State Treasurer Sill Loc , er is concerned that the state could miss an opportunity to sell this fall to finance public works projects if state lawmakers and Gov. Arnold Schwarzen� don't enact a budget soon. "The treasurer said the first week of October is a critical week," said Lockyer spokesman , DeAnda. "Beyond that, it really puts a cramp on the amount of time that's left to put that c together." The problem is, the state can't sell bonds for infrastructure until it has resolved its cash ne� pay for general state services. To do that, the state needs to obtain short-term loans, know� Revenue Anticipation Notes, which require a budget to be in place. It will take the state three to five weeks to obtain RANs and then another three to five weE put together the bond deal, DeAnda said. The problem? �rhe state treasurer has to complete the infrastructure bond sale by Thanksg At that point, the state enters a"blackout" period until the next governor issues a budget p in January. During that time, the state can't go to market because the Department of Finan be compiling projections and proposals for the next budget year -- information the treasur would be required to disclose to investors. DeAnda said it is not yet known how much the state needs to sell this time. The treasurer completed a$4.1 billion sale last October. Absent a bond sale this fall, the state would rur risk of freezing thousands of construction projects like it did in late 2008 and early 2009 a state was unable to complete a fall bond sale. September and October. Alliance director Jim Earp said contractors expect to receive the 1 payments but that they have not received assurances about their Nov. 1 payments. Absent those payments, Earp said contractors may have to stop working in November bec many do not have enough reserves or credit to float the state. He is asking the Legislature either pass a budget soon or approve emergency appropriations for Caltrans projects. The purpose of this Circular Letter is to inform you of the recent actio CaIPERS has taken to address these concerns. CaIPERS has established a Public Employee Compensation and Benefits Task F� which includes CaIPERS staff and representatives of key constituent groups inclu� public employer organizations such as the League of California Cities, employee/I organizations, and legislative staff. The task force is focusing on three key areas: • Greater public disclosure of public employee compensation, benefits, and c related information, • Caps and clarification on compensation that can be considered for retiremE purposes, and • Mitigation of the impact of excessive salaries on the retirement costs of a p employee's previous public employers and other agencies in the same liab risk pool. CaIPERS is also cooperating with the Office of the Attorney General in its investig surrounding the salaries and other compensation of public employees. In addition CaIPERS will be implementing a number of internal policy changes to increase transparency that include: • Posting online the final public agency reviews perFormed by CaIPERS, Circular Letter #200-058-10 -2- September 8, • Establishing procedures and guidelines for CaIPERS staff to notify supervi; and senior managers when they become aware of unusually high compen� and salary increases reported to our system. S�ummary: During the December 17, 2008 City Council meeting, the portion of th VNorks Department's Report on Recyclin_c� Proqram Issues related to the expansion of the Blue Cart Recycling Program was referred to the Bud� Finance Committee for further dicussion. Upon discussion with stafi Budget and Finance Committee meeting held on March 30, 2C Committee recommended the issue of streamlining the Blue Cart RE Program billing system be forwarded on to the City Council. On June 1 the City Council adopted resolutions that: • Provided for the establishment of a separate special assessment Solid Waste to be added to the property tax roll for. the collection cart recycling charges for new services previously billed by the Cit� • Authorized the Kern County Tax Collector to collect the charges. Action: The City Covncil approved a motion to direct staff to scr public hearing and make improvements to the billing systen City Council agenda item 12a. - June 10, 2009: State law requires new fees and charges to be adopted by ordin resolution following a public hearing. A notice of the proposed tax r and the public hearing was mailed to each of the property owners enrolled in the program. As of June 2, 2009, the City Clerk had receive< written letters protesting the switch to tax roll billing for the program.
