HomeMy WebLinkAbout08/21/2015AT OFFICE OF THE CITY MANAGER August 21, 2015 TO: Honorable Mayor and City Council FROM: Alan Tandy, City Manager Subject: General Information Water Update  As you will recall, in response to the ongoing drought and the Governor’s April 1, 2015 Executive Order, the State Water Resources Control Board established water conservation standards for all urban water suppliers in the State of California. The compliance period to meet these standards began on June 1, 2015 and ends on February 29, 2016. The conservation standard set for the City of Bakersfield Domestic Water System (generally west of Stine Road) is 36%, measured on a cumulative basis during the compliance period. Residents in the City system have made great strides in reducing overall water use in June and July; however, more needs to be done as we have not quite reached the State standard during these first two months (see table below). Attached is a letter we recently received from the State Water Resources Control Board regarding our June conservation numbers. Even though we were very close to our target, we did not meet the required standards, which now require even greater future reductions in order to make up for the gap which has been created. I would like to take this opportunity to remind all residents that they must continue to be diligent in reducing their water consumption in the coming months. We ask this of all residents so the City can avoid any potential future fines from the State. The City will continue to actively enforce the Emergency Water Conservation Ordinance enacted by the City Council in April of this year. Please see attachment. Those identified as being in violation of the Ordinance may be subject to a fine per the Ordinance. Month Conservation Standard Actual Total Reduction Difference June 2015 36% 34% (2%) July 2015 36% 32% (4%) August 2015 36% General Information August 21, 2015 Page 2  As part of the City’s comprehensive approach in meeting the state-mandated water conservation targets, staff previously implemented a reporting capability within the City’s smartphone application allowing users to report potential water waste directly to City staff for follow up. Within the past 90 days, the City has received 954 water waste complaints. To put the number of reports in perspective, prior to adding the water waste component to the mobile app, graffiti had been the top issue submitted – comprising approximately 50 percent of all reports submitted. For the same past 90 days, the City has received 355 graffiti reports. Water Resources staff follows up on each of the water waste reports directly if the location is within the City’s domestic water system. If the issue is reported within another water provider service area, staff forwards the information on to the appropriate party for review. In addition, the City has been promoting free residential water conservation kits, sprinkler nozzle replacements and water- friendly appliance rebates via the City’s drought web page: http://www.bakersfieldcity.us/drought and through the City’s Official Facebook page. Good News  We are excited to note that the State Route 178/Morning Drive Interchange Project in northeast Bakersfield is now complete and is open for use! The ribbon cutting occurred Tuesday morning. The project includes the construction of a new interchange at SR 178 and Morning Drive and the widening of State Route 178 from two to four lanes between the Fairfax Road interchange and Canteria Drive. The Thomas Roads Improvement Program thanks all of the partner agencies who made the project possible! In conjunction with ribbon cutting for the Morning Drive project, a groundbreaking ceremony for the State Route 178 Widening Project was also held. This project will widen State Route 178 from just east of Morning Drive to Miramonte Drive. Please see the attached pictures.  Building Permits have continued to increase. In 2014, the City saw 1,382 Single Family Residential Permits pulled. That number is projected to be close to 1,569 permits by the end of the year. Electrical Permits are continuing to increase as well mainly due to the tax incentives associated with Solar Energy. During 2014, the City saw a 53.5% increase in electrical permits. This year we are expecting to see a 42.1% increase with a total of 5,791 Electrical Permits. Please see the attached chart.  As a reminder, the California High-Speed Rail Authority will be holding a Community Open House Meeting to discuss Bakersfield F Street Station alignment General Information August 21, 2015 Page 3 on Tuesday, August 25th at the Marriott beginning at 4:00 p.m. This locally- generated alternative has been proposed by the City and will be studied along with the approved Bakersfield Hybrid Alternative in a supplemental environmental document. The Authority has been working with the cities of Bakersfield and Shafter, as well as local residents, stakeholders and regulatory agencies to refine an alignment that includes a station at the intersection of F Street and Golden State Avenue. I am scheduled to make some comments at the session about the locally generated alternative. The locally generated alignment is straighter, faster, and less impactful than the adopted hybrid alignment. It impacts a significantly smaller number of parcels and City assets than the current hybrid alignment.  The TRIP project target dates for the remaining projects have been updated. Please see the following attachment.  I will be taking vacation September 3rd, 4th, and 8th and then the 21st through the 29th. Steve Teglia will be in charge during the first week of my absence and Chris Huot the second. The office will have my contact information as usual. There are no Council meetings during those time frames. Council Referrals  Councilmember Smith o Maintenance Schedule for Street Lights  Councilmember Maxwell o South Mill Creek Development TRIP Utility Relocation Work Continues on State Route 178 Utility relocation work continues along State Route 178, between Canteria Drive and Miramonte Drive, and lane closures and traffic control will be in place as necessary to allow for this work to be performed. Work will be performed between the hours of 6 a.m. and 4 p.m. For the week of August 24th – 28th, motorists should anticipate a lane closure for the outside lane eastbound lane in the vicinity of Canteria Drive and the Mesa Marin Sports Complex. Traffic control may also be in place next week at the State Route 178/Comanche Drive intersection for continued potholing operations. The potholing work entails drilling a small diameter hole within the right-of-way, collecting samples, and restoring the surface to pre-existing conditions. General Information August 21, 2015 Page 4 The traffic control, with intermittent flagging, will affect both directions of traffic on State Route 178. Motorists who must travel through this area should anticipate delays, potentially lasting up to five minutes, and are advised to allow extra time to reach their destinations. Motorists are reminded to stay alert to changing conditions and to obey flagging personnel and construction signs at all times while traveling through this area. Nighttime Lane and Ramp Closures on State Routes 58 and 99 Nighttime lane closures will be in effect next week for the outside lanes of State Route 58 between H and Cottonwood Road. The lane closures will affect both directions of travel and are needed to allow the contractor for the Beltway Operational Improvements Project to place temporary concrete barriers along the roadway. In addition to the lane closures, the off-ramps at the Chester Avenue, Union Avenue and Cottonwood Road interchanges will be closed while the temporary concrete barriers are placed in these areas. The lane and ramp closures will occur Sunday, August 23 through Thursday, August 27, between the hours of 9 p.m. and 5 a.m. The contractor for this project has also scheduled nighttime work on State Route 99 between Ming Avenue and Wilson Road. This work will require a closure of the northbound outside lane in this area, as well as the northbound off-ramp and the southbound on-ramp at the Ming Avenue Interchange. These closures will be in effect Sunday through Thursday nights, between the hours of 9 p.m. and 5 a.m. Construction crews will be working during daytime hours along State Route 99, between State Route 58 and Wilson Road, and along State Route 58, between State Route 99 and Hughes Lane. Daytime work will take place behind the recently-placed temporary concrete barriers and is not expected to affect traffic. However, motorists are advised to stay alert to changing conditions and watch for construction workers and equipment while driving through these construction zones. Property Acquisition projected completion – October, 2017 OFFICE OF THE CITY MANAGER MEMORANDUM August 21, 2015 TO: Honorable Mayor and City Council FROM: Alan Tandy, City Manager AT SUBJECT: South Mill Creek Development Referral #606 Council Meeting of June 3, 2015 Councilmember Maxwell requested that staff provide information regarding the status of efforts to develop the South Mill Creek area. On March 20, 2013, the City Council approved Facilities Management Agreement No. 13-038 with AEG Facilities, LLC. This contract contains the following provision: 3.8.3. Real Estate Development Consulting Services. Manager will provide City with a credit of $200,000 toward consulting services with Manager’s affiliate, AEG Real Estate and Development, at its standard rates, for purposes mutually agreed upon between Manager and City. Generally, the services will be performed to assist City in developing the retail and commercial structure that will serve the ATC and completing the Mill Creek project as City envisions it. The credit will be recognized as an “in kind” capital contribution and will not be reflected in the operations of the Facilities. The Real Estate division of AEG put together the entertainment complex around the Staples Center, which is known as L.A. Live. They have done similar projects in London, Berlin, Edmonton and elsewhere. The Real Estate group has made multiple trips to Bakersfield to assist staff in analyzing the potential and marketing the 5.5 acre vacant commercial property on Q Street. Quarterly management meetings with AEG also include updates on this topic. The Maya Cinemas group, which also has commercial property to develop, has also been involved as an active partner. Basic activities have consisted of reviewing the property and surrounding area. Honorable Mayor and City Council August 21, 2015 Page 2 Marketing materials and long-range visioning for the area have resulted in development of marketing tools that have been, and will continue to be, used with prospective development projects. A copy is attached. AEG has also attempted to refer clients they have placed in L.A. Live to Bakersfield. Two visited and considered locating here, although neither is currently active by considering such a move. More recently, AEG recommended that we list the property with a commercial realtor, and that has been done. An accounting from AEG listing charges against the $200,000 is attached.
