BLOCK WALL CONSTRUCTION PLANS,
BAKERSFIELD., CALIFORNIA
1. 24 HOUR NOTICE WILL BE REQUIRED FOR TESTS AND INSPECTIONS.
2. COMPACTION TESTS SHALL BE THE RESPONSIBILITY OF THE DEVELOPER /SUBDIVIDER /CONTRACTOR. THE NUMBER AND
LOCATION OF REQUIRED TESTS SHALL BE DETERMINED BY THE CITY ENGINEER.
J. AN OPEN STREET PERMIT SHALL BE OBTAINED FROM THE CITY OF BAKERSFIELD PUBLIC WORKS DEPARTMENT FOR
ANY WORK PERFORMED WITHIN THE EXISTING ACCEPTED STREET RIGHT OF WAY UNLESS SECURED BY A SUBDIVISION
AGREEMENT. A DEPOSIT BASED ON AN APPROVED ENGINEER'S ESTIMATE FOR THE WORK TO BE PERFORMED WITHIN
THE RIGHT OF WAY AND INSURANCE SHALL BE PROVIDED PRIOR TO ISSUANCE OF THE PERMIT.
4. CONTRACTOR SHALL PROVIDE TRAFFIC CONTROL ALONG CITY STREETS FOR THE DURATION OF THE WORK, INCLUDING
NIGHTS, WEEKENDS AND HOLIDAYS. TRAFFIC CONTROL SHALL CONFORM TO THE GUIDELINES OF THE STATE OF
CALIFORNIA DEPARTMENT OF OF TRANSPORTATION'S "MANUAL OF TRAFFIC CONTROL FOR CONSTRUCTION AND
MAINTENANCE WORK ZONES" AND CITY STANDARDS. ONE LANE FOR EACH DIRECTION OF TRAFFIC SHALL BE
MAINTAINED AT ALL TIMES. THE CONTRACTOR SHALL SUBMIT A TRAFFIC CONTROL PLAN TO THE CITY ENGINEER FOR
APPROVAL PRIOR TO THE START OF ANY CONSTRUCTION. NO STREET PERMIT WILL BE ISSUED NOR SHALL ANY CITY
INSPECTION BE PROVIDED UNTIL SAID TRAFFIC CONTROL PLAN HAS BEEN APPROVED BY THE CITY ENGINEER.
5. CONTRACTOR IS RESPONSIBLE FOR PRESERVATION AND OR PERPETUATION OF ALL EXISTING MONUMENTS WHICH
CONTROL SUBDIVISIONS, TRACTS, PROPERTY BOUNDARIES, STREETS, HIGHWAYS, OR OTHER RIGHT -OF -WAY EASEMENTS.
CONTRACTOR SHALL PROVIDE A MINIMUM OF 10 WORKING DAYS NOTICE TO PROJECT ENGINEER/ SURVEYOR PRIOR TO
DISTURBANCE OR REMOVAL OF EXISTING MONUMENTS. PROJECT ENGINEER /SURVEYOR SHALL COORDINATE WITH
CONTRACTOR TO RESET MONUMENTS OR PROVIDE PERMANENT WITNESS MONUMENTS AND FILE THE REQUIRED
DOCUMENTATION WITH THE COUNTY SURVEYOR PURSUANT TO BUSINESS AND PROFESSIONS CODE SECTION 8771.
6. A PRE - CONSTRUCTION CONFERENCE WILL BE REQUIRED FOR THIS PROJECT. CONTACT THE CONSTRUCTION DIVISION AT
(661) 326 -3106 OR (661) 326 -3049 AT LEAST 10 WORKING DAYS PRIOR TO THE DESIRED START OF
CONSTRUCTION TO SET UP AN APPOINTMENT FOR THE PRECONSTRUCTION CONFERENCE
7. DESIGN WIND: 85 MPH
8. ALL STATIONING DATA WAS CALCULATED FROM CENTERLINE, OFFSETS ARE TO BACK OF WALL.
9. HEIGHT OF WALL SHALL BE 6' -0" MIN. MEASURED FROM THE HIGH GRADE SIDE OF THE WALL.
10. CONTRACTOR SHALL BE RESPONSIBLE FOR CLEARING AND GRADING THE AREA ALONG THE WALL LINE.
11. CONTRACTOR SHALL OBTAIN AND PROVIDE ALL PERMITS REQUIRED BY CITY OF BAKERSFIELD PUBLIC WORKS
DEPARTMENT AND /OR ENGINEERING & SURVEY SERVICES.
12. BEARING SOIL SHALL BE COMPACTED TO 90% OF MAXIMUM DRY DENSITY AS DETERMINED BY A.S.T.M. D -1557 TO A
DEPTH OF 12 INCHES BELOW BOTTOM OF FOOTING.
13. WATER PROOF SURFACE SHALL BE APPLIED PER 2010 C.B.C. COAT ONLY THAT PORTION BELOW LOT PAD GRADE
DOWN TO FOOTING. ALL OTHER SURFACES ABOVE THE FOOTING SHALL BE SEALED WITH A CLEAR WATER SEAL SUCH
AS 'AQUA - SEAL'; OR APPROVED EQUAL.
14. EXPANSION JOINTS SHALL BE CONSTRUCTED IN EACH PILASTER IN ALL WALLS AND MAXIMUM DISTANCE BETWEEN
EXPANSION JOINTS OF 60' IN WALLS WITHOUT PILASTER. EXPANSION JOINTS SHALL BE FREE OF ALL MORTAR AND
GROUT FROM TOP OF FOOTING TO TOP OF WALL.
15. BLOCKS AND BRICKS SHALL BE SET ON GRADE, TRUE, PLUMB, AND STRAIGHT. CURVES SHALL BE LAID OUT ON NO
GREATER THAN 8 FOOT CHORDS. HORIZONTAL MORTAR COURSES ON BLOCK SHALL BE J INCH, f A INCH. ALL
REINFORCING STEEL SHALL BE TIED FIRMLY IN PLACE PRIOR TO PLACEMENT OF BLOCK. OPEN END BLOCK WILL BE
ALLOWED IN GROUTED CELLS ONLY. NO BROKEN BLOCK WILL BE ALLOWED. ALL CONSTRUCTION OF NON - MODULAR
PIECES SHALL BE DONE WITH SAWCUTS. REINFORCING STEEL SPLICES SHALL BE A MINIMUM OF THIRTY- INCHES
(30 ).
16. BLOCK COLOR SHALL BE UNIFORM IN TEXTURE AND COLOR.
17. CONTRACTOR SHALL VERIFY LOCATION OF UTILITIES PRIOR TO COMMENCEMENT OF WORK AND NOTIFY ENGINEER IF
CONFLICT WITH UTILITIES EXISTS. CONTRACTOR SHALL BE RESPONSIBLE FOR REPAIRS TO DAMAGED UTILITIES CAUSED
BY HIS FORCES, BUT NOT COSTS TO RELOCATE IN THE EVENT OF PROPER NOTIFICATION AHEAD OF THE
CONSTRUCTION.
18. ALL PROPER SAFETY PRECAUTIONS, INCLUDING SHORING AND BRACING OF WALL SHALL BE PROVIDED BY THE
CONTRACTOR.
19. AN OPEN STREET PERMIT SHALL BE OBTAINED FROM THE CITY OF BAKERSFIELD PUBLIC WORKS DEPARTMENT FOR
ANY WORK PERFORMED WITHIN EXISTING ACCEPTED STREET RIGHT OF WAY. UNLESS SECURED BY A SUBDIVISION
AGREEMENT, A DEPOSIT BASED ON AN APPROVED ENGINEER'S ESTIMATE FOR THE WORK PERFORMED WITHIN THE
RIGHT OF WAY AND INSURANCE SHALL BE POSTED PRIOR TO ISSUANCE OF THE PERMIT.
20. FOOTINGS SHALL NOT EXCEED THE WIDTH SHOWN ON THE PLANS BY MORE THAN 2 INCHES. ANY FORM WORK
NECESSARY TO MAINTAIN THIS FOOTING WIDTH SHALL EXTEND BELOW THE FINISHED TOP OF GRADE AT LEAST 16
INCHES OR THE DEPTH OF THE FOOTING, WHICHEVER IS LESS.
21. ALL CONSTRUCTION EQUIPMENT SHALL BE PROPERLY AND ROUTINELY MAINTAINED, AS RECOMMENDED BY
MANUFACTURER MANUALS, TO CONTROL EXHAUST EMISSIONS.
22. CONSTRUCTION EQUIPMENT SHALL BE SHUT DOWN WHEN NOT IN USE FOR EXTENDED PERIODS OF TIME TO REDUCE
EMISSIONS ASSOCIATED WITH IDLING ENGINES.
23. ELECTRIC CONSTRUCTION EQUIPMENT SHOULD BE USED WHENEVER POSSIBLE IN LIEU OF FOSSIL FUEL -FIRED
EQUIPMENT.
24. FUGITIVE DUST EMISSIONS FROM ALL DISTURBED AREAS, INCLUDING STORAGE PILES, WHICH ARE NOT BEING ACTIVELY
UTILIZED FOR CONSTRUCTION PURPOSES, SHALL BE STABILIZED USING WATER, CHEMICAL STABILIZERS /SUPPRESSANTS,
COVERED WITH A TARP OR OTHER SUITABLE COVER, OR PLANTED WITH VEGETATIVE GROUND COVER.
25. FUGITIVE DUST EMISSIONS FROM ALL ON -SITE UNPAVED ROADS AND OFF -SITE ACCESS ROADS SHALL BE STABILIZED
THROUGH THE USE OF WATER OR CHEMICAL STABILIZERS /SUPPRESSANTS.
26. FUGITIVE DUST EMISSIONS FROM ALL LAND CLEARING, GRUBBING, SCRAPING, EXCAVATION, LAND LEVELING, GRADING,
CUT AND FILL, AND DEMOLITION ACTIVITIES SHALL BE CONTROLLED BY APPLYING WATER OR BY PRESOAKING.
27. WHEN MATERIALS ARE TRANSPORTED OFF SITE, ALL MATERIAL SHALL BE COVERED OR EFFECTIVELY WETTED TO LIMIT
VISIBLE DUST EMISSIONS, AND AT LEAST SIX INCHES OF FREEBOARD SPACE FROM THE TOP OF THE CONTAINER
SHALL BE MAINTAINED.
28. ALL OPERATIONS SHALL LIMIT OR EXPEDITIOUSLY REMOVE THE ACCUMULATION OF MUD OR DIRT FROM ADJACENT
PUBLIC STREETS AT THE END OF EACH WORKDAY. (THE USE OF DRY ROTARY BRUSHES IS EXPRESSLY PROHIBITED
EXCEPT WHERE PRECEDED OR ACCOMPANIED BY SUFFICIENT WETTING TO LIMIT THE VISIBLE DUST EMISSIONS. USE OF
BLOWER DEVICES IS EXPRESSLY FORBIDDEN).
29. FUGITIVE DUST EMISSIONS SHALL BE CONTROLLED WITH THE APPLICATION OF SUFFICIENT WATER OR CHEMICAL
STABILIZERS /SUPPRESSANTS WHENEVER MATERIALS ARE ADDED TO, OR REMOVED FROM, OUTDOOR STORAGE PILES.
30. VEGETATION COVER ON THE SITE SHALL BE RETAINED UNTIL CONSTRUCTION BEGINS.
31. PRIOR TO THE START OF ANY PHASE OF CONSTRUCTION THE CITY CONSTRUCTION INSPECTION DEPARTMENT AND
PARKS DEPARTMENT SHALL BE GIVEN 24 HOURS NOTICE.

32. PRIOR TO INSTALLATION OF ANY SIGNAGE, THE SUBDIVIDER SHALL SUBMIT TWO COPIES OF THE SUBDIVISION
IDENTIFICATION SIGN PLANS TO THE BUILDING DIRECTOR FOR REVIEW AND APPROVAL PURSUANT TO BMC SECTION
17.60.110(N). ONE COPY OF THE SIGN PLAN SHALL BE SUBMITTED TO THE PARKS DIVISION FOR REVIEW AND
APPROVAL. SIGN PLANS SHALL INCLUDE COPY, DIMENSIONS, COLOR, MATERIAL, LIGHTING, ANCHORAGE, AND LOCATION

2. MORTAR SHALL ATTAIN A MINIMUM COMPRESSIVE COMPRESSIVE STRENGTH
OF f'm =1500 PSI .
3. GROUT SHALL CONSIST OF MIXTURE OF CEMENTITIOUS MATERIALS AND
AGGREGATE TO WHICH WATER HAS BEEN ADDED SUCH THAT THE MIXTURE
WILL FLOW WITHOUT SEGREGATION OF THE CONSTITUENTS.
4. GROUT SHALL ATTAIN A MINIMUM COMPRESSIVE COMPRESSIVE STRENGTH
