J.� c�� As the U.S. Fish and Wildlife Service (�� WS) again considers designatin� critic habitai ior the Buena Vista Lake Shrew in Kern County (77 Federal Registcr 40706), 1 strongly support the Gity of F�akerstield's reyuest to again exclude Kern �an Water Recharge L1nit 3(Unit 3) i'rom any such desi�nation. As you are aware, there are numerous challen�es facing residents and farmers . California's Central Valley regarding access to affurdable and adequate water supplic: 13ecause of this, the City of� Rakersiield (which serves over 393,OU0 residentsj and wat districts in Kern County have developed innovative and expansive water banking, groundwater recharge, and water conservation programs to capture water during wet y that can be used to help ensure residc;nts and farmers in Kern have access to it during c years. Unit 3, which is primarily used as a�roundwater recharge and flood regulating facility within Bakersf eld's 2,800 acrc recharge area, is a critical component of these efforts. By continuing to exclude this property f'rom critical habitat designation, we ca continue erforts to increasc reliability of the water supply for Bakersf ield and Kern Co �id help preserve and protect Bakersfield's long-tenn efforts to bank and preseiti�c wa1 for future use by City residents and local farmers. It is important lo notc that exclusion of Unit 3 from critical habitat designation n�t negativcly impact the Buena Vista I.ake Shrew (BVLS) or thc local environmcnt. 2004, I�WS approved the City of Bakersfield's BVLS Habitat Management Plan for th Kern Fan Water Recharge Site, which is designed to protect the shrew and its habitat a requires monitoring and annual reporting. In addition, the City has proposed an addendum—an Enhanced � iabitat Maiia17emcnt Plan—to the existinv Mana�ement Pla implementation of the plan and addendum, which is further evidence of the City's ong commitment to protectin� the �VI,S and its habitat. Accordingly, I respectfully ask that you continue to work with the City of Bakersficld on development and approval of the BVLS Enhanced I labitat Managc;mer Plan for Kern Fan Water Recharge Unit 3 and exclude this area from any critical habil designation. YOUNG REGARDING THIS REQUEST. Staff contacted Gina Hayden, from Golden Empire Transit, who is in c implementing all of the new bus routes. The bus stop in front of the Homeless C be eliminated when their new routes take effect on October 7, 2012. GET will to serve this area with a new bus stop located at Washington Street and Avenue. Staff was unable to talk to Catharine Young directly but left a mes� the information on Monday, September 17, 2012. She was also given information for Gina Hayden. GET understands the desire for a stop closer to the Center. According to distance between the homeless center and the new stop (RTE 24) meets th� service radius goal. RTE 24 is planned as an express route and runs every 1. during the day. Also, GET cited safety concerns with the current bus route tha� at the homeless center. The safety concerns were due to the narrow streets in and the difficulty maneuvering the busses at the location.
