HomeMy WebLinkAboutRES NO 100-15RESOLUTION NO. 100- 1 5 A RESOLUTION OF LOCAL SUPPORT FOR THE CONGESTION MITIGATION AND AIR QUALITY PROGRAM. WHEREAS, the City of Bakersfield (herein "APPLICANT ") is submitting applications to the Kern Council of Governments (herein "Kern COG ") for $2,877,200 in Fiscal Year 2016/2017 and $1,257,100 in Fiscal Year 2017 /2018 for a total of $4,134,300 in potential funding from the Congestion Mitigation and Air Qualify Program (herein 'CMAQ ") for the following projects: Fiscal Year 2016 -2017 • Operational Improvements on Truxtun Avenue between Empire Drive and Oak Street • District Blvd and Grissom Street Traffic Signal Fiscal Year 2017 -2018 • Interconnect along Brundage Lane • Interconnect along Brimhall Road • Brimhall Road and Reina Road Traffic Signal plus Interconnect • Stine Road and McKee Road Traffic Signal (herein referred collectively as "PROJECTS -); and WHEREAS, APPLICANT has the financial capacity to complete, operate and maintain the PROJECTS; and WHEREAS, APPLICANT will ensure that funds required from other sources will be reasonably expected to be available in the time frame needed to carry out the PROJECTS; and WHEREAS, APPLICANT is authorized to execute and file an application for funding the PROJECTS under the CMAQ Program; and NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Bakersfield as follows: SECTION 1. APPLICANT will provide up to $372,800 in Fiscal Year 2016/2017 and $162,900 in Fiscal Year 2017 /2018 for a total of $535,700 in local matching funds contingent upon which projects are chosen by Kern COG. o``eAKF9S - Page 1 of 3 Pages - o p ORIGINAL SECTION 2. APPLICANT understands that the CMAQ funding for the PROJECTS is fixed at the approved programmed amount, and that any cost increases must be funded by the APPLICANT from other funds, and that APPLICANT does not expect any cost Increases to be funded with additional CMAQ funding. SECTION 3. APPLICANT understands the funding deadlines associated with these funds and will comply with the program implementation procedures described in Chapter 2 of the Kern COG Project Delivery Policies and Procedures manual. SECTION 4. PROJECTS will be implemented as described in the completed application and in this resolution and, if approved, for the amount programmed in the Congestion Mitigation and Air Quality Program (herein "CMAQ "). SECTION 5. APPLICANT and the PROJECTS will comply with the requirements as set forth in the program. SECTION 6. APPLICANT authorizes Its City Manager, or designee to execute and file an application with Kern COG for CMAQ funding for the PROJECTS as referenced in this resolution.
