SUBJECT: LAO's Overview of the Governor's Budget
The Legislative Analyst Office issued a report which provides an over�
analysis of the recently released 2012-13 State Governor's Proposed Buc
report provides additional insight into the Governor's Budget. The most
points of interest are:
• There is no direct indication the Governor is proposing to take r
from cities to balance the deficit amount identified in the �
budget.
• The Governor's Budget estimates a deficit of $9.2 billion for nex�
year - in contrast to a separate LAO report published in Novemb
pegged the deficit at $13 billion.
• The difference in the two numbers is the Governor's Budget
higher revenue than the LAO report.
• The Governor's Budget relies on a temporary increase in income <
taxes being approved by voters on the November ballot in corr
with significant reductions to social services and child care progr�
additional state borrowing.

The chief executive of the state's high-speed rail agency resigned Thursday amid growing criticism of the $98.5-billion bullet train proj�

JIt's one thing for politicians, ordinary citizens, lawyers or even media pundits to say th
California's bullet train project is fatally flawed and should be scrapped before it becomE
money pit.
Bullet train zealots dismiss those naysayers as uninformed or biased, and even reject
criticism from the Legislature's budget analyst.
But when the California High-Speed Rail Authority's own "peer review" committee of tra
experts says the project is half-baked and should be put on hold, Gov. Jerry Brown and
Legislature should pay heed. And that's exactly what happened last week.
The peer reviewers, headed by former Caltrans director Will Kempton, told the Legislat�
while recently revised plans are an improvement, they still don't adequately describe hc
north-south system could reasonably be built and operated.
It concluded, "We cannot overemphasize the fact that moving ahead on the HSR projec
credible sources of adequate funding, without a definitive business model, without a str

Tom Umberg, a former assemblyman who chairs the CHSRA, denounced the report - w

The Tulare County Board of Supervisors voted unanimously Tuesday to oppose the California high-speed rail proj
form.
The board is the latest of several south San Joaquin Valley governments — including Kings County and Bakersfiel
against the controversial $98.5 billion project that critics are saying is wasteful spending at a time of huge budget c
"Several supervisors made comments today just about the merit of a high-speed rail project in our state," said Supe
Vanderpool, who brought the agenda item up for a vote. "However, the process by which this high-speed rail proje
undertaken has really left a bitter taste in everybody's mouth."
Reaction in Kings County, where supervisors voted last year to oppose the entire project, was congratulatory.
"It's also another validation of the concept that the Authority has alienated the public and therefore our elected offi
to stand for the incompetence that is the Authority and its consultants," said Pam Leal, a board member of Hanforc
group Citizens for California High Speed Rail Accountability. "Kings County is not alone."
"It sends a message to the Authority and to the state that there's a lot of other things they need to be paying attenti�
said. "There's a lot of things the state could be focusing their financial attention on, and they're not."
Tuesday's vote could affect the position the Tulare County Association of Governments takes on applying for a gr�
California High-Speed Rail Authority to plan for a station inside Kings County. TCAG voted last month to apply :

The Visalia City Council has tabled the grant application decision until next week.

SUBJECT: MOBILE GRAFFITI APPLICATION

Councilmember Salas requested staff investigate a malfunction of thE
graffiti reporting application.
Background
Councilmember Salas also requested staff research a malfunction relatE
GPS location utility within the mobile graffiti reporting application.
Reported Problem
Councilmember Salas reported to staff that the application is not allow
to use the GPS utility to report the location of graffiti. Councilmemk
reported this problem occurred on an Android operating system and a
operating system. Staff attempted to replicate the problem and recei
of two error messages stating either "GPS accuracy too low, make
have a clear view of the sky and try again" or "using GPS failed."
Reason for Error
The application was developed with the requirement that the GPS sig
be accurate to at least 50 meters (approx. 164 feet). This allows Pub
staff to quickly and efficiently locate graffiti which is reported via thE
application. As the accuracy of the reported GPS location decreases, tl
the graffiti becomes increasing more difficult to locate.

• Overall attendance for the Martin Luther King, Jr. Center was 3,878 which i�

SUBJECT: Keep Bakersfield Beautiful Activity Overview FY 2008/2009 —
The KBB program is funded by a combination of Solid Waste Division operating fund;
and donations of cash and in-kind support for activities. The Solid Waste budget is abc
$110,000. Staff and the KBB Board Members constantly seek grants, which have prov
$33,000 per year. This year has the most grant funding ever. The annual Great Ameri�
Cleanup (GAC) event is primarily funded by cash and in-kind sponsorships that have r;
high as $166,994. Staff and KBB Board Members leverage their time by seeking these
larger the board wants to make the event, the more sponsorships are sought. Sponsors�
requests for 2012 GAC are underway.
The KBB program reports activity levels to Keep America Beautiful and to Keep Calif
Beautiful. A tally of KBB activities in recent years is attached. Staff will provide futu
on this quarterly, or any other time desired. It is noteworthy that the Keep America Be
program assigns a dollar value to the volunteer work in local programs. Since Bakersfi
outstanding volunteer participation among American cities, the result is a high dollar v�
eyes of the KAB organization.

Volunteers Take the Trophy for a Team
Hundreds of Albertsons grocery store employee�
supportive of GAC in Bakersfield. GAC has become 1
community service project and company picnic tha
forward to every spring. This year Albertsons got so
GAC that it now has a trophy to pass from year to year

Beautification
KBB tends to concentrate on
clean-ups for GAC, but this
year in the spirit of The Home
Depot, Troy-Bilt, and Lowe's
sponsorships, we chose two
garden projects to add some
special touches to Bakersfield.
We decided to give tender
loving care to the grounds
of the Kern County Museum
for GAC. Bakersfield's beloved
museum for local history has
hit hard times since the State
budget deficit impacted it.

2 Hot Spots Greened Up
GAC volunteers were honored to help build this g�
at the Boys & Girls Club of Bakersfield. Volur
stepped up to the challenge to start the gard�
replace a condemned playground. The garden
hands on learning tool to teach the children ;
nature and nutrition. KBB was able to donate oi
compost and hauling services to this project thar
the support of the City of Bakersfield.

200 Ibs. of Nestle Pure life Water Bottles
Volunteers were given plastic bottles of Pure Life Pur
donated by our national sponsor Nestle. The water

A GAC Party With Green Principles
GAC volunteers come in droves to Yokuts Park to eat a free barbecue picnic and enjoy family enter
K6B invites GAC volunteers to a free picnic and fair t
gratitude for their support of Bakersfield. KBB uses it�
recycling kits to collect bottles and cans to be recycle
and other organics to be composted. This year fron
alone, KBB recycled 215 Ibs. of organics, 200 Ibs. of plast
75 Ibs. of aluminum.

We Used Compostable Solo Products to Se
One of the GAC planning committee's main challenge:
feed several thousand volunteers who have worked up <
and do it in a green way. Albertsons came through ye1
time as a main food sponsor. We decided on a menu of 1
to avoid any public need for utensils. We served tl
compostable plates sponsored by Solo. Food scraps
were composted by the City of Bakersfield. Beverag
aluminum cans or plastic cups that we recycled. K66 do
food to the Bakersfield Homeless Center.

Greater Bakersfield Green Expo
For the second time, KBB used the GAC fair to
showcase green artwork made by local
students. Students competed for $7,000 in
scholarships. All GAC volunteers and attendees
were able to enter the expo for free to see the
artwork and visit with vendors to learn ways to
live greener.

Local Celebrities Do Double Duty As GAC
As chair of the GAC planning committee, Mayor I
presents certificates of appreciation to all local GAC spor

Salute to Our Slogan "Litter: It's Beneal
And of course we had to make a special certificate of ap

The mothers in the Greenfield Walking Group didn't lil
litter and graffiti they saw while taking strolls
neighborhood. After some introductions, this group of c
moms rallied their neighbors to make their eight block r
focus of their GAC clean-up and fair. The Greenfield
Group and K66 are excited about our new relationship�
already planning another clean-up for this July.
