Notable Items
We recently received the Sales Tax Quarterly Summary Report by Industry from the
State of California. As previously stated, the City of Bakersfield saw a 15.63 percent
reduction in its quarterly sales tax. This report provides us more detail and context with
what is happening in our local economy and provides us a basis to base our budget in
future years. Some of the central categories that showed double digit negative
activity included:
o Oil and Gas Services and Equipment -(40.06%)
o Building Materials -(20.36%)
o Service Stations (sales tax on fuel) -(18.40%)

Councilmember Smith and City staff are holding a Community Meeting at the Bill Park
Greens on Monday, July 20th at 6:00 p.m. to discuss the various options for the
playground renovation at the park. This public meeting will be an opportunity for
citizens to share their ideas into the type of playground amenities they would like
offered at the park.
The Flame of Hope passed through Bakersfield this morning on its final leg to the
Special Olympics World Games in Los Angeles. Mayor Harvey Hall issued a
proclamation at the event and Councilmember Parlier participated in the Torch Run
with other members of our Bakersfield Police Department. See attached pictures.
The City of Bakersfield Solid Waste Division and Keep Bakersfield Beautiful will present
"The Book of Life" at the Fox Theater this Saturday, July 18th at 12:00 p.m. While supplies
last, residents can pick up free movie tickets from Solid Waste at 4101 Truxtun Avenue,
Building A.
Prior to the event, those attending can learn more about what the City and the Keep
Bakersfield Beautiful Committee are doing to make Bakersfield an attractive place
and most importantly how they can do their part. Information and brochures will be
available beginning at 10:00 a.m.

I will be taking vacation Wednesday, July 22nd through Tuesday, July 28th. During my
absence Assistant City Manager, Chris Huot will be in charge and the office will have
my contact information if necessary. Mr. Huot will also be covering the July 22nd City
Council meeting in my absence.
TRIP and Other Traffic Updates
Centennial Corridor Geo-technical Work Schedule, July 20th-24th, 2017
Geo-technical surveys for the Centennial Corridor project’s preliminary design
continues this week, with work scheduled for the locations listed below. The work
entails drilling a small diameter hole within the right-of-way, collecting samples, and
restoring the surface to pre-existing conditions. All work is expected to be completed
between the hours of 8:30 a.m. and 4:30 p.m. Traffic control will be in place as
necessary. The following schedule is subject to change.
o Monday, July 20th
Eastbound California Avenue, just west of Easton Drive
Easton Drive, north of California Avenue
East end of Mona Way
o Tuesday, July 21st
Wible Road, just south of Wood Lane
Belle Terrace, just east and just west of the bridge crossing State Route 99
o Wednesday, July 22nd
Work is scheduled to occur along the Stine Canal and at a City/County
drainage basin
o Thursday, July 23rd

Off-street, adjacent to the southbound State Route 99 on-ramp from
westbound State Route 58
State Route 99 and State Route 58 Nighttime Lane and Ramp Closures
Motorists are advised to anticipate nighttime lane closures on State Route 99 and
State Route 58 next week as construction for the Beltway Operational Improvements
Project moves forward. The following closures are expected to be in effect Monday

night, July 20th through Wednesday night, July 22nd between the hours of 9 p.m. and 5
a.m.
On Monday and Tuesday night, motorists should anticipate nighttime closures on the
eastbound and westbound State Route 58, between State Route 99 and H Street.
These closures are needed to allow the contractor to place concrete barrier rail along
the median, to complete construction striping in the westbound lanes, and to make
shoulder repairs. At least one lane will remain open to traffic in each direction while
work is underway. Crews will start working behind the barrier rail during daytime hours beginning Wednesday.
Restriping work for southbound State Route 99, between State Route 58 and Wilson
Road, will require alternating lane closures on Tuesday night. The northbound lanes will
be restriped on Wednesday night and will also require alternating lane closures. All
lanes will be affected at some point during the operation, but at least two lanes will
remain open to traffic while work is underway. The freeway is being restriped to shift
traffic to the inside, which will allow all lanes to remain open during the majority of
construction. Daytime work along northbound State Route 99 is also expected to
begin next week and will require a shoulder closure in the area of construction.
The contractor also anticipates beginning work on the northbound State Route 99 off-
ramp to Ming Avenue on Monday and Tuesday nights. This work will require a
nighttime closure of the off-ramp between the hours of 9 p.m. and 5 a.m. The off-ramp
will be open to daytime traffic. Reconstruction of Gosford Road and Ming Avenue
intersection.
Reconstruction of Gosford Road and Ming Avenue Intersection
On Saturday, July 18th and Sunday July 19th reconstruction of the roadway will occur
within the intersection of Gosford Road and Ming Avenue. As a result of this construction operation, the intersection will be closed to thru traffic and traffic on
Gosford Road and Ming Avenue will be detoured to alternate routes. This work will be
done between the hours of 7:00 a.m. and 7:30 p.m. Full access to the intersection will
be available at the end of Sunday July 19th.
Detours and alternate access points will be provided during this closure period. This
will result in traffic delays, so drivers are urged to use alternate routes. All work on this project is scheduled to be complete on August 3rd. The City thanks the public for their
patience during the construction of these improvements.

Referral # 600 Council Meeting of May 20, 2015
“Councilmember Smith requested that staff investigate how other cities address
dumpsters in their downtown areas, and the possibility of drafting an ordinance
here in Bakersfield”
Staff surveyed several cities from California to see how they collect trash in their
downtown areas. The cities that returned correspondence were Modesto,
Riverside, Freemont, Sacramento, Fresno, Los Angeles, and Santa Ana. The
majority of cities surveyed do not have different ordinances for refuse collection
in their downtown areas. Like the City of Bakersfield, some cities require
businesses to build enclosures if there trash becomes a public nuisance.
Cities researched outside of the State such as Denver, Syracuse, Vancouver,
Seattle, Austin and Memphis have chosen to get rid of dumpsters in downtown
areas for various reasons including tourism, the need for more building space
and to create opportunities for downtown beautification efforts such as holding
farmer markets and other alley events. However, the costs per user for services in
these areas for trash collection increased as a result.
City staff evaluated other ways as well to address with some of the common
issues caused by dumpsters such as the smell, appearance, illegal activities that
occur behind, and the overall density of dumpsters in a given area. Some of
these alternative solutions include:
1. Upgrading current dumpsters to new bins that will be cleaned monthly
2. Install trash compactors in alleys to serve multiple organizations
3. Banning Dumpsters throughout the entire Downtown area
The solutions above still have multiple pros and cons associated with them as
well as unknown variables that would have to be researched in further detail
(see Attachment 1). Changes to refuse services may result in multiple impacts to
property owners and or building tenants such as higher costs, storage capacity
issues and accessibility of trash receptacles to businesses.
Based on the information gathered, there is not a one size fits all solution. Staff
recommends working with businesses on identifying their specific needs and
believes the best option is to work with those businesses on a case by case basis.
For example, the Wall Street Alley trash bins were relocated to an adjacent
alleyway at the request of the property owners. In another case, a trash
compactor was installed for the Padre Hotel.
