1. Governor Schwarzenegger has ordered state departments to reduce s

2. We have received a letter from the Federal Government in response to
(Notice) that they stop blowing the train horns in the downtown corridor ar

4. Mill Creek Update — This week, more streetscape and pedestrian cross.

Waterfront
Adjacent to Nordstrom is the newly built retail center known as the
Scottsdale Waterfront, featuring several upscale eateries and
boutiques. The Scottsda.le Waterfront is so named because it is located
along 1,800 linear feet of the Arizona Canal and is one of the first
phases of a master plan to create a pedestrian-friendly experience
comparable to the well-known Sa.n Antonio Riverwalk. The twin 13-
story Scottsdale Waterfront residential towers are the most prominent
addition to the downtown skyiine, with condominiums pricing as high
as $4.5 million or $1,000 per square foot.�19� Each tower has a rooftop
pool and spa with views of the entire city.
The outdoor entrances of Sephora and Anthropologie allow for access
to the Scottsda.le Waterfront retail and restaurant center across
Camelback Road. Pink Taco, a restaurant originally begun at the Hard
Rock Cafe in Las Vegas, opened its second restaurant location here,
creating controversy not only locally, but also debated nationally, most
significantiy on Jon Stewart's The Daily Show.�2���21� The center has
Scottsdale's only Urban Outfitters and several local boutiques
including Mahsa, Estilo, and Twist, carrying upscale brands such as
Chloe, Catherine Malandrino, Stella McCartney, Zac Posen, Sass &
Bide, Bulga and others.
Other restaurants and shops include Sur La Table, Borders, P.F.
Chang's China Bistro, Isaac Jewelers, Wildfish Seafood Grille, Sauce
Pizza & Wine, and Olive & Ivy. �

RE: 2008 WATER SUPPLY FORECAST
The February 1, 2008 forecast, issued by the State of California Department of Water Resources for Kern .
during the April through July snow melt period is 93% of normal, or approximately 430,000 acre-feet
throicgh July runoff period on average comprises neurly two-thirds of Kern River annual flow and is the
used for projecting summer-time wuter supply availabiliry). The Kern River basin snow pack was surveye�
California and United States Forest Service personnel during the last week of January 2008 with manual m�
of snow pack depth and water content. The February ls' forecast of Kern River runoff assumes median �
amounts will occur over the Kern River watershed subsequent to the date of forecast. Actual precipitation rf
February ls` will be reflected in the first of the month forecasts to be distributed by the State of Californi<
April and May of 2008.

A 93% of normal runoff would provide sufficient yield to meet "Basic" delivery obligations of the City during 2008. The
City also has a commitment to deliver 10,000 acre-feet annually to Rosedale-Rio Bravo Water Storage District. This
water is normally delivered during the period of October through February, if and when short-term supplies become
available to City. Unless much above normal precipitation is encountered over the balance of the rainy season, delivery
of Rosedale contract water, if available, would be deferred until the fall of the year.
III. BASIC CONTRACT PRIOR-YEAR DEFICIENCIES:
As ofJanuary 1, 2008, prior year deftciencies in delivery ofBasic Contract water were as follows:

City entitlement yield as forecasted for 2008 should be sufficient to allow for delivery of portions of prior-year
deficiencies in basic contract water. To the extent that water is available, delivery of prior-year deficiencies of Cawelo
Water District, Kern-Tulare Water District and Rag Gulch Water District basic contract water would be made in
accordance to the Maximum Delivery Schedules set forth in the contracts as follows:

In view of the 93% of normal forecasted Kern River runoff, miscellaneous quantity water would not be available during
the March-October period of 2008, except in very limited amounts. The priority rights to purchase miscellaneous water,
should it become available, are as follows:
1. Rosedale-Rio Bravo Water Storage District
2. North Kern Water Storage District
3. Cawelo Water District
4. Kern-Tulare Water District
5. Rag Gulch Water District

Under the City/Tenneco Agreement No. 77-71 dated May 2, 1977, assigned to North Kern Water Storage District
effective March 20, 1990, North Kern Water Storage District has the first right of refusal to miscellaneous water
following the four Basic Contractors and Rosedale-Rio Bravo Water Storage District, as follows:
a.) Forty percent (40%) of all water City has
available for use within City boundaries solely
for irrigation.
b.) Fifty percent (50%) of first 24,000 acre-feet
of other City miscellaneous quantity water
including water recovered from City's
groundwater banking operations.
c.) Fifty percent (50%) of any other
miscellaneous quantity Kern River water that
City would otherwise use for groundwater
banking and replenishment.
VI. DELIVERY SCHEDULES:
On the basis of the normal water supply forecast for year 2008, the City will deliver all available basic contract water
in conformance with the "Maximum Delivery Schedules" as set forth in Exhibit "B" of the Basic Contracts. Should
significant changes to the current water supply projections to occur, our office will in�orm you with an updated supply
forecast as soon as the new information becomes available.

Public Information Meeting Scheduled for Centennial Corridor
The Thomas Roads Improvement Program (TRIP) invites the public to attend
Information Meeting for the Centennial Corridor project on March 4, 2008. The meetir
held from 4 to 8 p.m. at the Kern County Administration Building, located at 111 �
Avenue, Bakersfield.
The purpose of the proposed Centennial Corridor project is to connect SR-58 to I-E
Westside Parkway. (The Westside Parkway, scheduled to begin construction in 200
extend west from Truxtun Avenue to Stockdale Highway.) Various alternative alignrr
under consideration including those to the east of SR-99, to the west of SR-99, and �
SR-99, as well as a no-build alternative.
The public may stop by anytime within the four-hour period to view the displays, ask q
and comment on the conceptual alternatives proposed to be studied during the envir�
process. TRIP wil( have staff available to answer questions regarding enc
environmental, right-of-way and project management. A court reporter will be availabl
verbal comments or written comments may be submitted either at the meeting or a latei
TRIP is a cooperative effort between the California Department of Transportation ((
County of Kern, City of Bakersfield, and Kern Council of Governments. These ager
committed to finding and implementing solutions that meet the region's long-term trans
needs. Centennial Corridor is an integral component in the overa(I goal of improving E
connectivity in the Bakersfield area.

Councilmember Benham requested staff follow-up on Jose Quirarte's �
made at the February 13, 2008 City Council meeting regarding code violatioi
During the Public Statements portion of the February 13, 2008 City Counc
Jose Quirarte spoke regarding code violations at the Village Lane Apartm�
Marsha Street. Code Enforcement has conducted an investigation into Mr.
complaints and the property's maintenance project manager is working to a
complaints. Another investigation will be conducted regarding the bl�
infestation and the seven parking lots around the apartment complex w
inspected for abandoned junk vehicles. The attached letter was mailed to N
this week.
Mr. Quirarte also requested help from the City to get his car back that had b
in December 2007. Mr. Quirarte previously spoke at the December 12,
Council meeting about the same issues, and staff suggested that he obtain IE
from Greater Bakersfield Legal Assistance regarding the then pending sale o
a lien sale. During the February 13, 2008 City Council meeting, Josh Rudni
City Attorney, and I spoke with Mr. Quirarte and again referred him �
Bakersfield Legal Assistance to obtain advice regarding his car.

Thank you for raising your concerns to the City at the last City Council meeting
regarding the condition of the property located at 5101 Marsha Street. Code
Enforcement has informed me that our officers are working closely with Fran Elam
and Billy Becks, the maintenance project manager, to address code complaints.
Code Enforcement will be conducting a follow-up investigation of your complaints
regarding a black widow and roach infestation as well as a non-functioning heater in
Unit 55. The seven parking lots at 5101 Marsha Street will also be inspected for
abandoned junk vehicles.
