The Mohawk Street Extension Project official opened to traffic on Thursda�
mile north-south connection adds a critical link to the local transportation n�
extending Mohawk Street from Truxtun Avenue to Rosedale Highway. The i
includes three lanes in each direction, plus bike lanes and sidewalk. The pr
completed nine months ahead of the originally scheduled completion da�

Budqet News
■ As you are aware, the State has approved its budget for next fiscal
of the legislation includes two bills which will severely im�

❖ Phase I of the Baker Street redevelopment project continues to

❖ A study released by the Insurance Institute for Highway Safety
indicates two-thirds of drivers in 14 big cities with longstanding red ligr
programs support their use - including Bakersfield. Locally, 68 percent
support red light cameras and the findings follow an Institt
demonstrating that cameras have reduced the rate of fatal red ligf

MOST DRIUERS FAVOR RED LIGHT CAMERAS,
A NEW SURUEY OF 14 BIG U.S. CITIES FINDS
ARLINGTON, VA —'Itiao-thirds of drivers in 14 big cities with longstanding red 1�
camera programs support the;�r use, a new survey from the Insurance Institute
Hiqhway Safety indicates. The findings follow an Institute study demonstrati
that cameras have reduced the rate of fatal red light running crashes by 24 p�
cent in these same cities.
The strong public support confinr►s that red light camera opponents, while voc
and often influential, are a minority. Even in Houston, a city that voted in
November 2010 referendum to shut off its cameras, a majority of drivers say the
favor red light camera enforcement.
"Most drivers don't buy the argument that it's someho�a wrong to enforce the 1
just because you're using a camera to do it," says Anne McCartt, the Institut
senior vice president for research. "They understand that this technology is
venting crashes in their cities."
An Institute study released earlier this year showed that red light cameras
lives. Researchers looked at U.S. cities with populations over 200,000 and com
those with red light cameras to those without. In the 14 cities that had ca��
in 2004-08 but didn't have them in an earlier co:nparison period, automated red
enforcement saved 159 lives. If cameras had been operating in those years i�
large U.S. cities, a total of 815 deaths would have been avoided.
As a follow-up, the Institute gauged drivers' experience with cameras and the
perceptions of them. More than 3,000 people in the 14 study cities were inte
viewed by cellphone and landline between Feb. 19 and March 29. The survey h�

surveyed in Houston because of its recent vote to shut off the cameras. The c
installed cameras in 2006, which was too late to be included in the crash st
group. The Houston survey has a margin of error of 6 percentage points.
More than 9 of 10 drivers surveyed in the 14 cities believe running a red ligh�
unacceptable, and more than 8 of 10 deem it a serious threat to personal saf

Among the 89 percent of drivers who are aware of
camera programs in their cities, a majvrity say

In the 14 study cities, a little more than a quarter of respondents said th
oppose cameras. Asked why, 26 percent said cameras can make mistakes. The c

17 percent argued that they're an invasion of privacy. The question was open-en�
and respondents could give as many reasons as they wanted.
The survey found less support for the use of cameras to crack down on right-on-
violations than for red light cameras generally. Such violations include mak
a right on red where it is not permitted and making the turn without stoppir
Cities differ as to whether they issue tickets for rolling right-on-red tur�
when they are caught on camera. Nearly a fifth of drivers say they suppoz
cameras but oppose right-on-red enforcement. Forty-one percent of driver
support using cameras for these violations.
"Right-on-red violations usually aren't associated with T-bone crashes, but
they make intersections much more dangerous for pedestrians in particular,"
McCartt says. "The survey results show cities need to do a better job ex-
plaining this issue to drivers."

According to the clean-up contractor, the soil that was contaminated wi
paint near the Q Street canal (Ward 1) has been removed, and plc
several large containers that currently remain on the site.
Samples from those containers will be tested within the next week. Or
samples are taken and again confirm the presence of latex paint, the c
will be moved to the Clean Harbors waste facility in Buttonwillow, Californ

management system that makes it possible to offer more digital video programming services than before including new

On or after August 1, 2011, the following changes will take place:
