of the work. The guarantee, properly executed, shall be filed with the City before notice of completion and final acceptance is made by the City of the work described on the plans and these special provisions.
