1. Attached you will find updated status reports on Mill Creek, the first eight s
at the Sports Village, Aera Park, Mesa Marin Park, and the Kern Ri
Restoration project. Most significant is bid dates — we are awarding three c
Mill Creek at the November 19th Council Meeting, as well as irrigation bi
Park. We will open bids for Mesa Marin on December 19th and the Sp
soccer fields in April 2009.
2. We got a"sudden notice" of the release of Prop. 1 B money from the StatE

• Pedestrian bridge installed. Next week pour deck. Following week start roof.
• Pond rail fence panels 95% complete. Only bridge closure panels left.
• Elec. transformer set by PG&E. 90% bollards installed. Dec. lights going in. �

• Irrigation work is proceeding — 90% complete west side. Working on east sid�
• Pedestrian x-ing hardscape at 19th and 21 St Streets to start in 2 weeks. Signa

SUBJECT: SIDEWALK SAFETY AT HANOVER CIRCLE

COUNCILMEMBER SULLIVAN REQUESTED STAFF LOOK INTO THE FEASIB
REPAIRING THE DETERIORATING SIDEWALK AT HANOVER CIRCLE.
Staff investigated the sidewalk conditions on Hanover Circle and subsequently s�
a staff member from Realty Management Service (RMS), the company represent
homeowners. She was informed that, in accordance with the State & Highway C
and Bakersfield Municipal Code 12.40., it is the property owner's responsibility to
maintain the sidewalk. However, once a problem is reported to the City, it is the �
responsibility to make it safe for the public until the concrete can be replaced by t
property owner.
The sidewalks that presented a trip hazard have been patched with asphalt.

CONTACT CAL TRANS AND REQUEST THESE ISSUES BE MOVED UP ON
THEIR LIST FOR COMPLETION.
Cal Trans has been contacted and acknowledged that they are aware of the prok
contract for the use of inmates to help clean freeway areas. Due to the recent dE
State budget process, they have been without a contract for several months, ho�n
the contract to finalized soon.
The Keep Bakersfield Beautiful (KBB) program encourages anti-litter awareness
many community outreach activities. Thousands of citizens participate in KBB e�
year, helping build awareness in the community.

Councilmember Sullivan requested staff report on the replacement and/or
upgrade of the playground equipment in Amberton Park.
Several years ago, an audit was performed by a private contractor on all city playgro�
equipment to verify all safety standards were being met. All city playground equipme
that is not in compliance with safety standards has been prioritized for replacement,
depending on available funding.
Amberton Park playground equipment was installed in 1984, and will be recommend�
for replacement in the 2009-2010 budget. The estimated replacement cost is
approximately $280,000.
