Notable Items:
Sales tax information has arrived for the third quarter of 2015 and unfortunately
it is not good news. When compared to the same adjusted quarter in 2014,
sales and use tax revenue dropped by 3.75%. The past four quarters show sales
and use tax revenue trending at -2.54% compared to the +2% growth
projections included within the FY15-16 budget.
We believe much of the negative trending can be attributed to the supply
issues plaguing the oil industry. As we have indicated to you previously, local
oil-related development and exploration activities remain at 12-month lows, oil
company layoff notices are becoming more frequent and the price per barrel
of oil is around 60% lower than last year. The result is less business and
consumer spending on taxable goods and services within the City.
As you recall, the City Council adopted the current year budget after making
$3.6 million in cuts to the budget first proposed in spring 2015. As part of that
process, staff indicated that if sales tax continued to trend negative, further
budgetary adjustments would be necessary. Staff indicated at that time
possible future cuts could include:
o Eliminating the retiree healthcare trust payment for one fiscal year
o Hiring freeze for all vacant positions
o Deferring the remainder of the cost of living adjustment
o Further reduction in capital projects
o Reduction/elimination of temporary employees, flex positions and
reclassifications
o Evaluate staffing reductions
Unfortunately, we are now at a point where these items and others are being
carefully analyzed by staff. It is clear that difficult decisions will need to be

made in the coming months. Staff is in the process of evaluating additional
budget information and will be bringing forward options for discussion during
the mid-year budget updated scheduled for the City Council meeting in
January. A more detailed memo from the Finance Director on the sales tax
information is attached. Industry-specific data will be made available by the
State in the coming weeks.
I apologize for having to bring bad news to you during what should be a festive
time of year. However as we experienced during the 2008 recession, the
quicker we can adjust to the changing fiscal environment, the better off the
organization will be as conditions improve in the future.
In anticipation of a stronger than normal El Niño weather pattern, the City of
Bakersfield has taken early, proactive steps to provide residents with pertinent
information about preparing for the potential rain and storm events that may
occur this fall/winter. The Public Works Department has created a “Preparing
for El Niño” webpage on the city’s website. The webpage allows residents to
stay up-to-date on important information:
o The webpage lists telephone numbers residents should call for storm
related issues, such as blocked storm drains, downed trees or branches,
street light and traffic signal outages, as well at contact information for
PG&E and The Gas Company.
o Public Works staff, with the assistance of the IT Department, has
developed a Sump Locator Map that allows residents to enter an
address in order to display the location of city-maintained storm water
conveyance and disposal systems, the boundary for those systems, and
the associated sump which collects the storm water. Additionally, the
map shows the location of county-maintained and privately-maintained
sumps.
o To alleviate potential flooding risks, Public Works staff sent informational
letters to developers, commercial and industrial entities, and property
management companies reminding them of their obligations to properly
maintain all storm drainage facilities within their developments and/or
property.
o The webpage also provides checklists for preparing property for El Niño,
as well as tips for driving in wet weather.
Additionally, in order to mitigate possible localized flooding within public right-
of-ways, city crews have been working steadily in the process of:
o Cleaning storm drains.
o Confirming pump stations and mobile pumps are operational.
o Cleaning city-maintained sumps and ensuring outlet structures are free
of debris.

o In mid-October, the city began its annual leaf collection service for
leaves left on city streets.
Traffic Advisory
Beltway Project Nighttime Lane and Ramp Closures
The following nighttime lane and ramp closures are expected to be in place
next week, December 13th – 17th, on State Routes 58 and 99. These closures are
expected to be in effect between the hours of 9 p.m. and 5 a.m., weather
permitting.
Concrete paving within the median on State Route 58 will require the closure of
eastbound access from Real Road onto State Route 58 Sunday through
Tuesday nights. Motorists will be able to access the southbound State Route 99
on-ramp from Real Road, but motorists traveling east on State Route 58 should
use Brundage Lane and enter the freeway from the Chester Avenue on-ramp.
This does not affect eastbound access onto State Route 58 from northbound
State Route 99.
The following closures are expected to be in place for retaining wall
construction, Sunday through Thursday nights, between the hours of 9 p.m. and 5 a.m.:
o Southbound State Route 99 on-ramp from Ming Avenue
o Two outside lanes on southbound State Route 99, between Ming Avenue
and Wilson Road
o Northbound State Route 99 to Ming Avenue off-ramp
o Two outside lanes on State Route 99 between Wilson Road and Ming
Avenue
The above nighttime State Route 99 lane and Ming Avenue ramp closures are
expected to continue for several more weeks as work continues on the
retaining walls. At least one freeway lane will remain open to traffic while work
is underway.
In the event of rain or fog, this work may be cancelled and rescheduled for the
next clear weather night.
Restriping Work on State Route 178 near Canteria Drive
The contractor for the State Route 178 Widening Project plans to restripe a
section of the highway next week, Monday, December 14th through
Wednesday, December 16th, weather permitting. The section to be restriped is
located from just west of Canteria Drive to Valley Street. The work is expected
to take place between the hours of 8 a.m. and 4 p.m., each day.

The signal for the State Route 178/Canteria Drive intersection will also be set to
flashing red starting early Monday morning and will continue until the restriping
work has been completed. One lane in each direction is expected to remain
open to traffic while work is underway, but there may be short intervals where
traffic will need to be stopped to accommodate the work.
The new striping pattern will reduce the number of eastbound lanes at the
State Route 178/Canteria Drive intersection to: one left turn lane to Canteria
Drive, one eastbound through lane for State Route 178, and one right turn lane
to Bedford Green. In the westbound direction, the new traffic pattern will
reduce the number of lanes at the intersection to one westbound through lane
that will also accommodate right turns onto Canteria Drive, plus a left turn lane
for Bedford Green.
On Thursday and Friday, the contractor plans to place temporary concrete
barrier rail and crash cushions on the north side of State Route 178 from
Canteria Drive to Valley Street. This work is expected to take place between
the hours of 8 a.m. and 4 p.m., each day.

Subject: November 2015 Monthly Report
Total monthly attendance for all programs, reservations and volunteers combined for
the month of November totaled 47,058 as compared to last year’s total of 46,388.
ADMINISTRATION State Farm – Sports Village (phase 3) – The first layer of asphalt for the main road is
complete. Kern Sprinkler is completing the rest of the electrical sleeves under the
hardscape. Mesa Marin – Sports Complex (phase 2) – Most of the sidewalk on Bedford Green is
poured. Two of the three retailing walls are completed up against the sidewalk. The trees and shrubs are installed in the parking lot. Kern Sprinkler is working on extending
the main line, completing the dog park, and finalizing the streetscape. The plans for this project should be 100% by end of December and 95% by end of November. Wall Repairs:
The City’s annual concrete contractor Cen-Cal Construction & Grijalva Contractor’s will
be performing repairs on the following wall locations:
1. Old Farm Rd. & Rendley St. 2. Harris Rd. & Silvergate St.
3. Q St. & 17th St. 4. Ming & Ashe (quotes pending)

Aquatics
• Overall Aquatic Attendance:
o Total attendance for Aquatics was 2,644 compared to November 2014 of 2,108.
o Attendance increased by 25.4% due to Bakersfield Swim Academy Swim Team practicing 4 days a week compared to only swimming 2 days a
week last year. A High School Conditioning Class was also added to the schedule.
• McMurtrey Aquatic Center:
o Monthly attendance at the McMurtrey Aquatic Center was 2,644 .
• 100 Mile Lap Swim Club
o Currently made up of 416 active members that swam 14,728.57 miles this
month. The club has swum a combined total of 196,658 miles.
• First 5 Kern Make A Splash Program
o The Make A Splash drowning prevention program held a Parent CPR/AED
and First Aid class on November 7th and certified 13 expectant parents,
parents, grandparents, and caregivers of children ages 0 to 5.
Athletics
• Total Attendance:
o Adult, Youth, Fitness and Adaptive Programs total attendance for the
month of November was 24,697 as compared to last year’s total of 21,825.
Monthly attendance increased by 13% as compared to the same time
last year. The increase in attendance is attributed to the Westside Bullet’s
Youth NSA softball tournament rental at Mesa Marin and increased
participation in the Fall Adult Adaptive Softball League.
• Athletic Programming:
o Adult Softball:
o The Fall Softball League continued through the month of
November.
o Several rainouts occurred this month; makeup games have been
scheduled for December.
• Softball Tournaments:
o Mesa Marin hosted an ASA Tournament on November 14th & 15th. Thirty-
three teams participated in the tournament.
o 13 Men’s Teams on November 14th
o 5 Women’s Teams on November 14th
o 15 Coed Teams on November 15th
• The Westside Bullets held a National Softball Association (NSA) youth fast pitch tournament on November 21st & 22nd. A total of 31 teams participated in the
sold out tournament. Mesa Marin was used for both days and Beach Park was used for November 21st.

• Adaptive Programming:
o Adult Adaptive Co-Rec Softball League
o This seven week Adaptive Softball League for adults with disabilities
started on Thursday, October 8th. The League completed games on Thursday, November 19th.
o Eight teams participated in the Fall League with games held at Beach Parks. Clients from each of the programs came out to
cheer and celebrate with their team.
o Kern Trophy donated 8 trophies (one for each team) at a value of
$280.
• League of Dreams
o League of Dreams finished their six week basketball league on
November 8th with a special “Closing Celebration” with awards for
the 208 athletes.
Dr. Martin Luther King, Jr. Community Center
• Total Attendance:
o Overall attendance for the month was 3,451 as opposed to last year’s
total of 2,980. Attendance at the center was up 15% from last November
due to the snack program.
• Santa’s Winter Wonderland
o The center will be hosting Santa’s Winter Wonderland on Friday,
December 18th, from 2:00 to 5:00 pm.
o The Goodlow room is currently being decorated as a Winter Wonderland
where Santa will give gifts to our participants.
• Kwanzaa
o The Kwanzaa program will be held Tuesday, December 29th from 1:00 pm
to 5:00 pm at the Dr. Martin Luther King Jr. Community Center.
o Activities will include African art, performances by the Oblinyanko Drum &
Dance Ensemble, African folktales and vendors with cultural merchandise.
• Donations: $3,620.24
PARKS Area 2 & 4
• All parks were scalped this month by park mow crew.
• All electrical panels in area 4 have been labeled to identify where the power is being relayed.

• Trimming was done on the following locations:

• Deer Peak Dr. & Turtle Creek Ln. Mesa Marin
• Concession building was vandalized and broken into on 11/25/15. Vandals
gained entry through side door. Concessionaire was informed and BPD was
contacted for a report. Concessionaire reported computer items stolen. Ming Avenue
• Removed ground cover and installed bark in several streetscapes. Truxtun Avenue
• Job Hazard Analysis (JHA) for median mowing operation was performed by
Supervisors Danny Maldonado and Frank Hinojosa on 11/24/15. Westside Parkway
• On 11/14/15 six (6) City staff cleaned the westbound entrance.
• On 11/25/15 six (6) BHC staff and two (2) City staff worked on the Westside
Parkway. Craftworker Division Kern River Parkway
• Staff assembled, installed and linked up a new weather station. Polo Grounds
• Staff worked on the Polo Grounds Ranch fence project. Rails and posts were replaced on Calloway, Hageman, Verdugo and Noriega. Uplands of the Kern River Parkway
• On 11/3/15 utilizing the backhoe, staff replaced three shut off valves and
installed a master valve to the Uplands irrigation system. Tree Division
• The annual tree contractor, General Tree, removed 361 trees during the month of November.
• Tree staff assisted the Water Department with the cleaning and clearing of the drainage ditch at San Miguel Grove due to a council referral.
• Staff removed 159 trees
• Hauled a total of 77 loads to Bena landfill
• 264.24 tons of debris removed
• $11,932.82 in dump fees
• Total labor and equipment cost $24,785.30
