1. On Thursday, June 12th, Governor Schwarzenegger proclaimed a state c
concerning water supplies for nine Central Valley counties, including Kern
the Kern County Water Agency has issued a declaration of water suppl�
The State Water Project has a legal restriction on exports from the Sacr;
Delta that has virtually halted water movement in the California Aqueduct, fc
interests to find other water to meet crop requirements.
The Governor's proclamation and KCWA's declaration are aimed primai
farming operations that are short of water this year. Both also urge tr
implementation of ineasures to promote water transfers, suspend out-of-co�
of water, transfer groundwater through the California Aqueduct, and re-reg�
the state's reservoir system to facilitate more deliveries to the San Joaquin �
These declarations will have a minimal impact on drinking water service tc
the City of Bakersfield. The City will continue to promote water conse
customers and does not see the need for rationing or forced reductions o.
The City Water Resources Department will make its river conveyance and
available to assist in transfers where practical and evaluate exchanges c

SUBJECT: Filson Street Area Targeted Neighborhood Revitalization —
Programs
A community meeting for the five-block area bounded by Brook Street to the so�
Street to the east, East Planz Road to the north and Cottonwood Road to th�

breaking Regional Blueprint Summit on June 26,
2008 that seeks to include the input of public officials as
well as the general public. This Summit will produce
principles to help guide future development in Kern County
and plan a vision to accommodate population growth.
With Kern County's population expected to nearly triple
��► ' within the next 50 years to 2.1 million people, the question
of how our region will manage that growth has become a
larger and larger issue.
Some of the issues the Summit will address are farmland
and open-space preservation, water and other resource
conservation, roadway development and affordable housing.
