Kaiser Permanente and San Joaquin Community Hospital along with KS
Industries, Sunshine Metal Clad and the Bakersfield Police Officers
Association have teamed up to sponsor a July 4th Celebration, featuring a
free fireworks show and live entertainment, at the Park at River Walk. The
event will get started at 6:00 p.m. on stage at Bright House Networks
Amphitheater featuring music by Foster Campbell & Friends with fireworks
getting under way at 9:00 p.m. Food and beverage will be available for
sale by Uncle’s BBQ, Carney Kettle Korn and Shaved Ice, and Brazilian Hot
Dogs. There will also be games and activities including bounce houses
available for children. Thank you again for the sponsors who have made
this possible!
Good News! The 2014 Water Energy Grant the City applied for with the
State Department of Water Resources was recently approved for a value
of $681,739. This will fund the installation of Maxi-com systems for 22 of our
City parks allowing us to conserve more water while efficiently maintaining
the grass and trees. The City received a grant last year for the installation
of the Maxi-com system for 18 other parks. The combine grants will allow
the majority of City parks to be on the Maxi-com systems saving the City
an estimated 100 million gallons of water per year. A press conference
with state legislators will be held locally later in July. A special thanks to
staff from Recreation and Parks and Water Resources for their hard work in
seeing these grants through.

Attached you will find the monthly TRIP Status Report for the month of July.
The report gives a summary of each TRIP project in construction, in design,
and under review. Completion percentages and pictures of projects are
also included.
Attached you will find the IACP Quarterly Report. In October 2014, the City
Council approved the IACP implementation plan, which allocated $2.3
million toward funding many of the priority 1 and 2 recommendations. We
are happy to announce that 15 recommendations are completed and/or have been implemented; eight recommendations are underway; and 11
recommendations are for future consideration. Staff will continue to
provide these quarterly updates in the future, as necessary.
City offices will be closed this Friday, July 3rd in observance of the Fourth of
July holiday. Trash and recycling services in Bakersfield will not be delayed
due to the holiday. However, the Mount Vernon Greenwaste Facility will
be closed to the public on Saturday.
I will be taking vacation July 7th and 8th. During my absence Steve Teglia
will be in charge and the office will have my contact information if
necessary.

o All City pools are open 7 days a week from 1:00-4:30 p.m. for open
swim including the July 4th holiday.

Summary
In January 2014, the City of Bakersfield (City) selected the International Association of
Chiefs of Police (IACP) to conduct a comprehensive study of the Bakersfield Police
Department’s (BPD’s) management and operations. In September 2014, the IACP Study
outlined 34 recommendations to further improve BPD’s management and operations. In
October 2014, the City Council approved $2.3 million in funding to begin implementing
Priority 1 and 2 recommendations.
The following quarterly progress report includes the recommendations’ implemented,
underway, and for future consideration. Please note that once a recommendation is
implemented that it will not be displayed again in the narrative of this report; however,
a summary of all the recommendations implemented can be found as Attachment A.
Recommendations Implemented
1. Revise call priority classifications (Workload Management – Priority 1)
The BPD created a committee to review the prioritization of calls for service. After
completing a draft calls for service prioritization matrix, the committee presented
the recommendations for public feedback at various community meetings. The
reprioritization of calls for service commenced July 1, 2015. A summary of the revised
call priority classification can be found as Attachment B.
2. Maximize data mining and sharing opportunities (Data Drive Practices – Priority 2)
The BPD partners with Local, State, and Federal agencies to share information to assist in effective crime prevention, intervention, and enforcement strategies. The
BPD continues to explore other data mining and sharing opportunities as available.
3. Develop prevention and intervention programs for juveniles (Youth-Focused Policing – Priority 2)
The BPD has assigned one full-time officer as a School Resource Officer (SRO). The
SRO works collaboratively with students and their families to mitigate issues related to school truancy, attendance, and behavioral problems. In addition, the SRO is
accompanied by two other officers acting as SROs when attending School Attendance Review Board meetings hosted by several school districts in Bakersfield.
Also, The BPD’s Community Relations Unit and Bakersfield Police Activities League have implemented a “Road to Success” girls’ social program that focuses on at-risk
middle school girls in the community. The program assists participants with planning and achieving educational and life goals, as well as developing communication
skills and self-confidence.

4. Develop leadership through exposure to contemporary practices (Leadership Development – Priority 3)
The BPD now participates in the IACP Civil Rights Committee meetings for additional
exposure on new policies and recommendations for community engagement and best practices. The first meeting was held in June 2015. IACP will schedule future
meetings in fall 2015. BPD personnel plan to attend these meetings in perpetuity.
5. Expand minority hiring efforts and include national organizations (Hiring and Promotion – Priority 4)
The City’s Human Resources Division, in collaboration with the BPD, takes affirmative
steps to inform and attract a diverse applicant pool in the recruitment of Police Officers. The mediums for outreach efforts include banners, posters, billboards,
television, radio, job fairs, websites, and groups and networks. These recruitment
efforts were presented to the Safe Neighborhood Committee in February 2015.
6. Revise Beat boundaries to equalize workload (Data Driven Practices – Priority 4)
The BPD currently revises and updates the beat boundaries to equalize workload
based upon Compstat data. This data is analyzed on a monthly basis and
subsequently beat boundaries are revised according to current crime trends. These
revisions will occur in perpetuity.
Recommendations Underway
1. Re-introduce and emphasize community policing concepts and practices
throughout BPD (Community Engagement – Priority 1)
Community policing concepts and practices are currently emphasized through
reassigning Patrol personnel into specific zones. Patrol personnel are now responsible
for a geographical area and its residents. More importantly, the Patrol personnel
can build a rapport with the community within their respective zone. As a result,
Patrol personnel have already hosted six community meetings (one per zone) this
calendar year, which has totaled approximately 1,000 community members. Six
additional community meetings are scheduled for later this calendar year. Also, the
BPD recently presented at a “Faith in Action” community meeting. Finally, the BPD
has created a community panel element within its mini-academy, which was
previously just used to teach academy graduates about departmental equipment,
policies, and procedures. Here members of the community can now provide new trainees with perspectives on how to engage and build trust within a diverse
community. Other community policing training activities are currently being developed and will be presented in the future.

2. Augment patrol staffing (Staffing – Priority 1)
The BPD is augmenting its Patrol personnel through nearly achieving its full complement. The BPD and Human Resources staff held a new Police Trainee
recruitment opening through the Police Civil Service Commission in March 2015. The academy graduates on July 2, 2015. Many of these graduates will be assigned as
Patrol personnel. Also, the BPD has found alternative ways to augment the workload of Patrol personnel, which has ultimately reduced response times. As previously
mentioned, a zone policing model has been applied that has proven to reduce response times. The IACP endorses the zone policing model as well.
3. Increase the role and responsibility of Senior Patrol Officers in Patrol
(Staffing – Priority 1)
The BPD has identified opportunities to increase the roles and responsibilities of
Senior Police Officers assigned to the Operations Division. A training plan has been
established as well. Preliminary meetings in regards to updating the job
specifications have occurred between the Operations Captains, Human Resources
staff, and the Bakersfield Police Officers Association.
4. Invest in training for the use of current technologies and data analysis
(Data Driven Practices – Priority 2)
The BPD has invested in training related to current technologies and data analysis.
The types of subject matters include ArcGIS (mapping), EnCase (electronic forensic
evidence), Compstat (monitoring crime trends), crime analysis, and other
technology-related training courses and conferences. Additional technology
training and data analysis for BPD personnel is scheduled in fall 2015.
5. Create a Community Liaison Unit (Community Engagement – Priority 3)
The BPD is working toward creating a Community Liaison Unit (CLU). One CLU Officer
has been hired and subsequently acting in this role. The IACP Study recommends
hiring a total of three CLU Officers. The BPD anticipates increasing its CLU Officers
incrementally upon the graduating academy completing their field training.
6. Support commitment to community policing through detailed goals and objectives
(Community Engagement – Priority 4)
The BPD has supported a commitment to community policing through reassigning

7. Institute an ongoing recruitment process (Hiring and Promotion – Priority 4)
The Police Officers Standards and Training (POST) exam historically used by the City
precludes candidates from taking the exam more than once every six months. Staff assessed and the Police Civil Service Commission recommended implementing an
alternative POST exam (Pellet-B), in which candidates are eligible to retest every 30 days. The most recent Police Trainee recruitment accepted Pellet-B scores from
other agencies. Due to staffing and logistical concerns, the City has partnered with the County of Kern’s Human Resources Department to provide an adequate test
location and shared duties in test proctoring. City and County staff anticipate meeting in the near future to finalize the testing implementation plan. The rollout of
this new plan is tentatively scheduled in September 2015.
8. Market services, values, and accomplishments of the BPD, both internally and
externally (Community Engagement – Priority 4)
The BPD has established a new Facebook webpage, which allows for the interaction
between the community and BPD personnel. The webpage currently has over
11,500 followers. Also, the BPD is upgrading its website in the future. A more definitive
timeline for the rollout of the upgraded website will be identified next report.
