HomeMy WebLinkAboutRES NO 083-15RESOLUTION NO 083- 1 5 A RESOLUTION DISPENSING WITH BIDDING PROCEDURES DUE TO EMERGENCY CONSTRUCTION REQUIRED TO INSTALL ARSENIC REMOVAL EQUIPMENT AT CITY DOMESTIC WATER WELL WHEREAS, California is in its fourth year of an unprecedented drought and the City of Bakersfield has limited surface water supplies available to provide water to its domestic water service area customers; and WHEREAS, due to the drought and lack of surface water supplies, the City must ensure that its domestic water wells are operational to provide potable pumped groundwater to its customers and to maintain adequate pressures; and WHEREAS, the City operated domestic water well CBK 41 regularly until its arsenic levels exceeded the State's maximum contaminant level, and thus the well had to be taken out of service in 2009 and City relied on treated surface water supplies from Kern County Water Agency's Improvement District No. 4 (ID4); and WHEREAS, since there are now limited surface water supplies from ID4 due to the drought, reactivating CBK 41 will improve the City's ability to deliver drinking water to customers while reducing the need for a critical dry year water supply from ID4's water treatment plant and will improve water pressure issues that have historically occurred in the area, especially during the summer months; and WHEREAS, City must maintain adequate pressure and water supplies to avoid health and safety issues for its domestic water system customers; and WHEREAS, City staff has worked with the City domestic water system's operation and maintenance contractor, Cal Water, to determine an arsenic treatment system that could be installed at CBK 41 for removal of arsenic; and WHEREAS, the City has purchased the arsenic treatment media and equipment but the site work consisting of installing site piping, arsenic treatment equipment must be installed at the CBK 41 well site; and WHEREAS, due to the urgent necessity to get CBK 41 back on line for the above stated reasons, the City has received a proposal from WM Lyles to install the site piping, arsenic treatment equipment, and other related items under an emergency status; and WHEREAS, WM Lyles is well qualified to manage and construct a project of this complexity. -- Page 1 of 2 Pages -- NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield as follows: l . The above recitals are true and correct and incorporated herein by reference. 2. The work, supplies, equipment or materials for this project is required due to urgent necessity for the preservation of life, health or property 3. The Finance Director is authorized to dispense with bidding in accordance with Section 3.20.060 of the Bakersfield Municipal Code. 4. The expenditure of funds for said work, supplies, equipment or materials shall not exceed Three Hundred Thousand Dollars ($300,000). .J.
