An Associated Soils Analysis; Inc. (Associated) field technician performed the sampling procedures under the direction of Mr. Shane Gardner, Fire Prevention Officer, Bakersfield Fire Department. PURPOSE AND SCOPE The purpose of the soil sampling was to provide information regarding a potential unauthorized release of fuel hydrocarbons, if any, into the subsurface beneath the former dispensers. The scope of work consisted of the following: • As requested by Mr. Shane Gardner, an Associated field technician collected eight soil samples at four locations. Two samples were collected below each of four fuel dispensers, one sample at approximately two feet and a deeper sample at five feet below ground surface (BGS); 1141 E. Soil samples were analyzed for benzene, toluene, ethylbenzene, and xylenes (BTEX); methyl tert -butyl ether (MTBE); total petroleum hydrocarbons, gasoline -range constituents (TPH -G); and a suite of volatile organic compounds that included 1,2- dichloroethane (1,2 -DCA), dibromoethane (1,2 -DBA), and naphthalene; • Prepared a vicinity map and soil sample location map; and • Prepared this letter - report. SITE INFORMATION The site is near the northwest corner of Panama Lane and Colony Street, Bakersfield, California. The site may also be found at latitude 36.317906 degrees north and longitude 119.032778 degrees east. Figure 1 is a vicinity map. Figures are attached. HYDROLOGICAL CONDITIONS Based on a cursory review of groundwater information available from the California Department of Water Resources' website, depth to groundwater in 2014 appears- to exceed 150 feet BGS in the vicinity of the site. SAMPLING AND ANALYTICAL PROCEDURES Figure 2 is a soil sample location map utilizing GoogleOR earth imagery. Sampling procedures and analytical testing are summarized in the following subsections. Texaco Station, Panama Lane and Colony Street, Bakersfield, California 1143 - 15.001 December 9, 2015 Page 3 Sampling Procedures: Two soil samples were collected from each of four hand -auger soil borings. Soil samples were collected at approximately two and five feet BGS utilizing a manually - operated slide - hammer. Discrete soil samples were collected in 1.5- inch - diameter by six- inch -long stainless steel sample sleeves. The samples were collected such that no headspace was allowed at either end of the sleeve. Field observations were made at the time of sampling to assess whether or not fuel hydrocarbon odors or -discoloration was present at the sample locations. The soil sample sleeves were each covered with Teflon® tape and fitted with plastic end caps immediately upon collection. The sample sleeves were labeled with information regarding the project number, soil sample number, sample depth, time, date, and name of the field technician. The sample sleeves were promptly placed into a zip locked bag in a precooled ice chest containing a bag of crushed ice. Chain -of- custody documentation was prepared for the samples retained for analytical testing. The chain -of- custody recorded the sampling date, sample depth, time, sample identification number, project name and address, field technician, project manager, and the requested analytes. Analytical Testing: Soil samples were transported to ASSET Laboratories, Las Vegas, Nevada, a California- certified laboratory. Soil samples were analyzed for BTEX, MTBE, and a suite of volatile organic compounds that included 1,2 -DBA, 1,2 -DCA, and naphthalene using United States Environmental Protection Agency's (U.S. EPA's) method 8260B. In addition, each sample was analyzed for TPH -G using U.S. EPA method 8015B. The laboratory report and chain -of- custody documentation are attached. No fuel hydrocarbon odors or discoloration were noted during the drilling of the soil boring or during the discrete soil sampling. None of the constituents of concern were detected in any of the soil samples submitted for analytical testing. December 9, 2015 Page 5 CONCLUSIONS Based upon the procedures and findings, the following conclusion is presented: • The presence of fuel hydrocarbons was not detected in any samples collected to a maximum depth of five feet below the fuel dispensers. RECOMMENDATIONS Based upon the findings and conclusions, the following recommendation is presented: • No further assessment appears warranted. LIMITATIONS This letter -report is for the sole use of Associated's client and involved regulatory agencies. Others who seek to rely on information presented herein have a duty to determine its adequacy for their intended use, time, and location. No assessment can eliminate uncertainty regarding the potential for recognized environmental conditions. This letter - report is intended to reduce, but not eliminate this uncertainty, recognizing reasonable limits of time and cost. Subsurface variations cannot be known, nor entirely accounted for, in spite of exhaustive testing. This letter -report should not be regarded as a guarantee that no further recognized environmental conditions are present on or beneath the site, beyond that which could have been reasonably detected within the scope of work. Associated's geologists and technicians perform their services only in areas of their competence, and under the guidance of a licensed PG, registered in the State of California. To the best of the PG's knowledge, all work was performed consistent with the California Business and Professions Code, Sections 7800 et seq., also known as the Geologist and Geophysicist Act. If any part of the work scope was not performed by a licensed PG, or by others working under Texaco Station, Panama. Lane and Colony Street, Bakersfield, .California 1143 - 15.001 December 9, 2015 Page 6 his/her guidance, that part, and any related parts thereof, may be unreliable. Parts of the work scope not performed under the direct supervision of a licensed PG will be identified in the text of the letter - report. The licensed PG shall be held faultless for any scope of work not performed under his/her direct supervision consistent with the Geologist and Geophysicist Act. This limitation is an integral part of all Associated reports (or workplans) subsequent to May 1, 2005. The findings, conclusions, and recommendations rendered in this letter - report are solely professional opinions based on information obtained during the assessment. Changes in existing conditions at the site due to time lapse, natural causes, or operations on adjoining properties, may deem the conclusions and recommendations inappropriate. Associated's staff strive to perform its services in a proper and professional manner with reasonable care and competence, but are not infallible. Associated is unable to eliminate all risks or to provide insurance, thus, is unable to guarantee or warrant the results of this work. Associated does not warrant the accuracy of work performed or information supplied by others, including any of its subcontractors, or any segregated portions of this letter - report. Associated's professional services were performed consistent with generally accepted environmental assessment principles and practices in California at the time the services were performed.
