1. According to media reports, the Governor and Legislature have agreed on a
"only" losses for the City of Bakersfield, short term, are about $400,000 in rE
funds as well as some anticipated COPS grant funds and booking fee reimb�
The good news is, we did not lose the Mohawk and West Side Parkway m
General Fund was not tapped! The bad news is, next year will be even w�
smoke and mirrors were used and we will be at risk again.
2. A Centennial Corridor Project screening process meeting conducted Septe
Caltrans, in cooperation with the TRIP Project Development Team, determ
previously considered conceptual alternatives will not be carried forwai

6. Attached is a memo from EDCD which anticipates a new federal progr<
foreclosure properties. We will continue to track it as it develops.

8. A total of twenty-two volunteers and eight City staff members from Kee
Beautiful, Solid Waste Division and Code Enforcement participated in the [

TRIP ANNOUNCES FOUR ADDITIONAL CENTENNIAL CORRIDOR ALTERN
REMOVED FROM FURTHER CONSIDERATION
Four a/ternatives are eliminated from further study due to cost.
Six alternatives and the no-build option will be studied further.
Bakersfield— Based on a subsequent Centennial Corridor Project screening proces�
conducted September 9, 2008, Caltrans, in cooperation with The Thomas Roads Imp
Program (TRIP) Project Development Team, determined that four previously c<
conceptual alternatives will not be carried forward for further environmental revie�
excessive project cost.
Alternatives that exceeded the $800 million project cost threshold and were
from further study include:
Alternative G(Hageman Road, taken from Tier 1 Environmental Impact Report) prc
construct a freeway near Hageman Road. The roadway would begin at Interstate 5 an
Rosedale Highway approximately one mile to the south for about four miles;
Alternative H(An elevated alignment near Rosedale Highway, submitted by th
proposed a roadway to begin at a future connection with the Hageman Road Alternativ�
Alternative I(Widen State Route 58—taken from Tier 1 EIR) proposed to construct �
along the existing State Route 58 alignment. This roadway would begin at the inter;
State Route 99 and proceed west along existing State Route 58 to terminate at Intersta
Alternative L(Submitted by the public) proposed to construct a freeway near :
Highway that would begin at Interstate 5 and proceed east along Stockdale
terminatinq at State Route 99.

Four additional Centennial Corridor alternatives eliminated

The alternatives that are anticipated to be carried into the environmental review process
include: Alternative A- West of SR 99 connecting to Westside Parkway between Mohawk St
and Coffee Road; Alternative B- West of SR 99 connecting to Westside Parkway at Mohawk
St.; Alternative C- Parallels State Route 99; Alternative D- Union Avenue Alignment; Mass
Transit alternative; and Transportation System Management (TSM) alternative; as well as the
No-Build alternative which will also be carried through the environmental analysis phase.
Consistent with the preliminary screening, the team used specific environmental and
engineering criteria to determine which alternatives were reasonable. Reasonable alternatives
include those that are practical or feasible from a technical and economic standpoint.
Alternatives that exceeded $800 million in estimated project costs were considered
economically unfeasible. Additionally, alternatives which did not meet the purpose and need, or
were determined operationally and safety deficient were eliminated from further consideration.
"To ensure the best use of available funding, only those alternatives that passed the
screening process and are potentially viable alternatives are anticipated to be carried through
the environmental review process," said Ahron Hakimi, Caltrans' program manager for the
Centennial Corridor project.
Caltrans and TRIP will present all alternatives from the preliminary and subsequent
screening process at a public meeting slated for October 2 and include details of those
alternatives projected to be carried forward and those eliminated from further study.
The Centennial Corridor is one of a dozen transportation projects moving forward under
TRIP, which is a unique collaboration between Caltrans, the City of Bakersfield, Kern County,
and Kern Council of Governments. The organization was created to manage the freeway-type
projects designated for funding in the 2005 Safe, Accountable, Flexible, Efficient Transportation
Equity Act: A Legacy for Users (SAFETEA-LU). It is named in honor of former Congressman
William M. Thomas, who successfully earmarked $630 million in federal funds for Metropolitan
Bakersfield.

CONTINUES TO DETOUR TRAFFIC
Bakersfield - Kern County Roads Department is currently underway with a project to imprc
Standard/Merle Haggard Road Interchange, construct a separation of grade over the Unic
Railroad tracks and build a new northbound on-ramp at State Route 99 near Bakersfield.
To construct a segment of the Union Pacific Railroad grade separation bridge foundation, Ga
Avenue just south of 7th Standard will close Wednesday, September 17 and remain closed
months. Golden State Avenue will be realigned to accommodate the railroad grade separati�
The Golden State Avenue closure detour will shift traffic to Coffee Road and Snow Road. T
continue to access to all sections of Golden State Avenue while the detour is in place.
A temporary 4-way stop sign was installed at the intersection of 7th StandardlMerle Haggard
Quinn Road today. A traffic signal will replace the stop sign once the project is complete.
During construction, motorists will be alerted to road closures and detours via construction si,
electronic message boards along 7`h Standard/Merle Haggard Road and near the affectec
interchange.
Kern County Roads and Caltrans thank the motoring public for their patience as we
upgrade the 7`� StandardlMerle Haggard Road Interchange. Motorists are reminded
additional travel time and drive with extra care through construction areas.

H.R. 3221, The Housing and Economic Recovery Act of 2008
President Bush signed H.R. 3221, The Housing and Economic Recovery Act of 2
law last July. The Act grants many housing industry reforms and provides federal
for implementing many of these reforms. One of the housing programs to be func
the Act is the allocation of $3.9 billion to the Federal Department of Housing an

The $3.9 billion in funding will be made available to States, Counties and (
redevelop abandoned and foreclosed properties. The program guidelines and for
allocating these funds to communities will be finalized and released next month.
