HomeMy WebLinkAbout07/10/2015AT OFFICE OF THE CITY MANAGER July 10, 2015 TO: Honorable Mayor and City Council FROM: Alan Tandy, City Manager Subject: General Information Good News The City of Bakersfield Water Department saw a total water reduction in its domestic service area of 34% in June 2015 as compared to June 2013. Residential water reduction, which accounts for nearly 75% of the total water reduction, met the State’s target of 36%. The formula for success is for residents to continue to resist the temptation to increase lawn watering times over the next few hot summer months. Staff is very impressed and pleased with the citizens of Bakersfield taking on the responsibility to conserve water. The Wastewater bond sale went very well Wednesday. Staff hit the market on a good day for municipal transactions. The combined global issues with Greece and China enhanced the attractiveness of our strong AA rated transaction. We had been estimating debt service savings of about $15 million with annual debt service being lowered by $700,000 to $800,000 per year. The final pricing calculates to overall savings on debt service of $17,577,838; with annual debt service being lowered in most years by $1,040,000. This is very good news in a difficult economic time. As always, staff will continue to look for ways to save the City money and be fiscally responsible. The estimated borrowing needed to complete TRIP projects was $270 million in February of 2013. In 2014 that amount was reduced to $240 million. We are pleased to advise you that the new estimate is between $190 and $200 million. A memo from Finance Director Nelson Smith on that subject is enclosed which provides details as well as a response to the referral from Councilmember Maxwell on spending. The TRIP team continues to seek new revenue sources to replace borrowing and reduce overall expenses. Another update to the numbers will occur when Cal Trans approves the 30% design on the Centennial Corridor. Colorado, Springs, CO As a reminder, Bakersfield has volunteered to be a Host Town for the Special Olympics, and will host athletes from Jordan and Kenya July 21st -24th prior to the start of the Games. During the athletes’ time here, they will have the opportunity to experience American culture and interact with Bakersfield residents. Councilmembers are invited to attend the Special Olympic Torch Run and the appreciation dinner. o Special Olympic Torch Run: Friday, July 17th, at 7:30 a.m., members of the International Law Enforcement Torch Run will carry the Flame of Hope, accompanied by members of our Bakersfield Police Department and also the California Department of Corrections. The run will take place along Truxtun Avenue starting at A Street and ending at the Kern County Liberty Bell near Chester. At the Liberty Bell, there will be a short ceremony and words offered by Mayor Harvey Hall. o Appreciation Dinner: Thursday, July 23rd, there will be an appreciation dinner for the athletes and their families, volunteers and dignitaries at 6:00 p.m. at the Church of Jesus Christ of Latter Day Saints, 5500 Fruitvale Ave Bakersfield, CA 93308. Notable Items  Cal Water has filed an Application for a General Rate Case with the CPUC which is the first step of the process for increasing rates for its water customers. They are proposing to increase rates by $92,107,000 or 10.9% in 2017, 4.3% in 2018, and 4.0% in 2019 averaged for all of their Districts. Below is a summary report of the rate increases for each one of Cal Water’s Districts including their Bakersfield District. For additional information and to review the entire report, please visit the Cal Water website at https://www.calwater.com/rates/general-rate-case/bk/ General Information July 10, 2015 Page 3 TRIP  Traffic Control on State Route 178 at Comanche Drive Motorists traveling State Route 178 are advised to anticipate delays in the vicinity of Alfred Harrell Highway/Comanche Drive next week, July 13th-17th. Pre-construction utility work for the State Route 178 Widening project will require one-way traffic control in this area while potholing operations are underway. This work is expected to take place between the hours of 6 a.m. and 4 p.m., daily. The traffic control, with intermittent flagging, will affect both directions of traffic on State Route 178. Motorists who must travel through this area should anticipate delays lasting up to five minutes, and are advised to allow extra time to reach their destinations.  Nighttime Geo-technical Work on State Route 99 Geo-technical surveys for the Centennial Corridor project’s preliminary design will be conducted during nighttime hours on State Route 99, between Stockdale Highway/Brundage Lanes and Ming Avenue, Monday, July 13th through Thursday, July 16th. The work will require closures of the outside lane in both the northbound and southbound directions, between the hours of 8 p.m. and 6 a.m., each night. The work entails drilling a small diameter hole within the right-of-way, collecting samples, and restoring the surface to pre-existing conditions. General Information July 10, 2015 Page 4  Upcoming Weekend Closure for Rosedale Highway A full round-the-clock weekend closure is planned for Rosedale Highway, between Mohawk Street and Landco Drive, from 8 p.m. on Friday, July 24th through 6 a.m. on Monday, July 27th. The closure is needed to allow the San Joaquin Valley Railroad to replace the panels across the roadway and for road construction work along this section of Rosedale Highway. This work is being performed in conjunction with the Rosedale Highway Widening Project. During the closure, motorists will need to use Mohawk Street, Truxtun Avenue and Oak Street to detour around this construction work. Detour signs will be posted along the detour route (see attached map). Access to businesses in this area will be available, but there will be no access across the railroad right-of-way on Rosedale Highway.
