Chicago--The Government Finance Officers Association of the United States and Canada (G
is pleased to announce that City of Bakersfield, California has received the GFOA's
Distinguished Budget Presentation Award for its budget.
The award represents a significant achievement by the entity. It reflects the commitment of t
governing body and staff to meeting the highest principles of governmental budgeting. In or�
receive the budget award, the entity had to satisfy nationally recognized guidelines for effect:
budget presentation. These guidelines are designed to assess how well an entity's budget ser�
■ a policy document
■ a financial plan
■ an operations guide
■ a communications device
Budget documents must be rated "proficient" in all four categories, and the fourteen mandatory
criteria within those categories, to receive the award.
When a Distinguished Budget Presentation Award is granted to an entity, a Certificate of Reco�
for Budget Presentation is also presented to the individual or department designated as being
primarily responsible for its having achieved the award. This has been presented to City Man�
Office.
For budgets including fiscal period 2008, 1,214 entities received the Award. Award recipients
pioneered efforts to improve the quality of budgeting and provide an excellent example for othe
governments throughout North America.
The Govemment Finance Officers Association is a nonprofit professional association serving o�
17,600 government finance professionals throughout North America. The GFOA's Distinguish

Registration will be accepted froin the date this catalog is released,
unless otherwise specified. Schedules are subject to change and classes
may be cancelled if minimum enrollment requirements are not met.
Non-City Resident rates may apply. Proper identification required to
qualify as a City Resident.
ALCOHOL PERMIT
A pernlit is required to consume alcohol in any City park or facility.
Pertnits must be obtained by 1:00 PM, two (2) business days prior to the
date needed. No glass containers allowed.
JUMPERS AND STRUCTURES
An area must be reserved to have a portable structure set up at any
City park. Additional fees and insurance may be required. A list of
those companies who have cun•ent insurance for portable structures
in City parks is available at any department office. Insurance and
deposit are required to have privately owned inflatables in any City
park. Generators are recommended. Jumpers and structures are
prohibited in The Park at River Walk.
PARK RENTAL REFUNDS AND RESCHEDULING
Reservation cancellations more than five (5) working days prior to the
event will be refunded, less a cancellation fee of $15 for residents and
$20 for non-residents. Cancellations less than five (5) business days in
advance will result in all fees being forfeited. Changes to reservations
must be made in person at least two (2) business days before date of
event, and are subject to a$10 rescheduling fee for residents and $12 for
non-residents. In the event of inclement weather the day of the event,
the event must reschedule within five (5) working days, no refunds
provided.
SOFTBALL OR SOCCER/RUGBY FIELD RENTALS
There are six (6) lighted softball fields and an additinal two (2) lighted
and one (1) unlighted soccer/rugby field available for rental provided
they are not in use for City leagues or a rest day for the fields.
ASSUMPTION OF RISK
The Assumption of Risk located at the bottom of the Activity
Registration Form must be signed for all programs at the time of
registration.
SMOKING NEAR PLAYGROUNDS
State law prohibits any person from smoking witliin 25 feet of any
playground or tot lot sandbox area. Violations of tliis law are punishable
by a fine of $250 or more for each violation. (California Health and
Safety code section 104495). Please be respectful of this law.
AMPLIFIED MUSIC

Silver Creek Community Center is located at the corner of Harris Road and Reliance Dri�
Bakersfield. This 14-acre complex features a�avilion, swimming pool, one meeting roor
stage, disc golf course, tennis courts, horseshoe pits, par exercise course, and two large picn
of these areas are available for rental when not in conflict with activities programmed by the
Recreation and Parks.
Silver Creek Community Center's meeting room, kitchen, picnic areas, and pavilion (cove

All sides in agreement as City Council ratifies union contracts in belt-tightening time

The Merced City Council ratified two less-than-generous union contracts Monday night with perhaps the city's
employees -- firemen and policemen.
While all sides voiced their general satisfaction with the contracts' outcome, the austerity agreements, which
among other things, came at a time when the troubled economy has forced the city to tighten its belt.
"We came to a very good agreement," said Merced City Manager John Bramble, about the contracts. "They ur
situation, and we understood their issues."
While the two agreements saw each union give concessions in the form of wage freezes, they were limited in
renegotiated within a short period.
Tf�e Merced Police Officers Association, which represents roughly 100 officers, agreed to a two-year contract �
but received a slight improvement in their medical coverage. The last contract the association signed was in �

The Merced Fire Fighters Local 1479 of the Internationa� Fire Fighters Association, which represents 62 firefigt
signed a one-year contract, which also includes a wage freeze. The contract also includes an increase in out-o
costs, said )eremy Franklin, the secretary of the firefighters union.
Aside from minor concessions, the union was happy with the contract, said Franklin, especially with the econo
as it is. Most of all, they wanted to avoid layoffs, and they did, he said.
The two unions had been in negotiations with the city since late summer.
While neither union lost wages nor jobs in the new contracts, this is the first time in recent memory their conl
wage freezes.
These labor negotiations may now be over, but the city still faces some pending labor agreements that may b
rough budget year ahead.
The city already shed 74 jobs this year and it remains to be seen what next year's budget may mean for city �
it's still tao early to say what the next budget year will mean for all the city's employees until some of the city
in January.
The city is currently in negotiations with two other groups of city employees; those represented by the Americ
State, County and Municipal Workers and those workers not represented by a union.
