Good news! We have been notified that the Biological Opinion for Mornir
been issued and signed by the U.S. Fish and Wildlife Service! This is a
toward beginning construction on the interchange. With this new infor

High Speed Rail News
• The preliminary draft of the High Speed Rail EIR is out and a stal
been assigned to analyze it and prepare our comments. As has be�
in the past with this organization being open and forthright is not
suit. Below follows the preliminary observations from Planning C
Eggert:
1. The main EIR is over 1,500 pages. Overall, there are over 3,300 pag
three volumes. At yesterday's meeting, it was noted that there is or
copy volume for public review for the entire metropolitan Bake
(500,000 people) . We had difficulty downloading some of
documents, I can't imagine a home user spending time doing this

funding issues. It looks like no funding will be available until July 201

The Professional Bull Riders are coming to the Rabobank Arena Novembe

SUBJECT: Street Sweeping Services Referral No. 240
COUNCILMEMBER COUCH REQUESTED THAT STAFF REVIEW THE INFORMATION
CONTAINED IN A LETTER FROM A PRIVATE COMPANY THAT PROVIDES STREET
SWEEPING SERVICES (Copy of letter dated April 1 1, 201 1 attached to this respon�
A private company provided a proposal to City staff for the contracting of stree
sweeping services. This proposal, dated May 24, 201 1, is also attached to this
response.
Staff analyzed the cost proposal from CleanStreet. Their proposal states that the
quote of $22.00 to $28.00 per curb mile includes services such as sweeping all str
once per month, handling and paying for all sweeper debris disposal, collection
and disposal of leaves during leaf season, and 24/7 emergency sweeping servic
within an hour of the request. The proposal stated that "the cost of contracting i
sweep the entire City one time per month would range from �660,000 to $860,OC
per year depending on contract specifications." This �660,000 to $860,000 range
does not take into account the number of passes a street may require for cleani
Therefore, in performing this analysis, staff compared the private company's quc
per curb mile (range of �22.00 to �28.00) to the City's cost per curb mile using eii
forces.
Attached is the analysis prepared by staff as to the City's current average cost K
curb mile. The average cost per curb mile, based upon actual expenditures for
Fiscal Year 2010/ 1 1, is close to �23. In addition to street sweeping, this rate includ
the following services: sweeping of City parking lots once a week, sweeping the
Kern River Bike Path twice a week (minimum), cleaning the hardscape of inedia
islands, manual cleaning of turn pockets and corners, emergency response to ill�
dumping and spill cleanup, and sweeping service for special events.
Staff recommends no change to current street sweeping practices since there is
a significant savings to be realized with the outsourcing of this service. In additior

The following is a proposa! for our providing these services to the c�ty of BaE
CleanStreet proposes to sweep approximatefy 2,520 curb miies one time pe
following the City's present schedule.
CleanStreet will handle and pay for all debris co!(ected by the sweeper.
During the heavy feaf fall, CleanStreet will provide an additional crew to coflE
dispose of large pifes of leaves deposited on the streets.
Emergency sweeping services will be provided wi�hin one hour of any reque
