OFFICE OF THE CITY MANAGER
September 18, 2015 TO: Honorable Mayor and City Council FROM: Alan Tandy, City Manager
Subject: General Information
The City of Bakersfield recently lost one of its employees, Jesus Garcia Leyva, as a result
of an unfortunate off duty accident. Jesus was employed in the Recreation and Parks
Department since 2008. On behalf of City staff, our thoughts and prayers are with his
family.
Notable Items
The City has been extremely proactive in implementing water saving measures
over the past year. Below are highlights of what the City has accomplished.
o Developed a Drought Webpage – a comprehensive resource for the
public to learn more about watering restrictions and conservation
opportunities
o Continue outreach via all City social media feeds
o Installation of drought tolerant landscaping in front of City Hall North
o Installation of Maxicom Systems in 40 parks with an additional 19 planned to
be installed by spring of 2016. This program is anticipated to save nearly 100
million gallons of water per year.
o Installed Hardscape and Synthetic Turf in Medians
o Recreation and Parks has cut back its water use by 56% in City Parks
o Reduction in the number of times the City Fleet is washed
o Tertiary Treated Water utilized to irrigate the State Farm Sports Village
If you should receive any questions pertaining to the City response to the drought,
we encourage everyone to visit the City’s drought web page at
bakersfieldcity.us/drought.
Building activity throughout the City has continued to increase over the past year.

percent. Total year-to-date valuations (approx. $566 million) also outpace 2014
(approx. $450 million) by a similar margin. Attached is the summary report for

TRIP
Traffic Control Continues on State Route 184
Intermittent traffic control is expected to continue into October on State Route
184 near the connection of State Route 178. Motorists should anticipate having to stop for up to five minutes, Monday through Friday, between the hours of 6:30
a.m. and 4 p.m., and are advised to allow extra time to reach their destinations or
choose an alternate route during these hours.
The contractor for the State Route 178 Widening Project is working on drainage
systems along both sides of State Route 184 between Chase Avenue and State
Route 178. This work affects both directions of travel and traffic control with
intermittent flagging is needed to complete this work. Motorists are reminded to
watch for changing conditions and to obey flagging personnel and construction
signage at all times.
Traffic control may also be in place, as needed, along other areas of State Route
178, between Canteria Drive and Mira Monte while utility companies continue to
relocate lines. Motorists are advised to pay attention and watch for work crews
and equipment while driving through this area.
Around-the-Clock Lane Closure on State Route 58 - Nighttime lane closures on
State Route 99
Pavement re-striping has been completed on eastbound State Route 58, allowing
an around-the-clock lane closure, between State Route 99 and H Street, to move
forward this weekend. The closure is needed to allow for the installation of a 72-
inch diameter pipe, which is part of the drainage system for the Beltway
Operational Improvements Project. This lane closure is expected to begin at 8
p.m. Friday, September 18th and continue through 5 a.m. on Tuesday, September
22nd. All lanes are expected to be open in time for the morning commute on
Tuesday.
The eastbound connection from Real Road to State Route 58 is also expected to
be closed between the hours of 8 p.m. and midnight on Friday and Monday
nights. These closures are needed for the installation and removal of temporary
concrete barrier rail used during the pipe installation.
Nighttime closures will also be required next week on northbound State Route 99
between Belle Terrace and Wilson Road. Closures of the outside northbound lane
