Modesto's spending plan eliminates 27 staff positions

City Council members voted Tuesday to approve a$336 million budget for
Modesto, marking the fifth consecutive year of spending cuts.
The budget plan eliminates about 2 staff positions to help close a$9.
million general fund shortfall, the result of weak sales tax and property tac
revenues. The council decided to spare several positions over concerns that
proposed cuts were too deep.
Fourteen of the staff positions are filled and 13 are vacant positions that won't
be funded.
Mayor Jim Ridenour said the city still is in a better position than some
communities in the Central Valley.
"We are still in better condition than some of our neighboringcities," he said,
referring to thesevere financial troubles of Stockton and Chowchilla.
The city will fund the salary and benefits for two employees who work at the
McHenry Museum and McHenry Mansion, without requiring nonprofit
support groups to raise money to cover the cost.

The echibit coordinator and administrative assistant were threatened with losing their jobs in Ridenot
released in May. But museum supporters told the city that losing the employees would result in fewer
activities.
'To fund the positions casting $102,000, about $62,00o will be taken from the City Council's budget a
other sources.
Officials also said grants have been secured to spare two senior planners from the budget ax.
Brent Sinclair, director of economic and community development, said the planners are needed to wo
development efforts and the city's plan for complying with the Americans With Disabilities Act.
Part of the funding for one planner will come from the council's approval of $ioo,000 to work on eco:
development. City Manager Greg Nyhoff said $50,00o will help pay for the planner position. The rem
a real estate consultant to work with employers interested in Modesto.
The budget cuts will take their biggest toll on the Fire Department, which is losing eight positions, mai
retirements. The reductions will require one engine company to be taken out of service.
In addition, the city won't replace four police officers who left in the past year.

The association says the dispute ultimately was settled in 2004 with the city agreeing to transfer $378
the entire amount was repaid with interest.
Because of budget woes, the city did not make a transfer this year and plans to suspend the agreemeni
years. But the council has vowed to resume the payments after that.

Sacramento County supervisors OK $30M in cut
including 300 layoffs

Published Thursday, 7un. 09, 2011
Sacramento County supervisors this afternoon approved a budget for the coming fiscal year that will cut
law-enforcement spending by more than $30 million.
That figure is less than anticipated because supervisors were able to identify $8.5 million to redirect to t
district attorney and probation departments. Most of the additional funding came from reducing a debt F
$3.5 million and reallocating $3.4 million in planned capital expenditures.
Overall, the county's $3.5 billion budget contains almost $90 million in spending reductions, as the cour
diminished revenues and increased costs for the fourth straight year. The county expects to layoff at lea
employees, plus whatever the district attorney and the sheriff cut to handle their shortfalls. Sheriff Scot
District Attorney Jan Scully said this week that they weren't sure how many they would lay off.
The sheriff received $5.2 million in restorations today, but still faces a deficit of more than $20 million. :
said he will have to lay off patrol deputies.
The district attorney received $2.2 million in restorations, but still faces a deficit of more than $6 millior
has said she will close units and prosecute fewer cases.
Probation will lay off about 40 probation officers by the end of the month and release 40 juveniles in de
County Probation Officer pon Meyer said.
