Attached you will find the monthly TRIP Status Report for the month of November. The
report gives a summary of each TRIP project in construction, in design, and under
review. Completion percentages and pictures of projects are also included.

The California High-Speed Rail Authority held its second Community Open House last
night to discuss the Bakersfield F Street Station alignment. The event once again
appeared to be a success, as many citizens of Bakersfield attended. Staff members
from the City and High-Speed Rail Authority were present to discuss with residents the
future alignment and answer their questions.
The Bakersfield Police Department (BPD) will be holding three community meetings this
month to discuss police relations within the City. The meetings will highlight “Citizen’s
Forum”, which is an interactive program that places citizens in police-based scenarios. Citizens will also learn about the numerous programs BPD offers free of charge to the
community. Please see the attached flyer for a schedule of the time and locations of
the meetings this month.
Congratulations to everyone who worked on the State Route 178/Morning Drive
Interchange Project! The Central California Chapter of the American Public Works
Association (APWA) recently presented the City with the 2015 Transportation Project of
the Year award in the category of Projects Greater than $25 million. The project also
received the 2015 Chapter Award of Excellence.
This is the second year in a row that the APWA chapter has recognized a TRIP project.
Last year’s winner was the Westside Parkway. The APWA awards were established to
recognize excellence in management and administration of public works projects
between the managing agency, the consultant/architect/engineer and the
contractor.

The City of Bakersfield in partnership with the Kern High School District, Optimist Clubs
of Greater Bakersfield and the Kiwanis Clubs of Bakersfield held the 61st annual Teen
Government Day on November 4th. Over 60 students from local high schools met with
City staff to learn more about City departments, operations, programs and services.
Select students returned for the City Council meeting held that evening and were
introduced to the audience by Councilmembers and staff. A special thanks to the City
Clerk’s Office for organizing this event.
The City of Bakersfield Animal Control Division would like to invite the community to a
low cost vaccination, licensing and microchip clinic for dogs living within the city limits. The clinic will be at Heritage Park, at 2320 Mt. Vernon Ave, Saturday, November 7th
from 9:00 a.m. until noon.
All dogs 3 months of age and older can receive a rabies vaccination. The vaccine
cost is reduced, however; the licensing fees are regular price. Microchips will be
offered FREE to all city licensed dogs! We now also offer DAPP vaccines for puppies
needing to begin their vaccination series. Puppies should be 8 weeks of age and in
good health when receiving a vaccination.

The Bakersfield Police Department will be holding its annual memorial run on Saturday,
November 7th at the Riverwalk Park. Registration begins at 6:00 a.m. with the race
starting at 8:00 a.m. This is an annual event put on by the Police Department and
community partners. The money raised going to the families of fallen police officers.

unforeseen circumstances.
Nighttime Closures Continue on State Route 99
Hosking Avenue Bridge Falsework Removal
Nighttime freeway closures on State Route 99, between Panama Lane and State Route 119 (Taft Highway) are expected to be in place Monday, November 9th and
Thursday, November 12th. The closures are needed to complete the removal of
falsework (temporary support structure) from the new Hosking Avenue Bridge.
Weather permitting, all northbound lanes between State Route 119 (Taft Highway) and
Panama Lane will be closed Monday night from 11 p.m. to 5 a.m., but the contractor
expects to begin closing lanes at 9 p.m. and motorists should anticipate delays. During
the full closure, northbound traffic will exit State Route 99 at State Route 119 and
continue north on South H Street. Traffic can re-enter the freeway at Panama Lane.
Southbound traffic will remain on State Route 99, and all lanes are expected to
reopen in time for the morning commute.
All southbound lanes are expected to be closed on Thursday night, between Panama
Lane and State Route 119 (Taft Highway), from 11 p.m. to 5 a.m. The contractor
expects to start closing southbound lanes at 9 p.m. During the freeway closure,
southbound traffic will exit State Route 99 at Panama Lane and continue southbound
on South H Street. Motorists can re-enter the freeway at State Route 119. Northbound
traffic will remain on State Route 99 while this work is underway. Removal of falsework
above the southbound lanes is expected to take between two and four nights to
complete. All lanes are expected to reopen in time for the morning commute.
Nighttime Closures on State Routes 58 and 99
Motorists are advised that nighttime closures may be in place in the following locations
on Sunday, November 8, Monday, November 9, and Thursday, November 12,
between the hours of 9 p.m. and 5 a.m., weather permitting. No work requiring lane
closures will be performed Tuesday afternoon or Wednesday due to the Veterans’ Day holiday.
• Paving work is scheduled to continue on eastbound State Route 58, requiring
nighttime closures of the two inside eastbound lanes between Real Road and H
Street. One eastbound lane will remain open to motorists entering State Route 58
from the northbound State Route 99 connector ramp. Eastbound State Route 58
access from Real Road will be closed, but motorists will be able to use the southbound State Route 99 on-ramp from Real Road. Motorists can access
eastbound State Route 58 by using Brundage Lane and entering the freeway at H

Street. Westbound lanes are expected to remain open while crews are working in
the eastbound lanes.
• The eastbound Union Avenue off-ramp will need to be closed to allow for
temporary striping of the roadway and the placement of temporary concrete
barrier rail.
• The contractor plans to place temporary concrete barrier rail alongside the
freeway, requiring the closure of the outside traffic lane between Union Avenue and Cottonwood Road, in advance of sound wall construction in this area.
• The outside lane along the north side of the westbound State Route 58, in the area
of the northbound State Route 99 connector ramp, will need to be closed to
perform temporary striping operations and to place temporary concrete barrier rail.
This work is also needed in advance of sound wall construction.
• The southbound Ming Avenue on-ramp to State Route 99 and the two outside lanes
of freeway, between Ming Avenue and Wilson Road will need to be closed for work
on the new retaining wall in this area.
• The northbound State Route 99 Ming Avenue off-ramp along with the two outside
lanes on State Route 99, between Ming Avenue and Wilson Road, will be closed for
drainage work.
Traffic Control Continues on State Route 178
One-way traffic control will continue next week on State Route 178, between Alfred
Harrell Highway and Miramonte Drive. The contractor for the State Route 178 Widening
Project will be performing paving work along this section of the highway, requiring
intermittent flagging. Traffic control will affect both directions of travel. Motorists driving through this area should be prepared to stop, with wait times lasting up to five minutes.
Work is expected to be underway during the following days and hours:
Monday, November 9th from 8:00 a.m. to 4 p.m.
Tuesday, November 10th from 8:00 a.m. to noon
Thursday, November 12th from 8:00 a.m. to 4 p.m.
Friday, November 13th from 8:00 a.m. to 4 p.m.
Traffic control will not be conducted after noon on Tuesday or on Wednesday due to
the Veterans’ Day holiday.
Lane and shoulder closures may be in place in other areas along State Route 178,
between Canteria Drive and Miramonte Drive, as needed by utility companies
completing line relocations in this area.

report is to provide a periodic up-to-date snapshot of each project’s recent major
activities and progress. If you have questions, or need additional information, please

MILESTONES
Congratulations to everyone who worked on the State Route 178/Morning Drive Interchange Project! The
Central California Chapter of the American Public Works Association (APWA) presented the City with the 2015

meeting on November 5th. Public Works Director Nick Fidler, Assistant Public Works Director Ted Wright, and
TRIP Co-Manager Kristina Budak were on hand to accept the award. As a bonus, the project also received the
2015 Chapter Excellence Award. This is the second year in a row that the APWA chapter has recognized a TRIP

The new Hosking Avenue bridge deck has been completed and the bridge has been post tensioned, making the
structure self-supporting. The contractor is in the process of removing the falsework (temporary support
structure). The contractor has also started laying asphalt for the new section of Hosking Avenue and interchange
ramps.
The Bakersfield City Council approved the contract agreement for the Southbound State Route 99 Auxiliary
Lane/Rosedale Highway Off-ramp Improvements Project on October 14th. Construction work is expected to
begin in January to avoid traffic disruptions and delays through the holidays.
PROJECTS UNDER CONSTRUCTION
State Route 99/Hosking Avenue Interchange
Contractor: Granite Construction
63% complete; anticipated completion: early 2016
The contractor’s efforts were focused on the new Hosking Avenue Bridge in October. Two concrete pours
were held in early October to complete the bridge deck. Following a 10-day concrete cure, the bridge was post-
tensioned. The structure is now self-supporting and the falsework (temporary support structure) is in the
process of being removed under nighttime freeway closures. Bridge work will continue for several more weeks
as backfill is placed behind the bridge abutments, approach slabs are placed, and numerous other bridge-related
items – barrier rails, sidewalk, median paving, street lights, etc. – are completed.
The contractor has begun placing asphalt on the new section of Hosking Avenue and the interchange ramps,
which will provide erosion protection from potential rains. The final lift of asphalt, creating the driving surface,
will be placed at a later date.
During November, work will continue on the bridge, drainage systems, miscellaneous electrical items, curb
and gutter, and stamped concrete areas throughout the job site.

Beltway Operational Improvements
Contractor: Security Paving Company
10% complete; anticipated completion: summer 2017
This project includes various improvements along State Route 58, from State Route 99 to Cottonwood Road,
and on State Route 99 from Wilson Road to north of Ming Avenue.
In October, the contractor continued to work on the new retaining wall along northbound State Route 99,
and it is expected that construction in this area will continue for several more months. The new retaining wall
will allow for the construction of a new auxiliary lane for northbound State Route 99 to the Ming Avenue off-
ramp. Construction of a new retaining wall along southbound State Route 99 near Ming Avenue is also
underway.
Paving operations were performed on State Route 58, between State Route 99 and H Street, as crews
constructed new inside shoulders for both directions of travel. Paving will continue in this area during November
as the contractor prepares to shift eastbound traffic to the inside of the roadway. Traffic will be shifted to the
inside lanes to allow construction to begin on new retaining walls, sound walls, and roadway improvements on
the outside (sloped areas) along State Route 58.
Additional work on the November schedule includes work at the eastbound State Route 58/Union Avenue off-
ramp and alongside the highway in the eastbound direction between Union Avenue and Cottonwood Road.
Crews will place temporary concrete barrier rail along the outside lanes and begin clearing operations in
advance of sound wall construction in this area. Crews also plan to start clearing the area along the north side of
State Route 58, between the State Route 99 connector ramp and Hughes Lane, in advance of soundwall
construction.
Rosedale Highway Widening
Contractor: Teichert Construction
40% complete; anticipated completion: fall 2016
Construction work continues during nighttime hours, Sunday nights through Thursday nights, between the
hours of 8 p.m. and 6:30 a.m. Crews are working in various areas from Gibson Street to Calloway Drive and
nighttime lane closures may be in effect in any lane in either direction while work is underway. At least one lane
in each direction will remain available to traffic. All lanes are opened prior to the morning commute.
In October, work included removing existing curb, gutter and sidewalk and installing new curb, gutter and
sidewalk in various areas along the corridor. Work also continued on storm drains, median curb, sign relocations
and roadway subgrade. These activities will continue into November.
Additional work on the November schedule includes working on a storm drain at the southeast corner of
Rosedale Highway and Calloway Drive. The curb return and this section of the roadway will also be
reconstructed. This work will require nighttime lane closures of northbound Calloway Drive near the Rosedale
intersection. One northbound lane will remain open to traffic while work is underway and all lanes will open in
time for the morning commute. This work is expected to be completed prior to Thanksgiving.
Also on the November schedule is the installation of a storm drain across Mohawk Street on the south side of
Rosedale Highway. This work will require a full nighttime closure of Mohawk Street for one or two nights. The
work is expected to be performed in mid-November and public notification, including detour information, will be
provided prior to the closure.
State Route 178 Widening
Contractor: Granite Construction
9% complete; anticipated completion: mid-2017
Utility companies continued to relocate lines through October while the contractor continued storm drain
work for the new State Route 184 alignment. Storm drain work also began along State Route 178, east of Alfred
Harrell Highway. Clearing and grubbing operations were completed just east of Canteria Drive.
In November, the contractor will continue storm drain work for the new State Route 184 alignment.

Storm drain work will also continue along State Route 178, east of Alfred Harrell Highway to Miramonte
Drive. Once this storm drain system is completed, road widening work can begin along the north side of the
highway in this area. This will be the first segment of road widening on the project.
Southbound State Route 99 Auxiliary Lane/Rosedale Highway Off-ramp Improvements
Designer: Parsons
0% complete; anticipated completion: late 2016
The project provides operational and safety improvements along southbound State Route 99 and at the
Rosedale Highway off-ramp. The contract agreement was approved by City Council on October 14th. This project
is federally funded through the State Highway Operation and Protection Program (SHOPP). Construction work is
expected to begin in January to avoid traffic disruptions and delays through the holidays.

The project will widen Truxtun Avenue, to three lanes in each direction, from Empire Drive to east of Oak
Street, modify the curve at the Westwind Drive intersection, and provide a right-turn deceleration lane for
westbound traffic turning north onto Westwind Drive.
Construction is anticipated to begin in mid- to late-2016, depending upon environmental permits and right-
of-way acquisitions.

Centennial Corridor

The team has incorporated responses to comments received from the public and agencies, and is closing out
and preparing the Final EIR/EIS for signature and proper public noticing. The document is expected to be
completed and released this fall.

The type selection process is being finalized for bridges and structures. The team has received type selection
approval for three zones within the corridor (State Route 58/99 Interchange, Residential/Commercial, and
