Sales Tax Quarterly Report by Industry
Attached is a copy of the Sales Tax Quarterly Report by Industry, comparing the f rst
results of 2011 to the first quarter results of 2010.
The overall results for the City have not changed, but this report does provide a more
at what types of industries are doing better or worse than citywide results, which wer�
comparing the 1 St quarter of 2011 to the 1 S` quarter of 2010.
Oil and gas related products and equipment, Heavy Industriai Equipment and New C�
above average positive movement compared to the same quarter last year, while Serv
and Grocery Stores show a negative trend compared to the same quarter in 2010.
Overall, the results for the past four quarters have been good news, but there are still �
of positive and negative swings in many categories. This mixed message of trend inf
among the various categories makes it difficult to accurately forecast sales tax revenu
any specific conclusions from the data provided.

Invitation to Attend "National Night Out Against Crime — 2011"
The Bakersfield Police Department and Neighborhood Watch members from thro�
city are planning to celebrate the "28th Annual National Night Out Against Crime" �
large-scale event on Tuesday, August 2nd, 2011 from 6:00 p.m_ to 9:00 p.m. The
crime and drug prevention event will be held in Central Park at Mill Creek, located
R Streets.
The event will include demonstrations and displays from the Bakersfield Police De
K-9 Unit, S.W.A.T. Team, Bomb Squad, and Crime Prevention Unit, as well as froi
and private sector partner agencies which provide services to the neighborhoods <
residents of our community.
National Night Out is a unique crime and drug prevention event designed to unite
who want to take a public stance against crime in their neighborhoods. Last year':
Night Out campaign involved citizens, law enforcement agencies, civic groups, bu
neighborhood organizations and local officials from over 15,000 communities from
states, U.S. territories, Canadian cities, and military bases worldwide. In all, 36 m
participated in National Night Out 2010.
I would like to extend an invitation to the Mayor, Council Members, Department HE
anyone else who might like to attend.

VICE MAYOR COUCH REQUESTED THAT STAFF RESPOND TO A CITI�
CONCERNS ABOUT A STOP SIGN ON TULE RIVER WAY AT CROSBY STREET.
Traffic Engineering will perForm a traffic control warrant study for the inte
of Tule River Way at Crosby Street. These are residential streets with a spE
of 25 miles per hour. Stops signs are installed for intersection cc
accordance to State volume warrant requirements and are not allowe
installed for speed control. Since Mr. James letter indicates a speeding �
Tule River Way, a speed profile study will also be conducted which sh�
number of vehicles and time of day vehicles are exceeding the speE
Results of the speed profile study will be sent to the Police Department

increasing vehciie speeds because some reckless drivers must see it as a quicker r�ute to
Farm Road or Alien Road. Whatever the reasons may be, the situation is getting increasingly ,
for the residents who (ive on Tule River Way, par�icu(ariy the chiidren who are frequently o
crossing the street ar riding bikes.

SMG presented the second of four concerts in a series featurinc

The free event returned to the Amphitheatre sponsored by the
department and San Joaquin Community Hospital to present fc

The Bakersfield Symphony raised enough money to pay for the

ATHLETICS:
• Adult, Youth, Fitness and Adaptive Programs over-all attendar
month of June was 33,802 which is an increase of 11.3% from
attendance of 30,361. The increase is due to an extra week
games, a new basketball camp, and the opening of Mesa Iv
Complex with two softball tournaments.
• Adult Softball League:
o Evaluation games for the summer league started that nig
teams - 108 Men's with 18 Divisions and 60 Co-Ed with 10 Div
o The summer league started their 10 week season on June 15
o There were two softball rentals at Mesa Marin starting or
June 4th with the High School's Senior All Stars Game and an
and Coed Softball Tournament on June 11 th and 12tn.
o Connors Concessions reported earning $12,000 the first

o Both Leagues started on Saturday, June 4th at Silver Creek P

• Overall attendance for the Martin Luther King, Jr. Center was 7,211 w
increase from June 2010.
• Children's Gardens - The center will be participating in "Garden
Barrel" with the Kern County Fair. The fair will supply the center wi
barrel and the children will paint and plant the wheel barrel and th�
on display and judged at the Kern County Fair. Several new families �
the gardening program for the summer.
• Camp King
o Currently, there are 72 participants enrolled in Camp King
o Activities include swim lessons, recreational swim, dodge �
special event Fridays, an all American hot dog feed, arts and
nature projects
• Southern California Tennis Association
o The SCTA is sponsoring morning tennis lessons for youth.

• Bakersfield City School District Free lunch Program
o The center is offering free lunch to participants 18 years �
Approximately 150-200 people a day are being fed from Monc
Thursday. This program provides our campers as well as the
community with a well balance meal.
• Funding/Donations:
o Tires (15) $ 45.00
o Wheels (17) � 85.00
o Helmets (12) 120.00
Total Donations: $250.00
• Total Altendance: 7,211
SILVER CREEK COMMUNITY CENTER/SAUNDERS MULTI-USE FACILITY:
� Silver Creek Community Center
o Total attendance for Silver Creek Community Center was 2,96
an increase of 40% from June 2010. The increase is attribute�
opening of the Silver Creek Office. There were two rentals and
(21) park reservations during the month of June.
o Silver Creek Camp Fun
o Camp Fun is now in week five and attendance c�
increase.
o Staff and campers worked very hard to gear up for RE
Parks Month in July. The campers have decorated the
art work and crafts to help educate the public about "R�
Park."
o The response from the public has been overwhelmingly positivE
center opening the office again to the public.
• Saunders Recreational Facility
o Total overall attendance for the Saunders Recreational Facility
o Soccer League -
o Playoffs are now in full swing and will be complete by th
July.
o Registration for our next season is ongoing with the sum�

• Tree staff addressed an issue at Monitor Green Belt, removing tumblE

• Tree staff has been working on Brimhall Avenue between Allen & Jew
divider and North wall. Staff has trimmed approximately 150 trees
during the month of June.

Attached is the HPRP Progress Report. Among the highlights:
•Our local expenditures remain far ahead of what the program guidelines call for.
from the U.S. Department of Housing and Urban Development (HUD) require tha
of funds be spent by August 18, 2011. Bakersfield's efforts have exceeded that,
81.77% spent as of June 30. This is an increase of 10% over last month's figure
