These are the long on- and off-ramps from the inter� Mohawk and the Parkway leading over to Truxtun, and merging with the in-b out-bound traffic there. That is very good news, as it wili make the entire Parkway operate more efficiently when it opens in about two years. When the Westside Parkway was originally planned, construction pricing was and it was believed that the phasing would take many years. The econorr pricing to drop, which allowed us to build more with those funds. Additionally been successful in receiving extra funding for Phase 4, so the project phases I been significantly accelerated. Because of that, we are also planning to cr phasing of the Allen Road Bridge. The current design of the bridge was generated during the time we beli phasing would take longer, so it only involved an at-grade intersection with With the progress made to date, and with the funding already received potential to receive more in the near future, we feel we can go ahead wi interchange/bridge now. The plans are complete and are being separated to bid. By building the bridge now, there will not be an interruption in the either Allen Road or the Parkway in the future when the extension to Heat built. F�onorable Mayor and City Council October 22, 2010 Page 2 BUDGET NEWS -� FRESNO COUNTY: On Tuesday, Supervisors reversed a decision to cut � health care benefits, creating a$2.3 million budget gap that could mE instead. Although the cut had been budgeted, it had not implemented. MISCELLANEOUS NEWS � The State Supreme Court is going to hear a case involving the Prc Administrative Fees charged by counties to jurisdictions such as us. It worth $1.5 miilion to us, but it will be a year to a year and a half decision is made. � Significant progress has been made on the concession stand / restroor at both Mesa Marin and Sports Village. Photos are attached that good view. Both projects should be ready by the spring/early summer c � Good news! Construction has resumed on Phase I of Baker Street Vill project's contractor, Wallace and Smith, had its first inspection Octo� plumbing, and passed with flying colors. The contractor is installing tv� cinder block wall, so they can pour the slab at the building fronting Bc next week. The subcontractors are anxious to get started. Once the dries, the flow of work will be continuous. The neighborhood store ow come over to the site and thanked the contractor for starting work ar that the neighborhood will change for the better. The decision cancels a decision supervisors made when they approved the current county budget in July and reduced b county's contribution toward each employee's annual health-insurance cost. One would provide counties with partial funding -- a little over $1 million for Fresno County -- from the Williamson Act, wl counties reimbursement for giving tax breaks to farmers. However, Schwarzenegger has repeatedly vetoed funding for t past. Another option would allow local governments to issue bonds that would be paid off by money the state owes them. Cou Crow called reliance on this option "betting on comets" -- not a wise move. Anderson conceded that any state funding will not take care of the health-care costs. "There will be layoffs," she said. The board's decision was received well by a nearly full room of county employees, some of whom spoke for more than h proposed cuts. Employees had voiced similar objections earlier this month when supervisors first discussed them. The b asked to impose the benefit cuts after failing to negotiate an agreement with employee unions. Diana Calderon, an eligibility worker in the Social Services Department, blasted county administrator John Navarrette ea approving the cuts when he has received a pay hike. Tuesday, Calderon went after supervisors for considering the cut, c unpaid leaves, when they make more than $100,000 a year. "First it's furloughs -- now you want our benefits," she said.
