1. The Finance Director has provided a sales tax update for the first three mon�
the enclosed memo. Sales taxes are down 1.67% comparing the most r�
with the same quarter last year, and down 4.92% comparing the mos
quarters with the prior four quarters. This is the sixth quarter in a row wh
revenues have shown a negative trend compared to prior year figures. We
current year (FY 2007-08) revenue estimates downward by $4.4 million to a�
downward trend. We believe this adjustment is still adequate and no addi
reductions are necessary at this time.
2. One of the programs under Proposition 1 B, approved by California voters ir
Highway-Railroad Crossing Safety Account Program. Prop 1 B proposed $
funding for this program and identified the California Transportation Comrr
as the agency responsible for implementation of this program. In response
request for project nominations, the TRIP program submitted an applicatic
this week for the proposed separation of grade at the SR-58/Rosedale High
of the San Joaquin Valley Railroad (at Landco Drive). In addition, the Cc
submitted applications for the separation of grade at the Hageman Road/All
7tn Standard Road crossings of the BNSF Railroad.
3. The U.S. Army Corps of Engineers has released the Final Environmental
report for an emergency deviation from normal water levels at Isabella D�
The deviation is to limit storage behind the dam to a safe and acceptable le
time a permanent solution to the seepage, seismic and maximum flc
concerns are addressed. The conclusions were that the restricted lak
expected to last through the year 2015, would not have a significant effec

starting at 7:30 p.m. and the Bakersfield Municipal Band playing at 8:00 p

I received the most recent quarterly sales tax data this morning. This quarter reflects i
and sales during the first three months of 2008 ( Jan/Feb/March 2008 ). The quarterl3
trend information is as follows:
Comparing the most recent quarter with the same quarter last year — down 1.6
Comparing the most recent four quarters with the prior four quarters — down 4
This is the sixth quarter in a row where sales tax revenues have shown a negative tre
to prior year figures.
As part of our budget plan for 2008-09 we had revised our current yeaz (2007
estimates downward by $4,400,000 to account for the downward trend in sales taxes,
this adjustment in our budget process is still adequate and no additional budget rE
necessary at this time.
As you know, we did build a modest 1% growth rate in our sales tax estimates for
budget. We will continue to monitor the quarterly sales tax activity and keep you ini
data becomes available.

SR 178/Fairfax Road Interchange Project
With the third phase of construction underway and new traffic detours in place at t
Route (SR) 178/Fairfax Road Interchange project, the Thomas Roads Improvement
(TRIP) would like to remind the public to stay alert and follow traffic signs and saf
practices while in the area.
Fairfax Road, from SR 178 south is now open. But the road is closed to all ver
pedestrian traffic from SR 178 north to Auburn Street for approximately nine months. A
shops and services remain open and may be accessed from the freeway by exiting
Oswell Street or Morning Drive. The public is further advised that there are no p�
crossings allowed within the construction zone at any time.
Eastbound and westbound traffic has been moved onto the new ramps to keep the
open during construction; however, motorists should remain alert to changing condit
give their full attention to the task of driving. Drivers should reduce speed, avoid tailga
watch for construction personnel and vehicles entering or exiting the highway.
Detours, restricted access, and the posted 45 mph speed limit are in place to help er
public's safety. Highway construction zones pose numerous hazards that may still bE
after daily construction operations have ceased, which is why the public is prohibi
entering the site.

The event showcased various groups such as the CSUB Women's
Basketball team, the Rolling Chariots, and the Bakersfield Rollergirls.

Planning process currently consists of 23 active projects, 3 new

ATHLETICS:
• The 19 divisions in the Spring Adult Softball League completed leaguE
play in May. First place teams were awarded trophies and champion:
t-shirts. Second place teams received a trophy. All trophies were
sponsored by Kern Trophy.
• The Manager's meeting for Summer Adult Softball League was held �
22. To date there are 131 teams enrolled.
• The League of Dreams adaptive T-Ball program ended the season on
4th with a trophy awards ceremony and BBQ for all 85 participants anc
their families.
• Six individuals continued to participate in the adaptive tennis program
• Twelve children and their parents participated in the Pee Wee sports
program.
• T-Ball League began with a parent meeting May 22"d and a clinic Ma�

Sports Complex project.
Mesa Marin Sports Complex — Located on Highway 178 just west of Kern
Canyon Road, the 20 acre site has been mostly cleared of the old improvemE
The construction plan development phase of the project is underway. Phase
construction is slated to begin this fall and completed on time for play in sumi
2009. Phase 1 improvements will include a parking lot, four softball diamond
central support building with restrooms, concession area and a
storage/mechanical room.
Phase 1 of the project was funded with $3,279,560 in the capital improvemer
program. The funding includes $1,650,000 from the Proposition 40 grant,
$629,560 from Zone 3 Park Improvement funds and $1,000,000 of Capital O
funds.
Phase II construction includes a skate park, wet playground, children's
playground, restroom building and larger support building to facilitate an
anticipated 20 acre soccer field expansion.

Note: Park improvement fees are collected at the building permit stage of
development. These fees are collected and then reimbursed to developers c

permit for Vesting Tentative Tract 6406. Approximately 158 permits h�
been issued to date.
• The developer has rough graded the site and some improvements of a
water feature are in place. The developer is responsible for all park
improvements, according to the agreement.
City in the Hills Park East
• This 11 acre future park will be located on City Hills Drive south of
Panorama Drive.
• Secured for development under improvement agreement #06-365.
• Value of agreement is $2,100,114.

Kern River Upland and River Edge Restoration Project — Located on the
south bank of the Kern River between Golden State Highway and Chester
Avenue, the 10 acre linear project will enhance public access to the area for

project is grant funded under Proposition 50 in the amount of $1,422,700 witr
$375,800 match by the City for a total project cost of $1,798,500. Staff is in '
process of securing a consultant to begin design. Scheduled project complet
is August 2010.

about the "adaptive programs" that are being developed.
The Recreation and Parks Department offers a variety of adaptive and inclus
recreation programs to persons with disabilities within our community. Individ
have a choice between adaptive programs and inclusion in mainstream
programs. All programs comply with the Americans with Disabilities Act.
The department is currently offering the following adaptive recreation prograr
- Adaptive Ice Skating Sessions: A unique one hour ice skating session
offered to individuals ages 5 years and up with physical and
developmental disabifities. These sessions are offered on a monthly b
in collaboration with the Ice Sports Center.
- Wheelchair Tennis Lessons: The class began in 2007 and has taken �
at Silver Creek and Haggin Oaks Parks.
- Adaptive Bowling Lessons: This class is held in collaboration with AM'
Bowling, Southwest Lanes.
- League of Dreams: Adaptive Basketball and T-ball Leagues — A one c
kind 6 week t-ball and basketball league for individuals with disabilitie:

The City of Bakersfield currently provides one skate park, centrally located
adjacent to the Kern River Bike Trail at Beach Park. The facility was constru
in the year 2000 at a cost of $170,000. It is approximately 14,200 square foc
size and is considered a beginner/intermediate facility. An approximate 4,10
square foot addition to the facility is scheduled to be awarded by City Counci
the June 25th, 2008 meeting. Construction is expected to be completed duri
the fall of 2008. City staff maintains the facility which has been mostly
uneventful with the exception of increasing levels of vandalism.

Staff contacted Mr. Peter K. Bacon and explained that the outfall he is conceme
is not a catch basin, it is a siphon. The inlet side of the siphon will always have
standing in it. It has been cleaned and we will try to clean it more frequently du
summer months.
In addition, we will put this area on our list of future drainage studies to see if thE
siphons can be connected to a storm line.
