GOOD NEWS
� On May 21 Sr we conveyed to you that we had been successful in getting funding
for Westside Parkway Phase 4(Truxt�n tie-in) from the California Transportation
Commission (CTC) and that efforts were being made to see if we could get
Phase 6(the stretc� from Allen Road to Stockdale Highway near Heath Road)
funded. If Phases 4 and 6 are funded, only the Centennial Corridor piece from
the current dead end of State Route 58 to Mohawk remains for the project to be
complete. A map is enclosed.
The CTC met this week and while it made no final decision on Phase 6 we did
attend the CTC meeting and increased the recognition of the project and the
fact that it is immediately ready to build. The non action was due to a broader
issue between the state and federal governments. We will be back at the CTC in
August. ,
Just letting you know that the TRIP team never stops trying to access funds and
that we believe we �are making good progress!
—� A major milestone has been achieved on the proposed southwest Bakersfield
drinking water treatment plant. A draff settlement agreement between
California Water Service Company (Cal Water) and the Public Utilities
Commission (PUC) has recently been approved by the PUC with final approval
expected in Fall 2010. Phase 1 of the treatment plant will have a capacity of 20
million gallons per day with 10 million gallons per day available for the City of
Bakersfield domestic water system. Cal Water will finance the project with the
City paying a portion of the construction costs via future water sales. The source
of the water will be Kern River Water sold to Cal Water by the City of Bakersfield.
Phase 1 of the project is anticipated to be in service in late 2013.

MISCELLANEOUS CITY NEWS
-� We onticipate construction of the solar project at Wastewater Treatment Plant
No. 3 to begin sometime in the middle of this month and be corropleted in early
March 2011.
� The General Services Administration has started construction on the federal
courfhouse at the Central Park site and plans to hold an official groundbreaking
ceremony on July 12'n.
-� I will be on vacation from July bth through July 19�h. John Stinson will be doing his
final stint filling in for me prior to his retirement!

WESTSIDE PARKWAY UPDATE
� Shell Oil Company has a project to relocate an existing oil pipeline along Coffee
Road between Truxtun Avenue and Brimhall Road, due to the construction of the
future Westside Parkway interchange at Coffee Road and Brimhall Road. In
order to complete this project and tie-in a newly installed pipeline, two of the
three northbound lanes on Coffee Road will be closed on July 7th from 8:30 a.m.
to 4:00 p.m. A press release with more information is enclosed.
BUDGET NEWS
! The Building Director informed me that building permit issuance for single-family
homes is down about 10 percent from last year as are the valuations form
permits being issued. Commercial permit activity is pretty much limited to very
small remodels. The bottom line - no signs of an economic upturn yet.
! California entered the 2010-1 1 fiscal year this week without a state budget in
place - the 19th time in the last 25 years that has occurred!

STOCKTON, CA - Earlier this week, a judge denied the fire union's attempt to
block the City's c6osure of a fire truck company, which means the truck
company won't be staffed until at least mid-July when the judge will hear further
arguments in the dispute. The firehouse where the truck is stationed will stay
open, and a separate engine will continue to respond to emergencies, however
the firefighters scheduled to work the truck have been sent to fill other vacancies
and to the Fire Department's as-needed relief pool. The City estimates this move
can save Stockton more than $2 million in overtime costs during the fiscal year.
This is part of the City's plan to close a$23 million budget deficit, which also
includes the suspension of scheduled pay increases for firefighters. For police,
the pian includes at least 26 layoffs, and up to 40 more officers will be cut if the
city loses its court fight with firefighters.

Western Street Rod Nationals Plus to Roll into Bakersfield Through 2015
Three-Day Event Features Vintage Cars, Entertainment and More
BAKERSFIELD, Calif. — The Western Street Rod Nationals Plus will return to Bakersfield
through 2015, the National Street Rod Association, Kern County Fairgrounds and Bakersfield
Convention & Visitors Bureatz announced jointly today. The new five-year agreement begins in
2011.
The three-day event, which features pre-1980 vehicles, regularly takes place in April at the Kern
County Fairgrounds. The event has been in Bakersfield for the past 24 years and draws
participants from across North America.
"We are very happy to know Bakersfield will be our home for at least the next five years," said
Mike Chrispyn, NSR.A special events director. "Bakersfield is a car city and our members
recognize that. They come from around the country because they know the city rolls out the red
carpet for us."
The 2010 event drew nearly 2,000 registrants including many out of town guests who spent the
weekend frequenting local hotels, restaurants and retailers. The event has an estimated annual
economic impact of $1.375 million.
"The Western Street Rod Nationals is more than a great car show, it's an economic boon for the
city of Bakersfield," said Don Cohen, manager of the Bakersfield Convention & Visitors Bureau.
"Hotel rooms are booked, attendees eat a local restaurants and many participants drive to the
event, so we see a bump in gasoline sales over that weekend."
The event takes over the Kern County Fairgrounds complex with vehicles sprawled throughout
the main grounds. The exhibit halls are packed with vendors showcasing the latest in street rod
accessories, parts and services. There are activities for people of all ages, including live
entertainment and a weekend-ending awards ceremony.
"We consistently hear positive feedback from the attendees about how well the Fairgrounds
layout works for the event," said Bill Blair, CEO of the Kern County Fairgrounds. "We are
thrilled to host the NSRA at the Fairgrounds through 2015."

Attached is the HPRP Progress Report. Among the highlights:
•Homelessness Prevention services have assisted about 382 individuals in 147
households.
•Rapid Rehousing services have assisted about 238 individuals in 122 households.
•To date, 24.2% of the funds have been spent. The program requires that 60% be
spent by August 2011.

Shell Oil Company has a project to relocate an existing oil pipeline along Coffee Road
between Truxtun Avenue and Brimhall Road, due to the construction of the Westside
Parkway. The existing oil pipeline needs to be relocated to make room for the future
freeway interchange at Coffee Road and Brimhall Road.
In order to complete this project and tie-in a newly installed pipeline, lane closures on
Coffee Road will need to be installed. On July 7, 2010, two of the three northbound
lanes on Coffee Road will be closed to vehicle traffic between Truxtun Avenue and
Brimhall Road. The travel lanes will be closed from 8:30 AM to 4:00 PM on that day.
Traffic in this area will be reduced to only one lane in the northbound direction for the
entire day. These lane closures are necessary to make the final tie-in to the new
pipeline and to completely abandon the old pipeline.
The City thanks the public for their patience during this construction period. For more

STOCKTON - The widening labor rift between the city and its firefighters spread from City Hall to a Stockton
courtroom Wednesday, where a judge denied the fire union's attempt to block the closure of a central Stockton
truck company.
That means Truck Co. 4 off Pacific Avenue near San Joaquin Delta College won't be staffed until at least mid-July,
when San Joaquin County Superior Court Judge Lesley Holland will hear further arguments in the dispute.
The firehouse where the truck is stationed will stay open, and a separate engine there will continue to respond to
emergencies. The firefighters scheduled to work the truck after 8 a.m: Wednesday were sent to fill other vacancies
and to the Fire Department's as-needed relief pool.

But Capt. Dave Macedo, president of Stockton Professional Firefighters Local 456, said city leaders are risking the
safety of residents and firefighters alike to score political points.
"IYs ironic that at the height of the fire season the city chose to close a firetruck," Macedo said at an afternoon news
conference, where firefighters and their families gathered to protest the cuts.

Facing a$23 million budget deficit, the City Council last week approved a plan to impose deep cuts on its police
and fire depa�tments if the unions could not agree on other concessions.
For fire, those cuts included the truck company's temporary closure and the suspension of scheduled pay
increases. For police, it means at least 26 layoffs - and up to 40 more officers will be cut if the city loses its court
fight with firefighters, officials said.
The fire union's contract prohibits layoffs and company closures. But city officials argue their fiscal emergency
declaration in May gives them the legal authority to break that agreement.
That assertion will be tested July 13, when the case heads back to court. If the city is ordered to adhere to the fire
union's contract, officials argue they will have no choice but to lay off more police officers, because public safety
account for more than two-thirds of the general fund budget.
A dispute with the police union is escalating as well.
On Tuesday, the Stockton Police Officers Association filed two grievances at City Hall challenging the city's plans
to redeploy officers at 12-hour shifts and to suspend pay raises.
The police union is also considering further legal action, said Officer Steve Leonesio, the union's president.
The fire union and City Hall have been negotiating for weeks, with several offers volleyed back and forth. But the
firefighters are demanding a contract extension, a request the city refuses to grant.
Firefighters say a hole in truck coverage endangers them. The Fire Department added a second truck to its
standard single-alarm response after a 1997 house fire that claimed the lives of two firefighters - Bryan Golden and
Brett Laws.
A report on that fire recommended the Fire Department deploy a second truck to structure fires in case of an
emergency requiring rescue of firefighters.
Truck Co. 4, opened in the late 1960s, was one of four truck companies in Stockton. It covers an area roughly from
Harding Way to Hammer Lane, including the malls and Quail Lakes, where the largest residential fire in the city's
history burned in June 2008.
Macedo said it is the largest fire district in the city, with an estimated 80,000 residents. With the uniYs closure,
trucks to the north and south would respond instead, stretching beyond their eight-minute response areas.
Capt. Jim Miller had been assigned to Truck Co. 4 for the past six years. He was there Tuesday night when he got
the news.
He said he was disappointed and that the closure will slow fire responses.
"The trucks are spread out so thinly, iYs a long response time as it is," Miller said.
Fire Chief Ron Hittle said as much in a memo he wrote to interim City Manager Kevin O'Rourke last month, but he
also said that the uniYs closure would have the "least service level impact." The remaining companies can respond
within eight minutes to portions of Truck Co. 4's area, he wrote.
On Wednesday, Hittle said it felt like the Fire Department was "going backwards." The location of fire stations is
based on need, and the city has grown to the limit of the Fire Depa�tment's ability to cover it, he said.
