The City of Bakersfield and our consulting engineer, Boyle Engineering, were recentl
by Consulting Engineers and Land Surveyors of California (CELSOC) with a 2008 E
Excellence Merit Award for the design and construction of the sewer Reconsti
Brundage Lane from "L" Street to Mount Vernon Avenue. The project consisted oi
and replacing an existing 95-year old sewer which was in danger of failing due to old
project involved many obstacles including maintaining the sewer system operation�
the traffic moving and utility coordinations such as canal and railroad crossir
construction was completed in August of 2007.
Project Summary
Sewer Reconstruction

The City of Bakersfield selected Boyle Engineering to be the primary engineering consul
all disciplines of engineering, design and construction planning for the replacement of a r,
in central Bakersfield. The sewer sections to be replaced were 95 years old, constructed ii
Approximately four (4) miles of the sewer main line was replaced, including pipe sizes 3l
42". The original sewer was constructed primarily of steel-reinforced concrete pipe, whic
severely over the long years in service. There was a growing risk of collapse and the purp
replacement was to protect City residents from that risk or from other pipe failures which
from the age and condition of the existing sewer.
There were numerous engineering and coordination challenges associated with replaceme
a new construction project. Some of these are summarized in the following disc;ussions.

The new 36" and 42" pipes were constructed from Vitrified Clay Pipe (VCP) which is mc
concrete, but provided superior protection from corrosion. The VCP required special han
staging during construction, to prevent losses during unloading and storage.

To protect the pipe from highway loads, the pipe zone was filled with a slurry meeting str
requirements. The slunry met the standards of Controlled Low-Strength Material (CLSM).
Pipe Institute became invoived early in the design process, providing education and assist
the problem of trench-fill for structural integrity of the VCP. It was not an option to bury 1

There were two locations along the alignment on Brundage Lane where canals had been bui
subsequent to the sewer, and the existing sewer had been left in place, while the canal struc�

Union Pacific Railroad Crossin�
The Union Pacific Railroad had been constructed over the existing sewer in thc early 20`�' c�
replace the sewer where the railroad right-of-way crossed Brundage lane, required a special
effort with Union Pacific, and construction planning and coordination. A mining and tunnel
was prepared and in order to minimize risk to the rail line, the new construction was made �
existing sewer, while the old sewer was abandoned in place and filled with CLSM to prevei
collapse. A further complication arose after it was discovered that a fiber-optic line was insl
railroad's right-of-way. The fiber optic line, located above the new sewer, was protected in
construction. The railroad encroachment permit included 137 feet of steel encased carrier pi
paralleling the sewer at the crossinb.

The daily sewer flows could not be impacted by the construction activities. Therefore a sta�
was prepared and strictly followed to eliminate any potential loss of City services to the pu�

Maintainin� Traffic
Boyle Engineering developed a set of traffic plans and drawinbs to ensure the lane closures
City's requirements for traffic flow and safety. Lane closures and detours during specific ho
stages of construction were a challenge for the design team. The traffic plan also ensured th�
would be no significant disruption to essential travel routes during peak hours, and that the c
workplace was safe and clear of any hazards during or after the hours of construction. Some
construction effort was accomplished during night hours in order to re-open roads for early :
commuting.

Reconstruction of Medians on Brundage Lane
Pre-Cast Structures
Approximately 50 manholes were replaced and specialty pre-cast structures were used to in�
to the sewer. Special construction features and precautions were used to reconnect sewer lin
structures. The concrete structures were lined with plastic, and details were incorporated int
to ensure quality liner joints without a risk of leakage.

BUSINESSES ON "H' STREET.
Code Enforcement provided the following information concerning the complaint I�
received from David Miller dated 4-07-08. This compliant is regarding a vacant busin
Columbus TV Repair located at 329 H Street.
1. Original complaint received in August of 2007 regarding illegal construction
modification of the interior of the building. On 8-14-07 Code Enforcement 01
Terry Buss contacted the owner of the business, (Gumercindo Chacon) an�
allowed him to inspect the interior of the business. Numerous illegal modificai
had been made dividing the building into several separate units. The owner
advised that he would need to provide plans and obtain permits and appro�
or remove all the illegal construction. The owner said he would return
building to the original condition. On 9-07-07 Officer Buss inspected the busii
and the owner had removed all illegal walls, opened up closed doorways,
removed an illegal bathroom. There were no other tenants and the business
numerous N sets in several rooms that were under repair. This case
10144) was closed as abated by owner.

4-02-08: Re-inspected by Officer Denton, violations still exist, case submitte�
Administrative Hearing. Hearing date is pending. Last inspected o
07-08 by Officer Denton. Property still has weeds, junk, trash
debris. Structure is vacant and secure. Officer advised there is
broken window, however only one pane of the dual pane glas
broken.
An Administrative Hearing is pending within the next several weeks. If the owner fai
abate the violations, the city will go to bid to clean up the property after the ten
appeal period has passed.

At the April 9`h City Council Meeting, Jacquie Sullivan asked us to investigate the feas
planting vines that would grow up the existing walls to discourage graffiti.
Currently along Ashe Rd between Stockdale Hwy. and Ming Ave. there are a variety of �
wall types {Slumpstone, Red Concrete Block, Red Concrete Block with redwood extE
Pre-cast Concrete Panels, Slatted Chain Link Fencing and Red Brick Masonry). All �
different wall types, except for the Redwood extensions, can accommodate a vine.
extensions are outside of the existing City right of way and belong to the individu�
owners.
Within our investigation we are excluding the landscaping in front of the walls at the Stc
tract on the East side of Ashe Road just North of Ming Ave. This area is owned and ma
by the developer. We are also excluding a few hundred feet of wall just South of Stockd
on the West side of Ashe Road because it is in the County. One final exclusion, thE
fencing at the RV Parking property on the West side of Ashe Road just North of Club ViE
excluded due to the fencing type.
The existing walls were constructed in the mid 1970's. Landscape improvements at t'
consisted of vines on the walls. Subsequently, in the mid to late 1980's the vines were r
due to rodent habitats. Therefore, we anticipate some property owners might recall the �
removal and be opposed to such replanting.
Our evaluation of the current conditions indicates there is an opportunity for shrubs and
be planted in front of the walls along Ashe Road. A variety of different shrubs and vine:
used. The propose improvements will comply with ADA sidewalk requirements. The de:
construction costs are estimated to range between approximately $560,000 to $600,0(
City may need a maintenance district to maintain these improvements, as we
maintenance plan that specifies how the City is to trim the vines keeping them off the �
owned fences.
