Mayor Hall has been vE Honorable Mayor and City Council December 18, 2009 Page 2 MISCELLANEOUS CIN NEWS -� As discussed earlier, we have an unprecedented number of higher level staff I� end of this year, and there are different schedules for filling the vacancies. This division shows a position loss t � As you are aware, the Police Department (PD) maintains a list of towing firms tha called upon for various towing needs as a result of code violations, traffic c checkpoints and so on. The PD utilizes a rotational policy to evenly distributE services between the flrms on this list. The cost associated with these relate� vehicle storage services is normally paid for by the vehlcle owner. HowE preference is offered by an individual, the PD rotational list is utilized to determin� is called to provide towing services. The review of this issue stemmed from a Council referral which was based on requesting to be included on the PD list. The California Highway Patrol (CHP) has a process to approve qualified towing � Metropolitan Bakersfield area. Staff will be recommending that the City also utilize thE policy will avoid duplication of effort, is objective and fair, and relies on a lai process, which functions effectively on a larger scale, This policy will also potential for favoritism, and will eliminate the perceived need for lobbying efforl off the City list. From an economic perspective, utilizing the CHP list will spreac opportunities more broadly than the current process. Smith, Finance Director ����' _� December 18, 2009 Sales Tax Update We received the most recent quarterly sales tax data, which reflects the activity and sal the months of July, August and September 2009. The quarterly and annual trend infon follows: Comparing the most recent quarter with the same quarter last year — negative Comparing the most recent four quarters with the prior four quarters — negativE This is the eleventh quarter out of the past twelve quarters where we have seen a ne compared to the same quarter of the prior year. This is also the quarter that included Stimulus "Cash for Clunkers" program. We have not received the quarterly trend inf industry from the State, so I do not have any information to share yet regarding performance of new auto sales in Bakersfield during this period. We will of course with that information as soon as it becomes available. The annualized negative 16.31% is significantly worse than we originally projected 2009-10 budget estimate and we will need to address this issue in the near future. � the quarterly figure of negative 22.42 % is worse than the statewide average of nega for the 3`� quarter of 2009. There will be no trash pick up on Christm Friday, December 25, 2009. All Friday services, recycling, green waste collecl trash collection will be made the next day, Saturday, December 26th. All Friday s recycling, green waste collection and trash collection will be made the nE Saturday, January 2"a The Mt Vernon Green Waste Facility will be closed on Christmas Day, December 25t`' reopening again Saturday, December 26th at 7am. Tr� currently open to thee lanes in each direction with some lane closures occurring hours of 8:30 AM and 4:30 PM on weekdays. The scheduled completion date of February 10, 2010. AMERICAN RECOVERY AND REINVESTMENT ACT PROJECTS: Mt Vernon Ave - SR178 to Universitv Avenue All construction on Mt. vernon Ave. is complete except for the installation of trafl loops at Highway 178. This work has been delayed due to Caltrans permit issues expected to be finished next week. Once this work is done the project will be cc Ashe Road - White Lane to MinA Avenue Paving operations are complete and striping operations are underway; howevei conditions are preventing the contractor from completing the striping of the stre project is expected to be complete on December 23, 2009.
