Although very little precipitation fell in Bakersfield, last weekend's series of sto plenty of rain and snow to the mountains above Lake Isabella — enough to boost of Kern River snowmelt runoff to 108% of normal for the 2008 season. That is 93% that was forecast on February 1 St. Should the current forecast be realizE River would flow close to its long-term average for the first time in nearly 45 ye stream of "feast or famine", the Kern River water supply outlook for 2008 comes of a dismal 26% of normal yield in 2007. Up north, the State Water Project wai remains at 35% of contractor's requests despite a week-long period of northern activity. 2. Enclosed is a memo from the Economic Development Director providing an status of the wet play area project at Casa Loma Park. 3. Mill Creek update — The brick pilasters are being built and most of them will bE today with the remainder finished next week. Also, some additional improverr Street were completed this week. Last fall an amendment to the FY 07-08 Action Plan was approved by Council fo exceed amount of $375,000 in CDBG funds for a wet play area park improvemE Casa Loma County owned park in SE Bakersfield. The City's contribution of fund used for design and construction of spray park related improvements. The County is the lead agency and the subrecipient entity for the CDBG funds. � the preparation of the subrecipient agreement between the City and County, a prE project cost estimate was prepared last year. It was submitted to the County last N� for review and comment which is to eventually be part of the scope of work for th� agreement that is being prepared by city staff. The County (Parks Dept and CAO) is still reviewing the City's cost estimate for thi; and has asked to meet with City staff (EDCD and Recreation and Parks Dept.) in I go over the final project budget and implementation milestones.
