The show will include 23 drag wingspans of up to 46 feet, Viking warriors and world-class circus artists performing against a state-of-the-art, wall-to-floor immersive project more than 20,000 square feet. Tickets will go on sale on a futur� determined. TRIP News ■ I am pleased to inform you that by working with Kern COG and Cal received up to $5.62 million in toll credits as an interim measure in cov match of the Highway 58 Gap Closure Project. The credits works similarl free loan where in three to five years from now we will have to cover thE in a time when many projects are moving to construction, having this c� good. The Highway 58 Gap Closure Project is the addition of freeway lanes in from Cottonwood to Real Road. It was to have been a part of the Cent project but has been accelerated and should bid early in 2013. You r Bakersfield and Kern County shared the design cost and we retained that work. Approximately 80 percent of the construction funding is to c TRIP grant which, in this case carries a 20 percent local match. The Rt 17, which is GET's express route to BC, is full every day. This new transit center provides a more convenient location for those passengers. In addition, the new transit center is safer and easier to maneuver for those with disabilities than the old location in the east parking lot. There is also space for Kern Regional Transit as they provide service to those students coming from the outlying areas of the county. This Center is a first step in the new system plan. GET s� routes, mosl erate 7 days transports rr million pass� � May 8, 2012 Mr. Dan Richard, Chairman High Speed Rail Authority 770 "L" Street Suite 800 Sacramento, CA 95814 SUBJECT: Fresno County Concerns with the Proposed High Speed Rail Project Dear Chairman Richard: Fresno County has been supportive of the overall benefits of High Speed Rail in California since 1997 with a preference of alignment on the Union Pacific (UP} corridor through the City of;Fresno, and the Burlington Northern Santa Fe (BNSF) rail corridor south of the City of'fresno. The existing BNSF corridor is preferred as being less disruptive to Mrghway 99-corridor' Cities Fowler, Selma, and Kingsburg, and having fewer property disruptions and locdt impacts than either the UP, or any by-pass alignment on an entirely new corridor. While we have expressed our support for the`plan in the p�5t and appreciate the blended, phased implementation plan of the R�vised 2012 Business Pla,n, weremain conce'rned about the overall cost of the system, the lack of a stable financial plan, and the mitigation for'impacts to local businesses and residents. The Fresno County'Board of Supervisors'respectfully requests information and consideration for the following items: 1) The costf benefit analysis farbuilding,a high speed rail system should be comprehensive. Currently, it does not identify lost employment su .ffer,ed as a result of business dislocation and impact. What is the projection for jobs lost due to business dislocation? How will impacted employees of closed businesses be assisted? 2) What is the lost productivity cost for businesses that must be relocated? 3) What is the plan to assist d�slocated businesses? a) There should be a clear and concise plan to expedite and assist businesses in obtaining new conditional use permits and environmental impact reports required for new business locations. Many businesses will have to acquire new water quality and air pollution permits as well as identify any potential environmental issues that will require mitigation. b) Environmental permitting can take up to five years and more. Is there a plan to expedite the permitting process for impacted companies? Fresno County Concerns with the Proposed High Speed Rail Project May 8, 2012 Page 2 c) How will the High Speed Rail Authority assist businesses with the environmental review process and, ultimately, the transfer of the business to a new location? Will the High Speed Rail Authority provide time for a business to complete the environmental review process and obtain proper planning and zoning permits in a new location before taking possession of their property at their existing location? 4) We suggest calculating the number of affected businesses by identifying the businesses which operate under a conditional use permit. Based on the number of businesses with conditional use permits, an estimate of business disruption can be made to quantify the cost, time, and effort needed to assist businesses with re-establishment in new locations. 5) Updated, lower population estimates should be factored into ridership, revenue, and cost estimates. A recent study commissioned by the eight metropolitan planning agencies of the San Joaquin Valley, San Joaauin Vallev Demo�raphics Forecasts 2010 to 2050 prepared by The Planning Center, Santa Ana, CA, has provided current updated population estimates for the eight county San Joaquin Valley. 6) We ask your consideration for a rail alignment which most closely follows an existing alignment and creates the least disruption to impacted property owners. Fresno County's support is contingent on minimizing impacts to agricultural lands and rural residents, and development of a sound financial plan. We are aware of reports by state agencies (State Legislative Analyst Office (LAO) and California State Auditor) and the High Speed Rail Peer Review Committee that cites critical problems with the project. While the Revised 2012 Business Plan makes great progress to address some of the issues, we remain concerned about questions raised regarding the future of this project and the prospect of an incomplete rail system that would decimate our landscape. There seems to be a'rush to construct' to meet deadlines for federal dollars but we will only have one time to do this right. We agree the High Speed Rail Authority should consider an overall program that allows building over time. The financial framework for such a huge effort must be done thoughtfully and with consideration of a growing debt burden. Fresno County appreciates your efforts to reduce costs and allow for more flexibility with your new business plan but there is more work to be done. The Revised Draft EIR/Supplemental Draft EIS is expected to be released in summer 2012. A formal public comment period will follow, providing an opportunity to submit comments on the revised document's findings. The Multifamily program is currently closed to new applications and has a waitin� TO: :•u SUBJECT: B A K E R S � F I E L D Economic and Community Development Department M E M O R A N D U M May 8, 2011 Donna Kunz, Economic and Community Development Director Tony Jaquez, Associate Planner Low Income Solar Programs Low Income Solar Programs Background After the passage of SB 1, which set forth specific California Solar Initiative (CSI) progr� requirements, and AB 2723, which codified a requirement that not less than 10 percent CSI funds be used for installations of solar systems on low-income residential housing, California Public Utilities Commission (CPUC) earmarked 10 percent of its $2.2 billion b solar programs for low-income housing. The CPUC chose to create individual solar proi single-family low-income homes and multifamily low-income buildings. Single-Family Affordable Solar Housing (SASH) Program The SASH Program offers a way for low-income homeowners to access the benefits of energy — lower utility bill expenses and less electricity usage — without bearing the majo substantial up-front cost of installing a solar panel system. Below are a few questions to determine the qualification for the SASH Program: • Is electrical service being provided from Pacific Gas & Electric (PG&E) or South� California Edison (SCE)? • Is the home owner occupied? • Household's income shall be 80% or below the area median income? • Is the home defined as "affordable housing"? Currently, Parkview Cottages (Tract Map 6168) located at the northeast corner of `R' an has been qualified for the SASH program and will begin solar retrofit construction in the fi iti irn To qualify for MASH incentives a property must meet the following criteria: • Be located in PG&E or SCE service territory • Meet at least one of the definitions of "low-income residential housing" per Publi Code 2852. (A) A multifamily residential complex financed with low-income housing tax credits, tax-E mortgage revenue bonds, general obligation bonds, or local, state, or federal loans � and for which either of the following applies: (i) The rents of the occupants who are lower income households do not exceed thc prescribed by deed restrictions or regulatory agreements pursuant to the terms c financing or financial assistance. (ii) The affordable units have been or will be initially sold at an affordable housing a lower income household and those units are subject to a resale restriction or eq� sharing agreement pursuant to the terms of the financing or financial assistance (B) A multifamily residential complex in which at least 20 percent of the total housing un sold or rented to lower income households and either of the following applies: (i) The rental housing units targeted for lower income households are subject to a c restriction or affordability covenant with a public entity or nonprofit housing provi� organized under Section 501(c)(3) of the Internal Revenue Code that has as its purpose in its articles of incorporation on file with the office of the Secretary of S provide affordable housing to lower income households that ensures that the un available at an affordable rent for a period of at least 30 years.
