AN ORDINANCE REPEALING CHAPTER 1.12 OF THE
BAKERSFIELD MUNICIPAL CODE AND ADDING A NEW
CHAPTER 1.12 THERETO PERTAINING TO THE
REALIGNMENT OF WARD BOUNDARIES AND MAKING
FINDINGS FOR THEIR ESTABLISHMENT AND
REAPPORTIONMENT OF POPULATION THEREFORE.
WHEREAS, the City of Bakersfield amended its ward boundaries on May 22,
1991 based on the 1990 Federal Census by the adoption of Ordinance No. 3370 which
balanced ward populations as equal as possible; and
WHEREAS, the City of Bakersfield has increased its population by 37,267
people since ward boundary amendments were last made; and
WHEREAS, the Council is empowered by the Charter to alter ward
boundaries from time to time in order that each ward contain as nearly as is possible, equal
population; and
WHEREAS, the territory designated as Kingsley No. 1 (Annexation No. 385),
upon being officially annexed to the incorporated area of the City of Bakersfield, shall be
added to Council boundaries of the Seventh Ward; and
WHEREAS, the Council desires to amend the ward boundaries based upon
population estimates obtained from the State of California and city staff in order to make
individual ward populations as equal as possible and make findings therefore based on
rational local policies.
NOW, THEREFORE, BE IT ORDAINED by the Council of the City of
Bakersfield as follows:
The Council hereby finds that the ward boundaries required to be set
by Bakersfield Municipal Code Chapter 1.12 must be reestablished by
ordinance as provided for therein and that the reapportionment of
population between those wards must be made in accordance with
rational local policies which benefit the citizens of the individual wards
as well as the general citizenry of the City of Bakersfield.
Each ward boundary is drawn to maintain physical contiguity such that
tracts of land touch or adjoin in a reasonably substantial physical
sense.

Each ward boundary is drawn so as to maintain compactness in order
to ensure that the populace of the individual ward is closely or firmly
united so that the citizens of the ward can relate to each other and
each council member can relate effectively with his/her constituency.
Each ward boundary is drawn so that major geographical differences
are taken into account and each boundary maintains geographical
integrity in that traditional, historical, and topographical points which
have been used to divide wards in the past have been preserved.
Each ward boundary maintains neighborhood associations and other
interests which are common to one another and these relationships
were not disrupted by the boundary amendments.
SECTION 1.
Chapter 1.12 of the Bakersfield Municipal Code is hereby repealed.
SECTION 2.
A new chapter 1.12 of the Bakersfield Municipal Code containing Sections
1.12.010 through 1.12.070 is hereby added to read as follows:

Beginning at the point of intersection of the south right-of-way line of the
Arvin-Edison intake canal and the westerly right-of-way line of Freeway (State
Route) 99, said point being on the city limit line;
Thence westerly and along various courses of the city limit line (circumventing
said county area), to the point of beginning.

SECTION 3.
The City limit line referenced in the descriptions of the various ward
boundaries shall be that corporate boundary of the City of Bakersfield as of the effective
date of this ordinance.
SECTION 4.
This ordinance shall be posted in accordance with the Bakersfield Municipal
Code provisions and shall become effective thirty (30) days from and after the date of its
passage.
