We continue to have a staff team review the draft EIR for High Speed Rail.
On March 18th, I wrote a letter to the CEO of the High Speed Rail Autr
among other things, expressed surprise that we had seen plans which
taking the City Corporation Yard. I indicated that it was a$150 million
asked that they move the proposed facility off City property.
We received a respor�se on June 21 St that we read to mean they had rr
facility to another location.
When the draft EIR went out for circulation recently, it showed them
Corporation Yard with the proposed red alignment. This is the facility frorr
run sanitation, streets, parks, and do the automotive work for City operatior

Although both alignments impact East Bakersfield, the red alignment

could significantly impact the Centennial Corridor project. That is a$
centerpiece of the TRIP Program, and is to be the extension of Highway 58.
High Speed Rail proposes to take virtually all of the parking for the �
Convention Center (blue and red (worse) alignments), and to takE
pedestrian bridge south of the Arena. The City has leases, obligations
convention concerts and other shows, and cannot go without parkinc
normal revenue threat to the City that could be as high as $4.0 million.
Months ago, we provided the High Speed Rail Authority with an outlin
mitigation would be needed for the Arena. Nothing appears in the draft EIF
The red alignment takes approximately $17 million out of the South Mill Cre
that are currently under construction. The red alignment also takes approxi

CHP over the last month to target motorists who did not properly
secure loads and for littering. A news release is enclosed.
TRIP News
♦ Security Paving Company (SPC) plans to remove the falsework fc
bridge crossing Truxtun Avenue on Wednesday night, Septemb
between the hours of 9 p.m. and 6 a.m. This work will require a full
Truxtun Avenue, between Commercial Way and Empire Drive. Th�

Recreation and Parks News
�� The Sports Village hosted its first full weekend of AYSO soccer last

participated in games at the facility. The Recreation and Parks d

Between July 23, 2011, and August 27, 2011, the Bakersfield Police Department ar
California Highway Patrol partnered together in a combined effort to target the prob
of litter and debris on the State Route 99 corridor and connecting roadways. As a rE
of the combined effort, 161 motorists were issued citations for various vehicle code
charges; 82 of those citations were issued for improperly covering and or securing
rubbish so as to prevent it from spilling onto the roadway, and six citations were iss
for spilling rubbish onto the roadway. All motorists are reminded that no vehicle sh�
driven or moved on any highway unless the vehicle is so constructed, covered, or
loaded as to prevent any of its contents or load from dropping, sifting, leaking, blow
spilling, or otherwise escaping from the vehicle.

CAPITAL IMPROVEMENT PROJECTS
1. Lowell Park Restroom Construction Proiect
The City Council approved an agreement using CDBG funds to remove anc
a 60-year old dilapidated public restroom located at Lowell Park (northwest
4th and "R" Streets). The existing restroom building was completely replacE
pre-fabricated structure that is ADA compliant and vandal resistant. EDC
working with Recreation and Parks staff to demolish the old restroom faci
CDBG funding. The estimated cost of the demolition is under $10,000 and sl
completed by September 2011.
2. Lowell Plavground Proiect
Funded with CDBG monies the new ADA compliant playground equipment
Park has been installed and was opened for play July 15th. This project
children in this 79% low-income area by providing safe playground equipm
shade structure over the playground is going out to bid mid-August.
3. Central Park Plavground Proiect
In April of 2011, City Council approved an agreement using CDBG funding tc
the aged and unsafe playground equipment with new ADA compliant pla
equipment at Central Park. The playground equipment will benefit children
12 in this 69% low-income area. The new equipment is scheduled to be instc
first week of October 2011 with completion 3 weeks later.
5. Bakersfield Airpark Landscapting Phase IV
This multi-year phased project uses CDBG funds in the amount of $200,000 t�
dust control through landscaping at the City-owned Bakersfield Airpark. This
phase of construction in an area bounded by Waits Drive, Madison Ave
White Lane, and South Union Avenue. The project is expected to go out t
end of August and to begin construction by October, 2011.
NON-PROFIT/PUBLIC FACILITY PUBLIC SERVICE PROJECTS
The following various non-profit organizations are being financially assisted tc
the level of service for operating their public facilities.
1. Bakersfield Senior Center
CDBG funds are used by this agency to maintain its current level of services,
hot lunch program, recreational programs, and entertainment to seniors in �
and central Bakersfield. The agency has expended all of its allocation for
year.
2. Bakersfield Homeless Center
Emergency Shelter Grant (ESG) funds are used by this agency for op
expenses such as staff, postage, telephone, utilities, insurance, equipment re
maintenance costs. The agency has expended all of its allocation for the fi�

ESG funds are used by this agency for essential services and opera�
maintenance expenses including staff costs. The agency has expended
allocation for the fiscal year.
4. Alliance Against Familv Violence and Sexual Assault

HOUSING, ECONOMIC AND NEIGHBORHOOD REVITALIZATION PROJECTS

Columbus Haven, L.P„ a development arm of the Housing Authority of the C
Kern was unsuccessful in its bid to receive tax credit funding in the first o
round of 2010 Tax Credit Allocation Committee financing. Columbus Hc
reapplied for low income tax credit financing in the July 2011 round of state fi
Columbus Haven is requesting the tax credit funds to assist with the costs <
and project construction for a 56-unit low-income housing project to be lo�

emancipated foster youth. Total funding for the project in HOME funds is $2

3. The Parkview Cottages Housing Pro�ect
During this quarter, down payment assistance was provided to two applica�

feet across from Central Park. Each unit consists of two stories and a two/t

4. Fair Housinc�
During this quarter, 167 calls were received: Twelve were substantial ser�
dealing with fair housing issues, and two of the complaint forms were returnE
clients. Eight of the calls were race related complaints, two calls
discrimination based on sexual harassment related issues, two calls
discrimination based on the age of the tenant, and two calls involved discri
based on disability.
5. Baker Street Revitalization Pro�ect (Old Town Kern Mixed Use Proiect)
Completion is expected by September for Phase I of Baker Street Village. 1
development will feature 24 townhomes and 13 loffs at the southeast cornE
Baker and Lake Streets. In addition to the housing units, approximately 9,OC
square feet of commercial space will be available fronting Baker Street. Th
development is owned by the Housing Authority of the County of Kern.
6. South Mill Creek Commercial
A"Request for Qualifications and Proposals" was issued June 17 seeking q�
developers for the 5.5. acre property in South Mill Creek. The property is dirE
east of "P" Street across from Maya Cinemas, adjacent to Mill Creek Linea�
between California Avenue and the railroad tracks, Responses from poter

and R Street. The Pocket Park when completed will be adjacent to Mill Cre
Park and the affordable housing projects currently under construction. Cor

8. South Milicreek Housinc�
Creekview
In early 2009, the Bakersfield Redevelopment Agency approved a Dispos
Development Agreements with Southwest Consulting for the constructi�
upscale for-sale townhomes. Construction on the first fourteen (14) uni
Creekview Villas townhomes began in May 2010. Construction completion fc
of the Creekview Villas is estimated to be September, 2011.
Citvplace Apartments
In September 2008, the Bakersfield RedevelopmentAgency entered into a D
and Development Agreement (DDA) with CIC Millcreek South (Chelsea In�
Corporation) for the development of 70 mid-rise garden style affordab
apartments. Construction is underway with an estimated completion
November 30, 2011.
9. Sister Citv Gardens of Mill Creek - Phase "A"
This project will involve two different site locations adjacent to Mill Creek Linec
18th Street. The Sister City Gardens will create individual gardens that repres�
of Bakersfield's Sister Cities, providing an additional amenity along Mill CrE
project will use a mix of funds including redevelopment bonds, tax increm

10. Prop 1 C Proiects
South Mill Creek Villaqe Street Improvements
In June 2009, staff received a$10.8 million, State of California Prop. 1 C
provide infrastructure to support five affordable housing projects under deve
in the Mill Creek Area. The first infrastructure project funded for $2,121,000
assistance consists of improving the streets, sidewalks, lighting, and landsca�
area bounded by California Avenue, the canal, 14th and S streets. This infra
project will benefit the planned South Mill Creek Village area. The projec
constructed on both public and private streets, which makes it unique from �
public works capital improvement street project. City staff continues to co
"6i" Street Streetscape
Construction began in late July for the improvements along "Q" Street
Truxtun Avenue and 24th Street. These improvements will include landscapec
islands, new decorative lights and trees in the sidewalk, new sidewalks, a
gutters and handicapped ramps at all corners. Enhanced intersections at Tru
19th and 21 St streets will include new decorative traffic signals and dE
intersections. In addition there will be some improvements on the cross streE
will blend the new "Q" Street design into the existing streets. Work sr
completed mid-August 2012,
11. Graffiti Removal Proqram - Citvwide
CDBG funds are used to assist in graffiti removal in low- and moderate-incor
throughout the city, primarily in wards 1, 2, 3, 6, and 7. All funds have been e;
to date.
12. 1 qtn Street Senior Housinc� & Parking Structure
This project is planned to have 66 units of affordable senior rental hou�
manager's unit, and a minimum 132 space parking garage. This projec
immediately east of Mill Creek between 18th and 19th streets. The devet�
selected a general contractor and is working to secure financing
development. This project should be underway later this year.
13. 19m Street Mixed Use Proiect
Located on 1/3 acre directly adjacent to the east of Mill Creek Linear Park k
18th and 19th streets, this project will include approximately 22,500 squar�
leasable retail, office, and affordable residential space in a three story builc
anticipated that the total project cost will be $5.725 million.
14. E. California Avenue Venue Proqertv - Dental Clinic
Construction has been completed on a 3,863 square foot dental office at �
East California Avenue to be operated by Clinica Sierra Vista. Construction
funded by ARRA monies ("stimulus funds"). The Bakersfield I?edevelopmen
Agency funded the installation of curb and gutter, a handicapped access
installation of a right turn lane, and alley improvements. Once the alley wc
been completed, Clinica will open this facility.
15. Haven Cottages
Completion is expected mid-August for this development of 24 one-bedroc
of permanent supportive housing for chronicc�lly homeless individuals at 23(

contains a multi -purpose building, offices, bathrooms, kitchen, a gym, anc
classrooms. Friendship House is located at 2424 Cottonwood Road and is �
by Community Action Partnership (CAP) of Kern.
17. Neighborhood Stabilization Pro ram
The City of Bakersfield has been awarded $3.3 million for the third round of
funding, known as NSP3. In June, the City Council approved an amendmE
redefine the eligible area and to focus the program's efforts on redevelop
vacant properties. NSP3 regulations require that the City spend at least 50`
funding by March 2013, and 100% of funding by March, 2014.
18. Homelessness Prevention and Raqid Re-Housinq
Our local expenditures remain far ahead of what the program guideline;
Rules from the U.S. Department of Housing and Urban Development (HUD) rec
60% of funds be spent by August 18, 2011. Bakersfield's efforts have exceec
with 81.77% spent as of June 30, 2011.
