Brundage Soil Report 2015October9, 2015 Mr. Matthew Cheney Manager of Construction and Environmental Projects Wholesale Fuels, Inc. 2200 East Brundage Lane Bakersfield, California 93307 PIPING UPGRADE SOIL SAMPLING REPORT FOR WHOLESALE FUELS, INC. 2200 EAST BRUNDAGE LANE, BAKERSFIELD, CALIFORNIA (BFDOESPERMIT TO OPERATE 015-021-003393) Dear Mr. Cheney: VVEIR Corp was contracted by Wholesale Fuels, Inc.(WFI) to collect soil samples in association with upgrades to the product piping at the fueling facilities at the site.Thesite is listed asBakersfield Fire Department Office of Environmental Services(BFDOES)Permit to Operate (PTO) 015-021-003393. VEIR Corp performed the piping upgrade soil sampling on September 25, 2015 (see Attachment 1 for a Photographic Logof site activities). SITE DESCRIPTION The site is located at 2200 East Brundage Lane, Bakersfield, Kern County, California(see Figure 1 –Site Location Map). The site is located within the commercial district thatflanksEastBrundage Lane,which runs along the north side of State Highway 58(see Figure 2 –Site Vicinity Aerial).The site is identified as Kern County Assessor’s Parcel Number (APN) 141-300-08(see Figure 3 –Assessor’s Parcel Map). Thesite is at an elevation of 390feet above mean sea level,and the topography is relatively flat with a slight slope to the south, toward the ancient Kern Lake bed. The site is located within the southwest quarter of Section 34, Township 29 South, Range 28East, Mount Diablo Baseline and Meridian. Locatedat the site arefour 20,000-gallon underground storage tanks (USTs),two10,000-gallon USTs, dispensers on single island, and associated product and vapor recovery piping(see Figure 4–Plot Plan). The USTs are used to store both gasoline and diesel motor fuels. October 9, 2015 -Page 2 BACKGROUND TOPOGRAPHY The site is located at an elevation of 390 feet above MSL, and the topography slopes slightly to the south toward the ancient Kern Lake bed. The subject site is located withinthe San Joaquin Valley, approximately 15 miles west of the Sierra Nevada, 30miles east of the Temblor Range, and 30 miles north of the San Egmidio Range. GEOLOGY The subject site is located on the eastern flank of the San Joaquin Valley and west of the southern SierraNevada. The surface of the San Joaquin Valley is composed primarily of unconsolidated Pleistocene (1.6 million to 11,000 years ago) and Recent (11,000 years ago to the present) alluvial sediments. Beneath the alluvial sediments are older, predominantly lake-bed deposits. These lie unconformably on Mio-Pliocene marine sediments, which extend to a crystalline basement at a depth of approximately 50,000 fbg. At the subject site, surface deposits consist of Quaternary (recent) unconsolidated alluvium overlying Quaternary (Pleistocene) nonmarine sediments. Geologic deposits in the study area include Pleistocene alluvial sediments that form a homocline dipping gently to the west- southwest. The deposits are alluvium consisting of indurated and dissected fan deposits (CaliforniaDivision of Mines and Geology, 1965, Geologic Map of California, Bakersfield Sheet). Thealluvium consists of silty sands and fine-grained to coarse-grained sands, with intervals of finer grained, sandy silts and minor development of clay overbank deposits. Surface soils are classified by the Soils Conservation Services as Cajon sandy loam with high permeability. HYDROGEOLOGY The site is located in the southern portion of the Great Valley geomorphic province. The Great Valley is a north-south-trending valley, approximately 400 miles long by 50 miles wide, the southern portion of which is known as the San Joaquin Valley. Surface water and groundwater in the San Joaquin Valley are derived predominantly from the Sierra Nevada to the east and are transported by five major rivers, the closest to the site being the Kern River. The subjectsite is located approximately five miles south of the Kern River. The closest surface water body is the Beardsley Canal, located approximately 200 feet to the south of the site. The depth to the regional, unconfined aquifer is in excess of 300fbg, and the groundwater gradient is to the south.There are several municipal water supply wells located within a mile of the site. Thegroundwater is considered to be potable and suitable for beneficial use. None of the municipal wells are located within a 1,500-foot radius of the site. Mr. Matthew Cheney Wholesale Fuels, Inc. October 9, 2015 -Page 3 PIPING UPGRADE SOIL SAMPLING On September 25, 2014,VVEIR Corp collectedsoil samplesP-1-6and P-1-10from 2 and 6 feet beneath the product piping betweenUSTs and dispensers (see Attachment 1 and Figure 2 for the soil sample locations).All sampling equipment was washed with a non-phosphate cleanser, pre-rinsed with tap water, and finally rinsed with deionized water prior to sampling. The soil samples were collected using a hand auger and spoon sampler. The soil samples were stored in 2-inch-diameter stainless steel tubes, sealed with Teflon™ liners and end caps, labeled, placed in an ice chest at a temperature of less than 4°C, and transported to a California State-certified laboratory for analysis. Sample identification and chain-of-custody procedures were followed for the samples to ensure sample integrity and to document sample possession from the time of collection to the ultimate destination. The sample labels identified the job number, sampler, date and time of collection, and a sample number unique to each sample. Thesoilsamples were analyzed at Moore Twining Associates, Inc.(MTA)for total petroleum hydrocarbons (TPH)as gasoline,benzene, toluene, ethylbenzene, and total xylenes(BTEX),methyl tertiary butyl ether (MTBE),tertiary butyl alcohol (TBA), diisopropyl ether(DIPE),ethyl tertiary butyl ether (ETBE),tertiary amyl methyl ether (TAME),ethylene dibromide (EDB),and 1,2-dichloroethane (1,2-DCA)using Environmental Protection Agency (EPA) Method 8260. TPH as gasoline was detected in soil samples P-1-6and P-1-10at concentrations of 1,000 and 810mg/kg, respectively. Benzene was detected in soil samples P-1-6and P-1-10 at concentrations of 0.68 and 0.46mg/kg, respectively. Toluene was detected in soil samples P-1-6 and P-1-10 at concentrations of 43 and 31 mg/kg, respectively. Ethylbenzene was detected in soil samples P-1-6and P-1-10 at concentrations of 18and14mg/kg, respectively. Total xylenes were detected in soil samples P-1-6 and P-1-10 at concentrations of 120 and 94 mg/kg, respectively. MTBE, TBA, DIPE, ETBE, TAME, EDB, and 1,2-DCAwere not detected in soil samples P-1-6 and P-1-10(see Table 1 –Summary of Soil Sample Analytical Results and Attachment 2 for the Laboratory Report). CONCLUSIONS AND RECOMMENDATIONS Based on the soil sampling andlaboratory analytical results, petroleumhydrocarbons were detected in the soil samples collected from beneath the productpiping. Consequently,the BFDOES will likely issuean Unauthorized Release Report, andwill directWFIto perform an assessment of the vertical and lateral limits of petroleum hydrocarbons, as well as the potential for the petroleum release to impact groundwater resources.
