HomeMy WebLinkAbout10/16/2015AT OFFICE OF THE CITY MANAGER October 16, 2015 TO: Honorable Mayor and City Council FROM: Alan Tandy, City Manager Subject: General Information Notable Items  Attached you will find a report from the Finance Director on General Fund revenues for the first quarter of the fiscal year. Sales taxes, as you are aware, are down, as is the year-end carryover balance and certain other General Fund revenues. Analysis of the oil economy does not yet show signs of recovery. We will receive another quarterly sales tax distribution in mid-December and another review of General Fund revenues will take place the end of that month. Staff will present a midyear budget report to City Council in January. If the current trends do not improve, reductions to expenditure authorizations contained in the current budget are a very real potential. In the interim, staff strongly recommends that there is no money for non-budgeted expenditure ideas. We are sorry to convey this message. We hope it rains and snows in the watershed and that the economy rebounds in the near term! Until those things occur, caution is the prudent course of action.  The Bakersfield Police Department will be holding six community meetings over the next couple of months to discuss police relations within the City. The meetings will highlight “Citizen’s Forum”, which is an interactive program that places citizens in police-based scenarios. Citizens will also learn about the numerous programs BPD offers free of charge to the community. Last night, the first meeting was held at Bakersfield College and had a great turnout from the community. To see a schedule of when and where the meetings will be held, please see the attached flyer.  The City was recently awarded a Remove II grant by the San Joaquin Valley Air Pollution Control District in the amount of $61,600. The project includes the construction of bike lanes on Clay Patrick Farr Way (Hageman Road to Rosedale Highway) and Meacham Road (Clay Patrick Farr Way to Calloway Drive). General Information October 16, 2015 Page 2 Remove II grants are intended to assist with the development or expansion of a comprehensive bicycle-transportation network, which provides a viable transportation option for travel to school, work, and commercial sites.  For September 2015, our total water usage in the City’s domestic water service area was reduced by 29% from September 2013. We once again did not reach our target reduction amount of 36% for the month. Our cumulative water reduction from June 2015 to September 2015 is 31.5% compared to 2013 levels. With the decrease in temperature, we encourage residents to look for ways to reduce their water usage. A few easy ways to reduce water usage this winter are decreasing the amount of time you water your yard, not over seeding your lawn with winter rye grass, and remembering to turn off your sprinklers for 48 hours after a rain event. TRIP UPDATED Work Schedule for State Route 58 Paving Work The contractor for the Beltway Operational Improvements Project has revised the work plan for nighttime work on State Route 58 between Real Road and H Street. This work will pave new inside shoulders and is scheduled to begin on westbound State Route 58 on Sunday night, October 18th. Work in the westbound direction is expected to take one to two nights to complete. Once the westbound work has been completed, paving crews will begin working in the eastbound direction. Weather permitting; the following closures will occur October 18th-22nd (and on October 25th-26th, if necessary), between 9 p.m. and 5 a.m. Motorists should stay alert to changing conditions while traveling through this area. On Sunday, October 18, the contractor plans to close the two inside westbound lanes between Real Road and H Street. This will only leave the lane for the westbound State Route 58 to northbound State Route 99 connector ramp available to motorists. The westbound connection to Real Road and the westbound State Route 58 to southbound State Route 99 connector ramp will be closed to traffic while work is underway. Motorists who want to travel to west Bakersfield should exit at H Street and continue west on Brundage Lane. To access southbound State Route 99, motorists can use the northbound State Route 99 connector ramp, exit at California Avenue, and return southbound from the California Avenue Interchange. Eastbound State Route 58 lanes and eastbound access from Real Road are not expected to be impacted while westbound work is underway. General Information October 16, 2015 Page 3 Once the westbound paving has been completed, eastbound work will begin. This will require closures of the two inside eastbound lanes between Real Road and H Street. One eastbound lane will remain open to motorists entering State Route 58 from the northbound State Route 99 connector ramp. Eastbound State Route 58 access from Real Road will be closed, but motorists will be able to access southbound State Route 99 from Real Road. Motorists can access eastbound State Route 58 by using Brundage Lane and enter the freeway at H Street. Westbound lanes are expected to remain open while crews pave the new eastbound shoulder.
