Every time we belie� on top of it, a new ruling comes out from the State Department of I League of Cities comes out with a revised legal analysis - things are IitE daily! Most recently, the Governor has come out with a very unfrie revision to the law which would make decisions of the Department � subject to appeal and would capture all housing cash among othe changes. On what will hopefully be a more positive note the Oversigr for the second time next week and we look forward to building upon tr effort of the first meeting! • The City played host to the Amgen Tour of California on Thursday, as race's only individual time trial. The event was a success, with thousanc lining the course near Bakersfield College. It was the second time the C the event, the first being a stage finish in 2010. The success of the even to the work of David Lyman and the Convention and Visitors Bureau staff works to ensure many facets of the event go off without a hitch - months of coordinating with race organizer's AEG and local community groups. Congratulations to the CVB staff on a job well done! • As part of the American Recovery and Reinvestment Act, the City was c to assist in rapidly re-housing the homeless through the Homelessness f Rapid Re-Housing Program. I am pleased to tell you through the effo! department, the local effort resulted in a 12� reduction in family between 2009 and 2011. We have had from individuals who are interested in providing vendor services, ente donations. Specifically, for those who seek to donate funds, staff is re individuals contact the City Manager's Office and donate directly Bakersfield Foundation. This is the easiest and most efficient way c assured 100 percent of their donations are being set aside for this spec City is not collecting donations from individuals in any other form or thrc method. Budget News ❖ The Governors "May Revise" budget is pretty much what we have se First, the Governor acknowledges the deficit has grown to nearly $ proposed budget depends on tax increases not yet approved b� negotiations not yet underway and speculative revenue streams whic not materialize. The primary impact on cities that we have been able tc is some kind of cash claim on redevelopment agencies. That does not : the recognized obligation mandate that we are currently under as the the possibility of the former. And yes - High Speed Rail is still being propo� More will undoubtedly follow when the legislature starts its budget consic High Speed Rail News � We remain very concerned with the lack of leadership and outreach Speed Rail Authority. A recent look at its website shows eight of 12 positions, including the Chief Executive Officer, are vacant. Make A Splash Program: o The Make A Splash drowning prevention program provided 1,520 preschoo children with age-appropriate water safety education and provided them valuable resources to share with their families. The program hopes to reach children ages 0 to 5 by the end of the fiscal year. These are asphalt only medians sprayed the week prior for we staff did this to help Streets Division, who has maintenance responsibility for • Area 2 assumed maintenance responsibilities of the Mill Creek Streets between R Street and S Street north of California Avenue. • City staff representatives met with White Forest Nursery Representatives in r� amendments test results on 4/26/12 at State Farm Sports Village. • Tree Staff assisted with the Great American Clean-up. Staff dug 122 r planting activities. Locations were: Riverlakes Blvd., West wall, Hagemar Fence Line and Calloway East Wall. An additional 40 holes were dug in MLK Park. • Tree Staff also assisted with the Community Garden on 4th and Eye S� approximately 50 holes for the fence that was installed around the gar Depot volunteers built the fence at this location. • The annual tree contractor, Stay Green is continuing to trim trees within locations are as follows: o Ming Avenue from the County library to Allen Road S.
