On behalf of the City, we would like to give a special thanks to those organizations that made this possible, including: • San Joaquin Community Hospital • Kaiser Permanente • KS Industries • Sunshine Metal Clad • Bakersfield Police Officer Association This special community event that attracts thousands every year would not be possible without your help! Attached you will find the monthly TRIP Status Report for the month of June. The report gives a summary of each TRIP project in construction, in design, and under review. Completion percentages and pictures of projects are also included. Drought News Recreation and Parks Department has installed a drought tolerant landscape as a demonstration area behind City Hall North. Using drip irrigation through decomposed granite, city staff will be able to monitor the efficiency of this technique for future use in other locations. Thus far, the City has received positive comments from residents. Included in the landscape is Palo Verde Trees, Deer and Grass, Rosemary and Blue Grass Fescue. General Information June 5, 2015 Page 2 As has been covered in the media, the Water Department projects that the City entitlement of water on the Kern River will run out in late July when the City storage quantity in Lake Isabella is exhausted. This has not occurred since records were first kept on the Kern in 1894. Notice has been given to parties who contract with the City for a portion of that water supply and efforts to identify alternative ways of supplying the properties in question will be cooperatively explored as a major priority. The Water Department will continue to attempt to identify creative ways to minimize the impacts due to this condition. It is again, unprecedented and its duration grows in importance over time. In May 2015, the City of Bakersfield domestic water system used 24.6% less water than May 2013. Also, residential gallons per capita per day (R-GPCD) was reduced by 27.2%. The 36% reduction tier starts next month. The best advice for the City to meet our 36% reduction goal is to resist the temptation to increase outside watering times as the weather warms up. Residents should continue their April outside irrigation practices for June, July, and the remainder of the summer. This formula is the best and easiest way to achieve a 36% reduction. Staff in the Information Technology Division has developed a user friendly database that allows residents to determine their local watering restrictions. Residents can go to the Drought Resources Webpage at http://www.bakersfieldcity.us/drought/ and click on the Water Restrictions Lookup Application. The application will direct them to type in their address where they will be able to view water restrictions that are applicable to their property along with their water district. This map does not include small community water districts. If residents would like their district added, they are encouraged to contact their Water District Administration and ask them to send an official boundary map to the City of Bakersfield GIS Team. General Information June 5, 2015 Page 3 Miscellaneous News The millennial population of the Bakersfield, Calif., metropolitan area increased by 38 percent from 2010 to 2013, according to data compiled by Bloomberg, making the Central Valley metro the second fastest-growing for Americans aged 20 to 34. If Bakersfield doesn't strike you as a likely landing spot for millennials, it has that in common with the other California cities on the Bloomberg list—none of which have the hipster cachet of a Brooklyn or a San Francisco. What the cities below do have, for the most part, is a cheaper cost of living. The State Employment Development Department recently released the preliminary April 2015 employment figures for Kern County. o County wide, the unemployment rate decreased by .9 % to 10.3% when compared to March 2015 o The City’s unemployment rate is 9.2% - compared to the unadjusted state average of 6.1% o Oil and Gas employment fell 1.9% during this same period – this category now reflects a 14.9% decrease year-over-year General Information June 5, 2015 Page 4 o Industries with notable gains compared to last month include farming (22%; seasonal), leisure and hospitality (2%) and department stores (3.4%) TRIP and Other Road Improvements  Traffic Shift for Eastbound State Route 178 Motorists traveling eastbound on State Route 178, between Fairfax Road and Canteria Drive, are advised to anticipate delays on Tuesday, June 9th as traffic is shifted from the bypass onto the newly-paved freeway. Westbound traffic was shifted onto the new freeway lanes on June 2nd. The traffic shift will take place between the hours of 10 a.m. and 2 p.m. The contractor will make the shift using traffic control on State Route 178 between Fairfax Road and Canteria Drive. Motorists may be stopped for up to 10 minutes during the process. There will be no access to or from Morning Drive at this point in time.  Reconstruction of Gosford Road from White Lane to Ming Avenue Beginning Monday June 8th the City of Bakersfield will begin a project to reconstruct the roadway on Gosford Road from White Lane to Ming Avenue. During the reconstruction of the roadway, traffic will be reduced down to one lane in each direction. In addition, access to side streets and driveways will be closed only for the period of time that reconstruction is occurring in these areas. Detours and alternate access points will be provided during these closure periods. This will result in traffic delays, so drivers are urged to use alternate routes. The intersection of Gosford Road and Ming Avenue will be reconstructed on a weekend (Saturday and Sunday). A forthcoming press release will provide the dates and times of this closure. To see future movies, please see the attached flyer. o Pools at McMurtrey, Silver Creek, Jefferson and Martin Luther King will be open from 1:00 – 4:45 p.m. for the summer. McMurtrey is $4 per person or $13 for groups of four. Silver Creek is $1.00 per person. Jefferson and Martin Luther King Pools are free admission for the entire summer. Season passes are also available at discounted prices. o Beale Park Band concerts, performed by members of the Bakersfield Symphony, will perform Sunday, June 7th at 7:00 p.m. They are Free every Sunday for the month of June. report is to provide a periodic up‐to‐date snapshot of each project’s recent major  activities and progress. If you have questions, or need additional information, please  contact Janet Wheeler at the TRIP office, (661) 326‐3491.    MILESTONES  The State Route 178/Morning Drive project is rapidly progressing toward its summer completion date.  Westbound traffic was moved from the bypass onto the newly‐paved freeway lanes on June 2nd. Eastbound  traffic is expected to be switched over to the new lanes on June 9th. Access to and from Morning Drive will  remain closed while construction work continues on the project.    Work on the Hosking Avenue Bridge is underway – the contractor for the State Route 99/Hosking Avenue  Interchange began erecting falsework on the west side of the bridge in May. The placement of falsework over  the southbound freeway lanes was completed on June 2‐3, under nighttime freeway closures. The remaining  falsework is expected to be erected this month, with work over the northbound lanes occurring in mid‐June  under nighttime closures.    The Centennial Corridor right‐of‐way efforts hit a milestone last month. City Council approved the 100th full  residential acquisition on May 6th. To date, 106 full residential properties have been acquired; one commercial  and one multi‐family property have also been acquired. These property owners have voluntarily elected to  participate in the early acquisition process prior to the completion of the final environmental document.       PROJECTS UNDER CONSTRUCTION      State Route 178/Morning Drive Interchange  Contractor: Granite Construction  81% complete; anticipated completion: July 2015       The freeway lanes have been paved and westbound traffic has been shifted onto the new lanes. Eastbound  traffic is expected to be moved from the bypass onto the new freeway lanes on June 9th. Morning Drive remains  closed to traffic south of Auburn Street while work continues on the project.        Additional work completed in May includes the final lift of asphalt for the on‐ and off ramps and for Morning  Drive, stamped concrete in various areas, and installation of overhead sign foundations.        The soundwall adjacent to the Canyon Hills Church residential units was also completed in May. This  soundwall includes concrete block on the lower half of the wall and Plexiglas® panels on the top half, which  preserves the residents’ view of the valley and mountains.        Upcoming activities for the month of June include beginning construction on Morning Drive south of the new  bridge and erecting the overhead signs.    State Route 99/Hosking Avenue Interchange  Contractor: Granite Construction  30% anticipated completion: early 2016       The new Hosking Avenue Bridge abutments and center columns are complete and the contractor is erecting  falsework for construction of the bridge. The work above the freeway travel lanes is being performed during  June 2015 TRIP Status Report  TRIP Status Report  June 2015      Page 2 nighttime hours. Falsework above the southbound lanes has been installed, and the remaining falsework is  expected to be erected this month. Falsework supports the steel and concrete while the bridge is under  construction, and will be removed once the bridge can support itself. The contractor will begin placing rebar for  the stems and soffit (walls and bottom of the bridge) once the falsework is in place.       Earthwork continues for the roadway and ramp embankments, and the contractor plans to continue  importing dirt from the State Farm Sports Village site through mid‐June.        The contractor expects to complete the subgrade and begin work on the curb and gutter for Hosking Avenue  and the on‐ and off‐ramps on the east side of the project in June.     Beltway Operational Improvements  Contractor: Security Paving Company  1% complete; anticipated completion: summer 2017       Weekly construction meetings are now being held for the Beltway Operational Improvements Project, which  includes various improvements along State Route 58, from east of State Route 99 to Cottonwood Road, and on  State Route 99 from Wilson Road to north of Ming Avenue.        Additional construction signage will be placed throughout the project area and motorists will see more  construction activity in mid‐June as work begins in various areas.     Rosedale Highway Widening  Contractor: Teichert Construction  3% complete; anticipated completion: mid‐2016       The contractor continues removing the median and installing temporary paving between Gibson Street and  Patton Way. This work is performed under nighttime closures, which are expected to remain in effect Sunday  through Thursday nights between 8 p.m. and 6 a.m. for several weeks. Additional work in May includes fence  relocations, the installation of a 36‐inch storm drain at a county basin, and the relocation of fire hydrants and  miscellaneous water service relocations. These relocations will continue in June.        This month, the contractor plans to complete the median removal and place the temporary pavement  between Gibson Street and Patton Way, install temporary striping, and shift both directions of traffic to the  inside of the roadway. This will allow widening construction to begin on the outside of the roadway. The  contractor plans to begin with the westbound lanes. The June schedule also includes railroad modifications, the  installation of a 16‐inch waterline, storm drain modifications, curb and gutter, and installation of new traffic  signal poles.      The City has possession of all of the right‐of‐way necessary to construct the project; 97 ownerships have been  acquired, and two ownerships are in the condemnation process.    State Route 178 Widening  Contractor: Granite Construction  2% complete; anticipated completion: mid‐2017       The State Route 178 Widening Project will widen the highway from two to six lanes from Canteria Drive to  Masterson Street, and from two to four lanes from east of Masterson Street to Miramonte Drive.        Utility companies are currently relocating lines along the corridor and their work is expected to continue  through the summer months. Road widening activities are expected to begin in late summer.       The City has possession of all of the right‐of‐way necessary to construct the project; 26 ownerships have been  acquired and three ownerships are in condemnation.            TRIP Status Report  June 2015      Page 3 PROJECTS IN DESIGN AND RIGHT‐OF‐WAY    State Route 99 Auxiliary Lane/Rosedale Highway Off‐ramp Improvements  Designer: Parsons  Design 100% complete; Project is within existing Caltrans right‐of‐way; Anticipate bidding: summer 2015       The project provides operational and safety improvements along southbound State Route 99 and at the  Rosedale Highway off‐ramp. The City, Kern Council of Governments, and Caltrans worked together to obtain  $7.5 million from the State Highway Operation and Protection Program (SHOPP), which will allow federal funds  originally programmed for this project to be used on other eligible TRIP projects. City Council approved a co‐op  agreement for the project on May 20th. This project is expected to be on the California Transportation  Commission’s agenda in June. Following the Commission’s approval for funding, the project will be advertised  for construction.   24th Street Improvement Project   Designer: TYLin International (TYL)  Design 60% complete; Right‐of‐Way 86% complete (full acquisitions); Anticipate bidding: mid‐2016   60% design plans are under review by Caltrans   Soundwall selection has been deferred to allow for additional input from area residents. Renderings of the  soundwall alternatives may be viewed on the TRIP website   Potholing for utilities is planned for June   Property acquisitions are underway    21 full residential properties (two were removed through design enhancements)   ‐ 18 properties have been acquired; 3 properties are in negotiations   Plats/Legals are being prepared for partial acquisitions    Hageman Flyover  Designer: Caltrans   Design 30% complete; Right‐of‐Way 0% complete   A 30% constructability review meeting was held on May 27th and no significant issues were identified   A draft freeway agreement is expected to be submitted in late June for City and County review   The utility verification process is complete and potholing is expected to begin this summer   Right‐of‐way acquisition will not begin until design has progressed to 95%   12 properties, subject to change as design progresses    Truxtun/Oak Intersection Operational Improvements   Designer: Dokken Engineering   Design 40% complete; Right‐of‐Way 0% complete        The project will widen Truxtun Avenue, to three lanes in each direction, from Empire Drive to east of Oak  Street, modify the curve at the Westwind Drive intersection, and provide a right‐turn deceleration lane for  westbound traffic turning north onto Westwind Drive. Construction is anticipated to begin in mid‐ to late 2016,  depending upon environmental permits and right‐of‐way acquisitions.   Caltrans review for the Centennial Corridor Project Final Environmental Document is ongoing; Caltrans QA  review is concluding and moving into technical editing and senior manager review.   Advanced preliminary design work is ongoing; 30% design plans are expected to be completed this summer.   Survey work for advance preliminary engineering is underway and survey and design crews are expected to  be in the field for several weeks   Geo‐technical work continues and crews will be in the field collecting core sample from various locations  along the alignment for several weeks  
