California Ave., Bakersfield, CA Dear Ms. Secara, Pursuant to your request, WZI has conducted an inspection of the above ground standby wastewater tank and associated equipment that was installed at Crystal Geystz Water Company facility in Bakersfield., California and has prepared this letter report to document our findings. The purpose of the tank is to allow for temporary supplemental storage. capaCity if wastewater Of high pH or other problern is generated. The inspection was conducted at the request of the Bakersfield Fire Department. WZI is a professional sex-vice consulting firm with experience in regulatory compliance, environmental engineering and geology. The members of WZI are State of California Professional Environmental Assessors, Professional Engineers and Geologists. WZI expresses no opinion as to disciplines, subjects and practices outside those specifically enumerated below. Further, WZI expresses no opinion herein &i to any matters of California or Federal law- This letter is based on the foregoing and subject to limitations, qualifications, exccptions and assumptions set forth herein. Facility Description The facility produces and markets bottled water and other soft drinks from froxsh water supplied by the City of Bakersfield and other purchased ingredients. Glass and plastic bottles are also purchased. The facility operates 24 hours a day. The existhig wastewater system consists of a 6,582 gallon recessed con rete tank and associated piping. Water is piped into the facility from the city water main, 'Mast water is pumped from the wastewater tank and discharged into the city sewer system. Facility- Inspection In order to evaluate the wastewater system, an inspection of the wastewater system and the above ground tank was conducted on June 30, 2006 by Allen Rubbert of WZT_ It is our understanding that there have been two violations of discharged wastewater involving low pH and excess volume- On the advice of the Bakersfield Fire Department, a Sensaphone has been installed with sensors to detect p1­1 abnormalities and/or a high fluid level and is operational. This device sets off an alarm and lights, which notifies the quality control supervisor or the maintenance mechanic to shut down the wastewater system and the City water supply pdor to discharging wastewater. A 1,000 gallon standby tank and an associated pump was recently -installed io pump out the wastewater tank contents. This water is then treated to proper discharge, spe6fications, then re- introduced into the wastewater tank for discharge. The standby tank is double wall plastic and is located on top of the recessed wastewater concrete tang_ If additional assistance is required, Safety Clean can be called to provide this service_ used on the conditions observed during the inspection of June 30, 2006, the. wastewater system addition is considered adequate to prevent release of non-specification waswwater to the city sewer system.
