Check out the new VisitBakersfield.com, the website of the Bakersfield Convention
and Visitors Bureau. It is fresh, vibrant, and colorful. Created by Tempest Interactive
Media, LLC, the new VisitBakersfield.com is specially designed to be viewed on a
variety of platforms, including tablets, smart phones, and other mobile devices.
Viewers of the site can see listings of Bakersfield restaurants, attractions, hotels, and
shopping venues. It allows potential visitors to request Visitor Guides to be sent to them
in either digital or hard copy versions, and the Events Calendar provides a central
location for events and entertainment to help visitors plan their trip to California’s ninth
largest city. Meeting planners can submit their requirements for hosting an event in
Bakersfield, and local hotels can request Visitor Guides and other information for their
lobbies and rooms. Bold splashes of color and numerous photos throughout the new
VisitBakersfield.com show visitors that in Bakersfield there really is More to Explore
The Bakersfield Convention and Visitors Bureau have made us aware that the Padre
Hotel recently received the esteemed AAA Four-Diamond award for the first time since
its opening in 2010. This prestigious rating reflects a combination of overall quality,
range of facilities and level of service. It is awarded to just 5% of the 28,000 hotels
ranked annually. Four Diamond hotels are recognized as having luxurious
accommodations, full-service amenities and the highest level of hospitality.
The Padre Hotel has been featured in many magazines, blogs and other articles and
has attracted many residents to downtown Bakersfield. We congratulate them for their
hard work.
Bakersfield hotels will again be full this weekend as the Jehovah’s Witness Watchtower
Conventions return to Rabobank Arena beginning Friday. This will be the fourth of six
summer weekends the group will meet in Bakersfield, and each weekend attracts an
estimated 6,000 delegates. The remaining conventions will be August 7th - 9th and
August 14th – 16th.

TRIP and Other Traffic Updates
Nighttime Closures for State Route 58/99 Connector Ramps
Geo-technical surveys for the Centennial Corridor project’s preliminary design will
require nighttime closures on the State Route 58/99 connector ramps next week,
Monday, August 3rd through Thursday, August 6th. The following closures are expected
to be in effect between the hours of 9 p.m. and 6 a.m., each night.
On Monday night, the eastbound State Route 58 to southbound State Route 99
connector ramp will be closed.
The northbound State Route 99 to eastbound State Route 58 connector ramp will be
closed on Tuesday, Wednesday and Thursday nights.
The work entails drilling a small diameter hole within the right-of-way, collecting
samples, and restoring the surface to pre-existing conditions.
A closure of the left turn pocket on northbound Wible Road to State Route 99 will also
be needed on Thursday night.
Nighttime Lane Closures on State Route 99
Motorists traveling southbound on State Route 99 next week are advised to anticipate
nighttime closures of the two outside lanes, between State Route 58 and Wilson Road.
These closures are expected to be in effect from Sunday, August 2nd through Thursday,
August 6th, between the hours of 9 p.m. and 5 a.m. These lane closures are needed to
allow for clearing and excavation operations of the slope along the highway for the
Beltway Operational Improvements Project. All lanes will re-open in time for the
morning commute.
Construction crews will also be working during daytime hours along State Route 99,
between State Route 58 and Wilson Road, and along State Route 58, between State
Route 99 and Hughes Lane. Daytime work will take place behind the recently-placed
temporary concrete barriers and is not expected to affect traffic. However, motorists
are advised to stay alert to changing conditions and watch for construction workers
and equipment while driving through the construction zone.
In addition to the work listed above, motorists traveling on State Route 99 during
nighttime hours next week are reminded that the eastbound State Route 58 to
southbound State Route 99 ramp (from Real Road) will be closed Monday night. The
northbound State Route 99 to eastbound State Route 58 connector ramp is expected
to be closed on Tuesday, Wednesday and Thursday nights. Motorists who want to
access State Route 58 east can exit at California Avenue and return via southbound
State Route 99 to State Route 58 east. These ramp closures are needed for geo-
technical surveys for the Centennial Corridor Project’s preliminary design

Potential Delays on State Route 178 at Comanche Drive
Motorists traveling State Route 178 are advised to anticipate delays in the vicinity of
Alfred Harrell Highway/Comanche Drive next week, August 3rd - 7th. Pre-construction
utility work for the State Route 178 Widening project will require one-way traffic control
in this area while potholing operations are underway. This work is expected to take
place between the hours of 6 a.m. and 4 p.m., daily.
The traffic control, with intermittent flagging, will affect both directions of traffic on
State Route 178. Motorists who must travel through this area should anticipate delays,
potentially lasting up to five minutes, and are advised to allow extra time to reach their
destinations.

A public meeting was held at Bill Park Greens on Monday, July 20th to discuss options for a
new playground at the park. The playground is due for a replacement, and the
neighbors around Bill Park Greens were provided an opportunity for input into the type of
amenities they want in their park.
Councilmember Smith opened the meeting with an introduction to the project and turned it over to staff. Staff provided drawings of proposed equipment to be installed
and received constructive feedback. Some residents wanted a little more time to respond so a point person was designated to receive comments and provide them back
to staff within two weeks.
Overall, it was a very positive meeting in the park with some great ideas such as outdoor fitness equipment, more safety surfacing, shade structures, better benches and improved
lighting added to the playground improvements. Staff indicated they would do their best to meet the various demands within the budgeted allotment for the park.
The new playground should be completed by the end of the calendar year.
Councilmember Smith requested that staff accelerate the upgrade of
playground equipment at Bill Park Greens Park.

Referral:
Councilmember Maxwell requested that staff provide a report regarding
expenses and savings related to all phases of the Westside Parkway.
Response:
Total expenses paid through the end of June 2015 on the various phases of the
Westside Parkway are $306,270,984. This amount can be further broken down
into categories as follows:
Environmental / Design $ 29,494,661
Right of Way / Utilities $ 51,889,021
Construction $ 224,887,302
Total Expenses to date = $ 306,270,984
The amount of estimated savings remaining on the Westside Parkway project is
measured as follows:
FY 2014-15 Amended Budget $ 23,792,364
Less actual expenses for the fiscal year ($ 18,237,685)
Less remaining encumbered balances ($ 2,674,603)
Less remaining designated balances ($ 2,053,306)
Available “savings” estimated on WSP $ 826,770
The remaining savings amount resides predominantly in the Transportation
Development Fund, so it can only be used on a specific list of projects identified
on the Impact Fee listing. The funds would normally be retained for any
unanticipated costs prior to closing out the final phases of the Westside Parkway
project, but since we are nearing final closeout of the project, the remaining
funds could be redirected to other capital needs or unfunded projects that are
on the Transportation Impact Fee listing.

end of the month only when possible.
