Leonard Allen, a California- registered Civil Engineer, inspected the drip pad at the Pacific Wood Preserving facility at 5601 District Boulevard in Bakersfield, Cali- fornia. This work was done to comply with the requirements of 40 CFR Parts 264/265, Subpart W and Title 22 California Code of Regulations Section 66265.441(a). The purpose of the inspection and certification is to assess the physical and structural aspects of the drip pad, not the facility's operating practices. Ninyo & Moore personnel have inspected the drip pad at the facility over about the last seven years. Mr. Rick McCullough stated that the current operations include using borate and chromated cop- per arsenate (CCA) solutions as well as an alkaline copper quaternary (ACQ process. The use of CCA is decreasing compared to the ACQ. The drip pad is concrete and surface cracks have been sealed with an epoxy -sand resin. The pad is sloped to direct the flow of drippage, rainfall, and other liquids to a collection system beneath the retort area, and to not puddle on the surface of the drip pad. There is an asphalt perimeter berm surrounding the drip pad to control potential run -on of liquids. The drip pad is located near the central portion of the facility. Attachment A contains five photographs of the drip pad. Photograph 1 is a view of the southern portion of the drip pad looking south. The perimeter berm is visible in this photograph at the far end. Photograph 2 is a view of recent sealing of the surface of the drip pad near the center of the pad. Photograph 3 is a view of the east -west transverse joint across the drip pad showing recently sealed surface cracks. The corner of the retort area is in the upper right - hand corner of the photograph. Photograph 4 is a view between the retort (left) and the stacked treated wood. Photograph 5 is a photograph of drip pad adjacent to the retort, looking northwest. The drip pad is a concrete pad sloped toward a sump area adjacent to the pressure vessels (re- tort). Treated wood stacked on pallets is taken from the retort and placed on the drip pad where the drippage falls to the concrete surface and flows toward the subsurface sump. A berm around the retort area is low in two areas where drippage, precipitation, and runoff can flow into the sump. There is a low asphalt berm surrounding the perimeter of the drip pad to control run -on. The concrete pad showed evidence of surface cracking that had been sealed with a sand/epoxy mixture, as noted in the photographs in Attachment A. No open cracks were noted within the bermed area where drippage could occur that could allow the waste drippage to adversely impact the environment. The drip pad is constructed to provide positive drainage toward the sump so waste accumulation is very limited. The drip pad conveys treated -wood drippage, precipitation, and surface water run -off to the sump. At the time of this inspection, the weather was hot, and no drippage was present on the surface of the drip pad. The perimeter berm which controls run -on was not damaged to an extent where its fimction was impeded. Mr. McCullough informed me that operations at the facility provide for maintaining the drip pad free of cracks and other deterioration. The drip pad surface is cleaned sufficiently to allow Pacific Wood Preserving staff to perform weekly inspections of the entire surface of the drip pad. An operating log is maintained at the facility to document the date, time, and method of cleaning. 203726001 R Drip Pad 2 Drip Pad Assessment Bakersfield, California July 28, 2004 Project No. 203726001 The wheels of the equipment (forklifts) used on the drip pad are cleaned before they are driven off the pad. I certify under penalty of law that this document was prepared under my direction or supervision in accordance with a system designed to assure that qualified personnel properly gather and evaluate the information submitted. Based on my inquiry of the person or persons who manage the system, or those persons directly responsible for gathering the information, the information submitted is, to the best of my knowledge and belief, true, accurate, and complete. I am aware that there are significant penalties for submitting false information, including the possibility of fine and imprisonment for knowing violations.
