■ Interesting news from the High Speed Rail Authority this wE
Authority announced it will issue a rewised draft EIR for the F
Bakersfield segment in spring 2012. According to the Authority, p<
revisions includes "investigat[ing] improwements to the existing F
Bakersfield alternatives." However, we do not have insight as tc
any improvements will be investigated or if the Authority plans tc
any of our concerns we have raised with them.
The formal comment period for the Fresno to Bakersfield Draft EII
will still end on October 13th, and the revised document, to be
the spring of 2012, will have a sepo�rate, additional 45-da�
comment period. Staff will submit comments as planned to n
October 13th deadline and will evaluate and comment on thE

• A few weeks ago we notified you that sales tax figures trended �
19.39 percent for the most recent quarter compared to the samE
last year. We recently received a detailed report which sheds ligl

HIGH-SPEED RAIL AUTHORITY TO ISSUE REVISED
ENVIRONMENTAL REPORT FOR FRESNO-BAKERSFIELD SECT
SACRAMENTO, Calif. — The California High-Speed Rail Authority announcec
issue a Revised Draft Environmental Impact Report (EIR)/Supplemental Drafi
Impact Statement (EIS) for the Fresno-to-Bakersfield section of the high-spee
The revised environmental document is scheduled to be released next spring

Local officials welcomed the news.
"Visalia appreciates that the Authority recognizes the need to address concerns and ensure
that we have the best possible range of alternatives for the High Speed Rail Project," said Bob
Link, Mayor of Visalia. "The City of Visalia remains dedicated to a station that will serve the
entire region."
"This remains an important project for the state of California," said Ashley Swearengin, Mayor
of Fresno. "The re-release of the Fresno to Bakersfield environmental documents will provide
residents the opportunity to work more closely with the Authority and staff over the coming
months to better understand the Draft EIR/EIS and to define a high-speed train route through
the region that will meet the widest need. While I am pleased that the Authority has listened to
local stakeholders by providing additional time to review the draft environmental documents
and by re-examining portions of the alignment, I feel strongly that we must stay on track with
this project to provide relief to create jobs in the Central Valley, as well as to build a more
efficient and economically transformative transportation infrastructure system in California."
"The high-speed train project is one of the largest public infrastructure projects in our state's
history and will provide Bakersfield with a better, more efficient connection to the Bay Area and
Southern California," said Kern County Supervisor Ray Watson. "It is important to ensure that
the alignment through the Fresno to Bakersfield section is thoroughly reviewed and
commented on by the public, we're pleased with the additional time to review the document."
"Starting high-speed rail construction next year in the Central Valley, on the backbone of the
system, will be an economic boom to our region. Merced will benefit tremendously from this
investment in passenger rail transit, including greatly improved connectivity to Southern
California and the Bay Area," said Bill Spriggs, Mayor of Merced. "I'm pleased to see that the
Authority is working with our neighbors to the South to engineer improvements to the alignment
options and I'm satisfied that the 60 days allotted to the greater Merced area was appropriate. I
look forward to the selection of an alignment early next year that is embraced by our
community."
California's High-Speed Train Project
The California High-Speed Rail Authority is developing an 800-mile high-speed train system
that will operate at speeds of up to 220 miles per hour, connecting the state's major urban
centers, including the Bay Area, Central Valley, Los Angeles and San Diego. Initial
infrastructure construction will begin in the Central Valley, the backbone of the system, in 2012.
The project is being funded through a voter-approved state bond, federal funding grants, local
funding, and public-private partnerships.

SUBJECT: Sales Tax Quarterly Report by Industry
Attached is a copy of the Sales Tax Quarterly Report by Industry, comparing the sec
results of 2011 to the second quarter results of 2010.
The overall results for the City have not changed (which were +19.39% comparing thE
of 2011 to the 2nd quarter of 2010), but this report does provide a more specific look a
of industries are doing better or worse than citywide results.
Oil and gas related products and equipment, Heavy Industrial Equipment and Service
show above average positive movement compared to the same quarter last
Eating/Drinking Places that do not serve alcohol show a negative trend compared
quarter in 2010.
Overall, the results for the past five quarters have been good news. However, continu
over state budget issues along with negative economic indicators such as housing v�
unemployment continue to send mixed messages regarding any type of economic reco`

Attached for your information and reference are copies of the "2010 KE�
ANNUAL REPORT" for distribution to the Honorable Mayor and City Councilmem
The annual hydrographic report was first produced in 1953 by the Kern C
Land Company. The City Water Resources Department has, since 1977, carried
the tradition of continuous and precise flow data on the Kern River. In addition
extensive "historical data" section covering both Kern River and Lake Isabella, tl
report includes an executive summary of Kern River operations for quick referen
can be found on pages 20-23.
As always, our office will gladly answer any questions regarding the flow �
other information contained in the 2010 annual report.

Attached is the HPRP Progress Report. Among the highlights:
• Our local expenditures remain far ahead of what the program guidelir
Rules from the U.S. Department of Housing and Urban development
required that 60% of funds be spent by August 18, 2011 and 100% b�
2012. Bakersfield's efforts have far exceeded that, with 92% spent a
September 30. This is an increase of 4% over last month's figures.
• Homeless Prevention services have assisted about 2,455 individuals
households.
• Rapid Rehousing services have assisted about 1651 individuals in 7�
households.

The following channels have or will change their names:
Switched Digital Video (SDV). SDV is a robust bandwidth-management system that makes it �
more digital video programming services including new HD channels.
In order to offer more new video services, Bright House Networks will be moving some existir
services to the SDV system as well as adding new programming on the SDV system. On or afi
2011, the following services will be delivered on the SDV system:
HBO 2 (Premium) channel 702
HBO 2 East (Premium) channel 703
HBO Comedy (Premium) channel 708
HBO Comedy East (Premium) channel 709
HBO Family (Premium) channel 706
HBO Family East (Premium) channel 707
HBO Latino (Premium) channels 630 and 712
HBO Latino East (Premium) channels 631 and 713
HBO Signature (Premium) channel 704
HBO Signature East (Premium) channel 705
HBO East (Premium) channel 701
Showtime (Premium) channel 740
When delivered on the SDV system, the above channels will become bi-directional (or two-w�
will continue to be available to all Bright House Networks customers who subscribe to our dig
lease a digital set-top box or tuning adapter capable of supporting two-way services.
However, the above channels will no longer be available to customers with a unidirectional
television or other device who currently lease a CableCARD from Bright House Networks but
digita� set-top box or tuning adapter. This small number of impacted customers has been no
changes that directly affect their current services, and offered the option of obtaining a digita
tuning adapter from Bright House Networks. In either case, such customers will not need
unidirectional retail device.
