1. Good news! The CTC staff recommendations for STIP funds came out tod�
recommended for $131 million to fund Mohawk, Truxtun to Rosedale, and
Parkway, Mohawk to Coffee, in the 08-09 fiscal year. We will be supp�
recommendation when it goes before the Commission next month.
2. As a reminder, Budget Hearings will be held in the Council Chambers on Monda
noon. Presentations will be given for the following budgets: General Gove
Development Services, Water, Finance, Police, and Rabobank Arena.
3. The State Department of Finance released the January 1, 2008 population figur
The City of Bakersfield's official population is now 328,692. We are still the elE
city in California, following closely behind the tenth largest, Anaheim (346,823)
largest, Santa Ana (353,184). Since those two cities have a much slowei
compared to Bakersfield, it is anticipated, based on historical analysis, that wE
them in population within two to three years.
4. Public Works has discovered significant areas of unstable subgrade during �
pavement in Columbus Street between Mt. Vernon and Auburn. These areas wil
and repaired prior to paving in the most efficient and cost effective manne
containing more detail is enclosed.
5. McMurtrey Aquatic Center will be hosting the CIF Division II Swimming
Championships this weekend — May 9th at 1:00 to 9:00 p.m. and May 10`h at 7:3(
p.m. The participants will be ten Kern County teams and twenty-five teams c
county with over 580 competitors.
6. On Saturday, May 10th, officers from several law enforcement agencies thrc
County, including our own, will be participating in the Special Olympics Law
Torch Run. The "Flame of Hope" will be run through Kern County into the openin
of the 30th Annual Special Olympics Regional Tournament.
7. I will be on vacation the week of May 12th through the 16`h. John Stinson will

SUBJECT: Contract Change Order to Repair Unstabie Subgrade
Columbus Street Reconstruction, Mt. Vernon to Auburn
Upon excavating the first lane of pavement in Columbus Street between Mt. Vei
Auburn, a significant area of unstable subgrade was discovered. These areas w
identified and repaired prior to paving, however, during paving operations additi�
unstable areas appeared. These areas then had to be repaired and repaved be1
next layer of asphalt was placed. In total, the first phase has resulted in approxir
$68,000 of extra work cost.
For the next lane of reconstruction, a more aggressive effort was put in to locatii
unstable areas. These areas were identified and the repair method used City o�n
aggregate materials rather than contractor supplied in order to save money. An
of th is cost is $40, 000.
Projecting these costs to the remaining two phases of reconstruction, the total fc
repairing unstable subgrade is anticipated to total $200,000 to $250,000. As soc
additional cost information is available a change order item will be put on the fir�
available Council agenda.
Staff and the contractor will continue to monitor and explore any and all options
stabilize the subgrade in remaining phases in the most efficient and cost effectiv
manner.

Working on the median island installation project on Calloway Drive, nor
Rosedale Highway.
Working on installing a turn lane from east bound Truxtun Avenue into tl-
