Governor Schwarzenegger has ordered state departments to reduce s 1.5% between now and the end of the fiscal year and work on more cuts f� 09 fiscal year. The executive order also includes a request that departr� non-essential positions, essentially resulting in a hiring freeze. 2. We have received a letter from the Federal Government in response to (Notice) that they stop blowing the train horns in the downtown corridor ar informal agreement with the City. The letter indicates the impacted rail cr comply with our request within 21 days of the letter (approximately Marc The good news is that the horns will stop soon. The bad news is that � arguably in the chain of liability — especially if we do not put up warning sic must go forward with our Intent to Create a Quiet Zone. The trains will bE their horns again if we fail to implement quiet zones. Please remember w have the list of required improvements from the railroad and PUC and we cost estimates. Several staff members took a day tour of a project in Scottsdale this wee many parallels to our Mill Creek Project but is further along. The most thing about it is once the first project began it spurred significant additic and investment. Some literature is enclosed. 4. Mill Creek Update — This week, more streetscape and pedestrian cross. 21 St St. was completed and will continue through next week. Installat pilasters for the fence has begun and should be completed next week. 1 pump building is being demolished and will be cleared next week. The b� pool has been completed. The Kern River basin snow pack was surveye� California and United States Forest Service personnel during the last week of January 2008 with manual m� of snow pack depth and water content. The February ls' forecast of Kern River runoff assumes median � amounts will occur over the Kern River watershed subsequent to the date of forecast. Actual precipitation rf February ls` will be reflected in the first of the month forecasts to be distributed by the State of Californi< April and May of 2008. KERN RIVER FORECAST SUMMARY April through July runoff April-July 80% probability range (actual runoff should fall within the stated limits eight times out of ten) March through October runoff Water Year runoff (October 2007 through September 2008) = 430,000 acre-feet (93% of norma = 280,000 to 910,000 acre-feet = 525,000 acre-feet = 600,000 acre-feet (82% of norma Based upon this February ls' forecast, the followi.ng table reflects City of Bakersfield Kern River water the March-October period of 2008: I. CITY ENTITLEMENT SUPPLY: MARCH-OCTOBER Period 93% OF NORMAL RUNOFF 110,000 acre-feet Less: River & Carrier Canal Percolation = 20,000 acre-feet Isabella Reservoir Evaporation = 5,000 acre-feet II. BASIC CONTRACT DELIVERY (March-October): 1. Lake Ming and Hart Park 2. North Kern Water Storage District 4. Cawelo Water District 4. Kern-Tulare Water District 6. Rag Gulch Water District TOTAL = 700 acre-feet = 20,000 acre-feet = 27,000 acre-feet = 20,000 acre-feet = 3,000 acre-feet = 70,700 acre-feet A 93% of normal runoff would provide sufficient yield to meet "Basic" delivery obligations of the City during 2008. The City also has a commitment to deliver 10,000 acre-feet annually to Rosedale-Rio Bravo Water Storage District. This water is normally delivered during the period of October through February, if and when short-term supplies become available to City. Unless much above normal precipitation is encountered over the balance of the rainy season, delivery of Rosedale contract water, if available, would be deferred until the fall of the year. III. BASIC CONTRACT PRIOR-YEAR DEFICIENCIES: As ofJanuary 1, 2008, prior year deftciencies in delivery ofBasic Contract water were as follows: 1 2 3 4 North Kern Water Storage District Cawelo Water District Kern-Tulare Water District Rag Gulch Water District Total Prior-Year Deficiencies = 0 acre feet = 32, 648 acre feet = 61,075 acre feet = 9,203 acre feet = 102, 926 acre feet City entitlement yield as forecasted for 2008 should be sufficient to allow for delivery of portions of prior-year deficiencies in basic contract water. To the extent that water is available, delivery of prior-year deficiencies of Cawelo Water District, Kern-Tulare Water District and Rag Gulch Water District basic contract water would be made in accordance to the Maximum Delivery Schedules set forth in the contracts as follows: IV 1. Cawelo Water District 2. Kern-Tulare Water District 3. Rag Gulch Water District TOTAL OTHER DELIVERY OBLIGATIONS: = 5,000 acre-feet = 3,700 acre-feet = 550 acre-feet 1. Water for use on lands owned by the City and/or on lands within City boundaries = 2. North Kern Water Storage District -"Borrow/Payback" Exchange water, normally delivered by City between May and September = 9,250 acre-feet 0 acre-feet 0 acre-feet As set forth above, it is forecasted that the Kern River runoff will not yield the City sufficient supply to deliver "OTHER DELIVERY OBLIGATIONS" this year. MISCELLANEOUS QUANTITY WATER: In view of the 93% of normal forecasted Kern River runoff, miscellaneous quantity water would not be available during the March-October period of 2008, except in very limited amounts. The priority rights to purchase miscellaneous water, should it become available, are as follows: 1. Rosedale-Rio Bravo Water Storage District 2. North Kern Water Storage District 3. Cawelo Water District 4. Kern-Tulare Water District 5. Rag Gulch Water District TOTAL 33.33% 19.05% 25.71% 19.05% 2.86% 100.00% Under the City/Tenneco Agreement No. 77-71 dated May 2, 1977, assigned to North Kern Water Storage District effective March 20, 1990, North Kern Water Storage District has the first right of refusal to miscellaneous water following the four Basic Contractors and Rosedale-Rio Bravo Water Storage District, as follows: a.) Forty percent (40%) of all water City has available for use within City boundaries solely for irrigation. b.) Fifty percent (50%) of first 24,000 acre-feet of other City miscellaneous quantity water including water recovered from City's groundwater banking operations. c.) Fifty percent (50%) of any other miscellaneous quantity Kern River water that City would otherwise use for groundwater banking and replenishment. VI. DELIVERY SCHEDULES: On the basis of the normal water supply forecast for year 2008, the City will deliver all available basic contract water in conformance with the "Maximum Delivery Schedules" as set forth in Exhibit "B" of the Basic Contracts. Should significant changes to the current water supply projections to occur, our office will in�orm you with an updated supply forecast as soon as the new information becomes available. The meetir held from 4 to 8 p.m. at the Kern County Administration Building, located at 111 � Avenue, Bakersfield. The purpose of the proposed Centennial Corridor project is to connect SR-58 to I-E Westside Parkway. (The Westside Parkway, scheduled to begin construction in 200 extend west from Truxtun Avenue to Stockdale Highway.) Various alternative alignrr under consideration including those to the east of SR-99, to the west of SR-99, and � SR-99, as well as a no-build alternative.
