HomeMy WebLinkAbout08/14/2015AT OFFICE OF THE CITY MANAGER August 14, 2015 TO: Honorable Mayor and City Council FROM: Alan Tandy, City Manager Subject: General Information Good News  As a reminder, the State Route 178/Morning Drive Interchange Project will fully open to traffic next Tuesday, August 18th, following a ribbon cutting ceremony scheduled for 9:30 a.m. atop the new Morning Drive Bridge. In conjunction with this event, a groundbreaking ceremony for the State Route 178 Widening Project will also be held.  We also would like to remind you that the California High-Speed Rail Authority will be holding a Community Open House Meeting to discuss Bakersfield F Street Station alignment on Tuesday, August 25th at the Marriott beginning at 4:00 p.m. This locally-generated alternative has been proposed by the City and will be studied along with the approved Bakersfield Hybrid Alternative in a supplemental environmental document. The Authority has been working with the cities of Bakersfield and Shafter, as well as local residents, stakeholders and regulatory agencies to refine an alignment that includes a station at the intersection of F Street and Golden State Avenue. I am scheduled to make some comments at the session about the locally generated alternative. The locally generated alignment is straighter, faster, and less impactful than the adopted hybrid alignment. It impacts a significantly smaller number of parcels and City assets than the current hybrid alignment. This postcard is available free at the Bakersfield Convention and Visitors Bureau Notable Items  We are pleased to report that the May, June and July thunderstorms, in addition to Kern Delta’s supply of water to the Cal Water treatment plants, has extended the City’s water supply. Originally it was believed that water to the N. E. Treatment Plant and to County properties would run out in late July. The Water Department now projects that the City entitlement of water on the Kern River will run out in late September when the City storage quantity in Lake Isabella is exhausted unless weather conditions once again change. As previously mentioned, this has not occurred since records were first kept on the Kern in 1894. The Water Department will continue to attempt to identify creative ways to minimize the impacts due to this condition. It is again, unprecedented and its significance grows in importance over time.  I will be taking vacation September 3rd, 4th, and 8th and then the 22nd through the 29th. Steve Teglia will be in charge during the first week of my absence and Chris Huot the second. The office will have my contact information as usual. General Information August 14, 2015 Page 3 Council Referrals  Councilmember Maxwell o Exit from Costco on Rosedale Highway TRIP Potential Delays at State Route 178 at Comanche Drive One-way traffic control is expected to be in place at the State Route 178/Comanche Drive intersection next week, August 17th – 21st, to allow for potholing operations in this area. The work will be performed between the hours of 6 a.m. and 4 p.m. The traffic control, with intermittent flagging, will affect both directions of traffic on State Route 178. Motorists who must travel through this area should anticipate delays, potentially lasting up to five minutes, and are advised to allow extra time to reach their destinations. Meetings and discussions with the parties have occurred over the past 6 months, and they have resulted in an oral agreement in concept regarding the exit. Local Costco management has agreed to install some median modifications to prohibit left-turns out of the drive in front of the Hungry Hunter Restaurant into the exit drive heading towards Rosedale Highway. However, Costco corporate management needs to approve of this plan, and staff is still waiting to hear back regarding that approval. Staff has continued to reach out to Costco staff to verify approval of the project and obtain a schedule as to when these improvements will be made; staff will provide this information once it is received. Councilmember Maxwell requested that the Public Works Department move forward with a design for an improved exit at the Costco on Rosedale Highway.
